Комментарий официального представителя МИД России А.К.Лукашевича в связи с заявлениями о возможных случаях применения в Сирии химического оружия

В последнее время прозвучало немало заявлений американских, британских и некоторых других представителей по поводу якобы имевших место в Сирии случаев применения химического оружия. Вокруг этого вопроса нагнетаются страсти, муссируются разного рода непроверенные слухи. В частности, со ссылкой на разведку США утверждается «с некоторой степенью уверенности», что были случаи использования в небольших количествах боевых отравляющих веществ, хотя эти данные, мол, неполные, а подтвердить достоверность самих этих фактов пока вообще нельзя.

В этой связи приходится вновь напомнить, что Правительство Сирии сразу после подрыва боевиками оппозиции 19 марта с.г. близ г.Алеппо боеприпаса, снаряженного отравляющим веществом, обратилось в Совет Безопасности ООН с просьбой полного и всестороннего расследования этого инцидента. Первоначальная позитивная реакция Генерального секретаря ООН на это обращение под воздействием ряда государств претерпела резкое изменение. По сути, ссылаясь на информацию французской и британской сторон, которые после долгого молчания вспомнили о якобы других случаях использования химического оружия в частности 23 декабря 2012 г. в районе г.Хомс, руководство Секретариата ООН потребовало от Дамаска дать согласие на создание постоянного инспекционного механизма на всей сирийской территории с неограниченным доступом всюду. Предлагаемая схема проведения инспекций аналогична использовавшейся в конце прошлого века в Ираке, который, в отличие от Сирии, находился под санкциями СБ ООН.
Такой разворот в позиции Секретариата ООН является ни чем иным, как демонстрацией политизированного подхода. В результате расследование конкретного инцидента близ г.Алеппо 19 марта заблокировано. Трудно понять, почему руководство Секретариата ООН предпочитает идти на поводу у тех, кто озабочен не конкретными шагами по пресечению попыток использовать отравляющие вещества в сирийском кризисе, а задачей смены режима в суверенном государстве.

    Обстановка в Сирийской Арабской Республике (САР) остается крайне напряженной, уровень насилия не спадает. В последние дни правительственным частям удалось добиться значительных успехов в пригородах Дамаска, на ливано-сирийской границе и в северных районах. На этом фоне отмечается активизация формирований вооруженной оппозиции в г.Хама и его окрестностях, где положение в последние месяцы было стабильным. С сожалением констатируем, что большинство жертв продолжающихся боестолкновений на сирийской территории - по-прежнему мирные жители.

    Нашу растущую озабоченность вызывают все более заметные попытки оппозиционных вооруженных группировок придать конфессиональный окрас внутрисирийскому конфликту. Тревожным символом стремления разыграть «карту» религиозной нетерпимости являются значительные разрушения, которые были причинены боевиками террористической организации «Джебхат Ан-Нусра» в ходе боев в г.Алеппо памятнику сирийской старины, внесенному в список всемирного исторического наследия ЮНЕСКО, - Большой Омейядской мечети.

    Предельно обеспокоены сохраняющейся неясностью относительно судьбы двух христианских епископов Б.Язиджи и Ю.Ибрагима, похищенных экстремистами 24 апреля с.г. близ Алеппо. Российская сторона прилагает все возможные усилия по содействию немедленному освобождению этих религиозных деятелей и призывает тех, кто имеет влияние на похитителей, добиваться благополучного решения вопроса о двух священнослужителях.

    В свете происходящего в эти дни в Сирии хотели бы еще раз акцентировать, что единственным вариантом, открывающим путь к прекращению боевых действий и страданий гражданского населения, является начало общенационального межсирийского политического диалога на основе известных женевских пониманий.

  2. Moscow says UN decision on Syria chemical weapons 'politicized' .....

    Russia accuses the UN Secretariat of taking a politicized approach toward investigating reports on the use of chemical weapons in Syria.

    Russian Foreign Ministry spokesman Alexander Lukashevich said in a commentary that the UN Secretariat demanded that Damascus agree to the establishment of a permanent inspection mechanism on the entire Syrian territory with unlimited access.

    "The inspection system proposed is analogous to that used at the end of the previous century in Iraq, which, unlike Syria, was under UN Security Council sanctions."

    "This turnaround in the UN Secretariat's position is nothing but a demonstration of a politicized approach," Lukashevich said.

    As a result, the investigation into the March 19 incident near Aleppo has been blocked, Lukashevich said.

    "It is difficult to understand why the UN Secretariat prefers to take its cue from those who care not about concrete steps to prevent attempts to use chemical weapons in the Syrian crisis but to change the regime of a sovereign state," it said.

  3. Russia, Lebanon agree political solution the only way out of Syrian crisis....

    Visiting Russian Deputy Foreign Minister Mikhail Bogdanov said Friday that he agreed with the Lebanese officials on the necessity to find a political solution to end the Syrian crisis based on a comprehensive national dialogue.

    Bogdanov said in separate statements following his meeting with Lebanon's caretaker Prime Minister Najib Miqati, Foreign Minister Adnan Mansour and Speaker Nabih Berri that "We have no choice as for the solution to Syrian crisis but to agree on the political solution based on the national dialogue and the Geneva Communique. "

    The Russian diplomat expressed hope that the Lebanese would be able to resolve all their disputes, form a new cabinet and reach agreement on the electoral law.

    According to statement issued by Miqati's office, the meeting between Bogdanov and the prime minister focused on the situation in the region, the conflict in neighboring Syria and the conditions of the Syrian refugees in Lebanon.

    Miqati announced his resignation last month after his government failed to reach an agreement in a cabinet session over the formation of a supervisory electoral body.

  4. Ρωσικό ΥΠΕΞ: ο ΟΗΕ καθοδηγείται από τους αντιπάλους του Άσαντ....

    Η Γραμματεία του ΟΗΕ καθοδηγείται από εκείνους που είναι απασχολημένοι με την αλλαγή του καθεστώτος στη Συρία αλλά δεν εμποδίζει την χρήση χημικών όπλων, δήλωσε ο εκπρόσωπος του ρωσικού υπουργείου Εξωτερικών Αλεξάντρ Λουκασέβιτς, σχολιάζοντας τις δηλώσεις για πιθανή χρήση χημικών όπλων στη Συρία.

    Ο διπλωμάτης υπενθύμισε ότι όταν μαχητές της συριακής αντιπολίτευσης, στις 19 Μαρτίου κοντά στο Χαλέπι, πυροδότησαν πυρομαχικά που περιείχαν δηλητηριώδεις ουσίες, η συριακή κυβέρνηση αμέσως προσέφυγε στο Συμβούλιο Ασφαλείας του ΟΗΕ ζητώντας πλήρη έρευνα για το περιστατικό.

    Αλλά η αρχική θετική αντίδραση του Γενικού Γραμματέα του ΟΗΕ σημείωσε δραματική αλλαγή υπό την επίδραση μιας σειράς κρατών και αποτελεί άμεση επίδειξη μιας πολιτικοποιημένης προσέγγισης, πιστεύει ο Λουκασέβιτς.

  5. Οι ΗΠΑ τρόμαξαν από τις επιτυχίες του συριακού στρατού....

    Αυξήθηκε στις ΗΠΑ η υστερία σχετικά με τα χημικά όπλα στη Συρία εξαιτίας των επιτυχιών του κυβερνητικού στρατού στο πεδίο της μάχης, δήλωσε ο Σύρος υπουργός Πληροφοριών Ομράν Αλ Ζουάμπι σε συζήτηση που είχε με τον αναπληρωτή πρόεδρο του Ομοσπονδιακού Συμβουλίου της Ρωσίας Ιλιάς Ουμαχάνοφ.
    Επίσης ο Αλ Ζουάμπι τόνισε ότι «η συριακή κυβέρνηση δεν χρησιμοποίησε και δεν πρόκειται ποτέ να χρησιμοποιήσει χημικά όπλα». Την ίδια στιγμή, κατά τη διεξαγωγή κλειστών ακροάσεων στο Κογκρέσο των ΗΠΑ, ο υπουργός εξωτερικών Τζον Κέρι δήλωσε ότι σε περίπτωση που επιβεβαιωθούν οι πληροφορίες σχετικά με τη χρήση χημικών όπλων στη Συρία, οι Ηνωμένες Πολιτείες μπορεί να ορίσουν ζώνη απαγόρευσης πτήσεων και να ξεκινήσουν να προμηθεύουν με όπλα την αντιπολίτευση.

  6. Syria says rebels may obtain chemical weapons from Turkey: minister....

    DAMASCUS, April 27 (Xinhua)
    -- Syrian Information Minister Omran al-Zoubi said that the chemical weapons used by rebels in a northern Syrian town were probably from Turkey, the state-run SANA news agency reported Saturday.

    The remarks were made during al-Zoubi's visit to Moscow. He said the missile which targeted the northern town of Khan al-Assal in Aleppo province was launched from a rebel-held place, which was not far from the Turkish borders.

    He added the Syrian government took the initiative to request a probe into the incident, reiterating Syria's support for letting Russian experts investigate the use of chemical weapons in the battered town.

    Commenting on the fresh western allegations about the use of chemical weapons by the Syrian army in other areas, the minister said "the U.S.-British and western allegations in general on that issue do not have any credibility."

    He held the western sides direct responsibility for what happened in Khan al-Assal.

    The White House said Thursday that the "U.S. intelligence community assesses with some degree of varying confidence that the Syrian regime has used chemical weapons on a small scale in Syria, specifically the chemical agent sarin."

    Syria brushed aside the accusations and slammed Washington as trying to use the chemical issue to threat a repetition of the Iraqi scenario in 2003.

    Die Hinweise der US-Regierung und Großbritanniens auf einen Chemiewaffeneinsatz in Syrien hat viele Akteure veranlasst, Beweise zu fordern und in Hinsicht auf ein mögliches Eingreifen in dem Bürgerkriegsland besonnen zu entscheiden.

    Außenminister Guido Westerwelle erklärte, Deutschland habe bislang "keine eigenen Beweise oder Erkenntnisse", dass in dem Bürgerkriegsland tatsächlich Chemiewaffen eingesetzt worden seien. Er forderte von den USA Auskunft über die vorliegenden Hinweise. "Wir bitten diejenigen, die sagen, sie hätten eigene Erkenntnisse, diese Erkenntnisse auch mit allen Partnern der internationalen Gemeinschaft zu teilen", sagte der FDP-Politiker bei einem Besuch im westafrikanischen Ghana. Der Einsatz von Chemiewaffen würde für die Bundesregierung aber weiterhin eine "rote Linie" darstellen.
    Russland warnt vor Militäreinsatz

    Der russische Vize-Minister Michail Bogdanow forderte ebenfalls eine Offenlegung aller Hinweise. "Wenn es ernstzunehmende Beweise für die Verwendung von chemischen Waffen in Syrien gibt, sollten sie sofort vorgelegt und nicht unter Verschluss gehalten werden." Er warnte zudem, die Informationen aus Großbritannien und den USA dürften nicht als Vorwand für eine Intervention in Syrien genutzt werden.   8. Ρωσία: Όχι «χημικά» άλλοθι για επέμβαση στη Συρία....

    Οι πληροφορίες που αναφέρονται στη χρήση χημικών όπλων στη Συρία δεν πρέπει να αποτελέσουν άλλοθι για στρατιωτική επέμβαση στη χώρα αυτή, προειδοποίησε σήμερα ο απεσταλμένος του Ρώσου προέδρου Βλαντίμιρ Πούτιν στη Μέση Ανατολή, Μιχαήλ Μπογκντάνοφ.

    "Εάν υπάρχουν σοβαρές αποδείξεις για τη χρήση χημικών όπλων στη Συρία, θα πρέπει αυτές να έλθουν αμέσως στο φως και όχι να αποκρυβούν", δήλωσε ο Μπογκντάνοφ, ο οποίος επισκέπτεται από την Πέμπτη τη Βηρυτό στο πλαίσιο περιοδείας του στην περιοχή.

    "Πρέπει να βεβαιωθούμε για τα στοιχεία αυτά αμέσως και με βάση διεθνή κριτήρια και όχι να τα χρησιμοποιούμε για άλλους σκοπούς. Δεν πρέπει να αποτελέσουν άλλοθι για μια επέμβαση στη Συρία", τόνισε ο Μπογντάνοφ, ο οποίος είναι και υφυπουργός Εξωτερικών της Ρωσίας.

    Την Πέμπτη, η Ουάσινγκτον παραδέχθηκε για πρώτη φορά ότι το συριακό καθεστώς έχει πιθανότατα κάνει χρήση χημικών όπλων σε μικρές ποσότητες, υπογραμμίζοντας ότι οι πληροφορίες αυτές δεν είναι αρκετές για ν'αποτελέσουν βεβαιότητα. Ο πρόεδρος Μπαράκ Ομπάμα προειδοποίησε τη Δαμασκό να μην καταφύγει στη χρήση των όπλων αυτών γιατί κάτι τέτοιο θα άλλαζε "τους κανόνες του παιχνιδιού" στην κρίση.

    "Πρέπει να μάθουμε την αλήθεια και να έχουμε στοιχεία και όχι να βασιζόμαστε σε πληροφορίες που μεταδίδουν τα ΜΜΕ και οι οποίες δε στηρίζονται σε γεγονότα", επανέλαβε ο Μπογκντάνοφ.

    "Στο παρελθόν βιώσαμε μια βίαιη επέμβαση στο Ιράκ με το πρόσχημα ότι η χώρα διέθετε όπλα μαζικής καταστροφής κάτι που στο τέλος αποδείχθηκε αναληθές", τόνισε ο Μπογκντάνοφ αναφερόμενος στην αμερικανική εισβολή στο Ιράκ το 2003.

  9. Για «ασύστολα ψεύδη» κατηγορεί ΗΠΑ και Βρετανία Σύρος υπουργός....

    Οι δηλώσεις των ΗΠΑ και της Βρετανίας για την πιθανή χρήση χημικών όπλων στη Συρία αποτελούν «ασύστολα ψεύδη», δήλωσε σήμερα ο Σύρος υπουργός Ενημέρωσης Ομράν 'Αχεντ αλ-Ζουάμπι στη ρωσική τηλεόραση RT.
    "Οι δηλώσεις του Αμερικανού υπουργού Εξωτερικών και της βρετανικής κυβέρνησης δεν ανταποκρίνονται στην πραγματικότητα και αποτελούν ασύστολα ψεύδη», τόνισε ο σύρος υπουργός στη συνέντευξή του, η οποία μεταδόθηκε στ' αγγλικά στην ιστοσελίδα του RT.

    "Θα πω για μια ακόμα φορά ότι η Συρία δε θα χρησιμοποιούσε ποτέ χημικά όπλα όχι μόνο γιατί σέβεται τη διεθνή νομοθεσία, αλλά επίσης για ανθρωπιστικούς και ηθικούς λόγους», τόνισε ο αλ-Ζουάμπι.

    Σύμφωνα με τον υπουργό, το λόμπι κατά του 'Ασαντ στον ΟΗΕ χρησιμοποιεί το φόβο των χημικών όπλων ως ένα νέο μέσο πολιτικής και οικονομικής πίεσης προς τη συριακή κυβέρνηση.

    Ο Βρετανός πρωθυπουργός Ντέιβιντ Κάμερον έκανε χθες λόγο για «αυξανόμενες αποδείξεις» όσον αφορά τη χρήση χημικών όπλων από το συριακό καθεστώς.

    Από την πλευρά τους οι ΗΠΑ παραδέχθηκαν για πρώτη φορά προχθές ότι το συριακό καθεστώς έχει πιθανώς κάνει χρήση χημικών όπλων, ωστόσο υπογράμμισαν ότι οι πληροφορίες τους δεν είναι αρκετές ώστε να βεβαιώνουν ότι η Δαμασκός υπερέβη «την κόκκινη γραμμή» που έχει χαράξει η Ουάσινγκτον.

    • Many soldiers were sent to hospital in Damascus, showing symptoms of inhaling chemical gas.
    • This was after the rebels fired a bombshell at the troops in the Brzeh neighborhood of the capital.
    • The paper said that the competent authorities started an investigation into the type of the gas.

    -- A Syrian pro-government newspaper reported Sunday that many soldiers battling rebels in a restive neighborhood of the capital Damascus have shown symptoms of exposure to chemical gas.

    Citing a "well-informed" medical source, al-Watan said that many soldiers were sent earlier this week to the Hamish military hospital in Damascus, showing symptoms of inhaling chemical gas after the rebels fired a bombshell at the troops in the Brzeh neighborhood of the capital.

    It said the symptoms include suffocation and nausea, as well as the trickling of a kind of white liquid from the victims' noses and mouths.

    Stressing no official comments have been made about the incident, the paper said that the competent authorities started an investigation into the type of the gas.

    Talks about Syria's chemical weapons have flared up recently as the White House stated that the Syrian troops may have used chemical weapons, mostly agent sarin, in its fight against the rebels.

    The Syrian government has dismissed such claims and accused Washington and its western allies of stirring accusations against Syria in order to set the stage of a possible repetition of the Iraqi scenario.

    Watan commented that the United States was attempting to pressure the Syrian administration after sweeping victories and advancement of the Syrian army against the rebels on several fronts, most importantly in the outskirts of Damascus.

    Last December, Syria warned that rebels could use chemical weapons in their fight against President Bashar al-Assad's forces, but insisted the government will never unleash such arms on its own people.

    - Republican senators on Sunday pressed US President Barack Obama to intervene in Syria's civil war, saying America could attack Syrian air bases with missiles but should not send in ground troops.

    Pressure is mounting on the White House to do more to help Syrian rebels fighting against the government of President Bashar Assad, which the Obama administration last week said had probably used chemical arms in the conflict.

    Neutralizing the government forces' air advantage over the rebels "could turn the tide of battle pretty quickly," Republican Senator Lindsey Graham told CBS's Face the Nation.

    "One way you can stop the Syrian air force from flying is to bomb the Syrian air bases with cruise missiles," the South Carolina senator said.

  12. Fighting reported near suspected chemical arms site in Syria.....

    AMMAN:
    Fighting erupted in Damascus on Sunday near a complex linked to Syria's chemical weapons programme, on the third day of an offensive by President Bashar al-Assad's forces aimed at driving rebels from main sectors of the capital, activists said.

    The fighting occurred near the Scientific Studies and Research Centre on the foothills of Qasioun Mountain in the northern Barzeh district, opposition sources said from Damascus.

    Barzeh is one of several working class neighbourhoods that have turned into footholds for opposition brigades, who have infiltrated Damascus from swathes of farmland dotted with built-up areas on the outskirts of Damascus known as al-Ghouta.

    The rebels lack the firepower to breach the heavily fortified Research Centre complex and the compound is being used to shell Barzeh, the sources said.

    The U.S. administration said last week that Assad's forces had probably used chemical arms in the conflict and congressional pressure has mounted on the White House to do more to help the rebels.

    Republican senators on Sunday pressed President Barack Obama to intervene, saying America could attack Syrian air bases with missiles but should not send in ground troops.

  13. Μάχες στη Δαμασκό κοντά στο κτίριο με τα χημικά όπλα.....

    Μάχες ξέσπασαν τη νύχτα στη Δαμασκό κοντά στο συγκρότημα το οποίο συνδέεται με το πρόγραμμα χημικών όπλων της Συρίας.

    Οι μάχες είναι προέκταση της επίθεσης των δυνάμεων του σύρου Προέδρου Ασαντ για την απώθηση των ανταρτών από τους κύριους τομείς της πρωτεύουσας και οι οποίες διαρκούν ήδη τρεις ημέρες.

    Οι μάχες σημειώθηκαν κοντά στο κέντρο επιστημονικών ερευνών και μελετών στους πρόποδες του βουνού Κασιούν, στην περιοχή Μπαρζέχ, βόρεια της Δαμασκού ανέφεραν πηγές της αντιπολίτευσης.

    Σύμφωνα με αναφορές κατά τη διάρκεια των τριήμερων σφοδρών μαχών σε αυτή την γειτονιά της Δαμασκού, σκοτώθηκαν εννέα άνθρωποι και τουλάχιστον 70 τραυματίστηκαν. Η περιοχή είναι μια γειτονιά εργατικής τάξης που έχει μετατραπεί σε προπύργιο των ταξιαρχιών της αντιπολίτευσης.

    Η κυβέρνηση των Ηνωμένων Πολιτειών ανακοίνωσε την περασμένη εβδομάδα ότι οι δυνάμεις του Άσαντ, έχουν χρησιμοποιήσει, κατά πάσα πιθανότητα, χημικά όπλα στην πολύμηνη σύγκρουση. Μετά από αυτήν την παραδοχή η αμερικανική Γερουσία πιέζει την κυβέρνηση Ομπάμα, να κάνει περισσότερα για να ενισχύσει τους αντάρτες.

    Ρεπουμπλικάνοι γερουσιαστές, χθες Κυριακή, ζήτησαν από την αμερικανική πολιτική ηγεσία να πλήξει με πυραυλικές επιθέσεις τις συριακές αεροπορικές βάσεις.

    «Η εξουδετέρωση του αεροπορικού πλεονεκτήματος του Άσαντ θα μπορούσε να γυρίσει την πλάστιγγα υπέρ των ανταρτών» δήλωσε CBS ο γερουσιαστής των ρεπουμπλικάνων Λίντσεϊ Γκράχαμ.

    1. Syria crisis: PM Halaqi 'survives Damascus car bombing'.....

      Syrian Prime Minister Wael al-Halaqi has survived a car bomb attack in the capital, Damascus, reports say.

      The blast in western Mazzeh district targeted Mr Halaqi's convoy, state television said. There are reported to be a number of casualties.

      UK-based activist group, the Syrian Observatory for Human Rights, said Mr Halaqi's bodyguard had been killed, AFP news agency reported.

      It is unclear whether the blast was a suicide bombing or a planted device.

      An unnamed Syrian official said the explosion was caused by a bomb placed underneath a parked car in the area, the Associated Press news agency reported.

      An earlier report said it had been a suicide attack.

      Syrian state television said the explosion happened at a busy intersection. Video from the scene showed burning debris and firefighters trying to put out a blaze.

      A picture which activists said was of the site of the attack showed a large plume of black smoke rising into the air near a road and a high-rise building.

      Activist groups said a bus and a car had been set on fire.

      Mazzeh is a government-controlled quarter housing a military airport which is vital to the regime's defences.

      Syrian forces and rebels have been fighting around Damascus for months but with neither side gaining an upper hand.

      The attack is the latest bombing inside government-controlled areas of the capital.

      In December a suicide bombing struck the interior ministry. State media said top officials had escaped unhurt, but it later emerged that the interior minister himself had been badly injured.

      So far there has been no claim of responsibility for Monday's attack. Similar bombings in the past have been linked to the jihadist al-Nusra Front, one of the most prominent rebel groups fighting the regime.

    Le premier ministre syrien, Wael Al-Halki, a survécu à un attentat qui a pris pour cible le cortège dans lequel il se trouvait, dans le centre de Damas, lundi 29 avril, rapporte la télévision officielle Al-Ikhbariya. Son garde du corps a été tué, affirme l'Observatoire syrien des droits de l'homme (OSDH), une ONG basée à Londres et qui s'appuie sur un large réseau de militants.

    Le photographe de l'AFP sur place a vu plusieurs véhicules calcinés, dont un autobus, et plusieurs autres voitures garées aux vitres brisées. Les services de sécurité ont bouclé le secteur. "L'attentat terroriste à Mazzé visait le convoi du premier ministre. M. Al-Halki est indemne et n'a pas été blessé", affirme la télévision Al-Ikhabriya, sans préciser la nature de l'explosion.

    Une photo diffusée par des activistes de l'opposition montre par ailleurs une épaisse fumée noire s'échapper du site présumé de l'explosion.

  15. Rebels attempt to control 3 airbases in northern Syria.....

    DAMASCUS, April 29 (Xinhua) -- Thousands of rebel fighters have massed in northern Syria in the hope of storming three military airports in the region, but the Syrian troops have succeeded so far in keeping them out, a pro-government newspaper reported Monday.

    The rebels, from different factions, have beefed up in the vicinity of Koerce, Menngh and Abu-Alduhur airbases in the northern provinces of Aleppo and Idlib, to take part in their " largest military operation" to control the three bases, al-Watan daily said.

    However, their attempt has not yielded fruit yet, the paper said, denying reports by anti-Syrian government TVs that the rebels have managed to storm parts of those airports.

    Backed by the air force, the troops have succeeded in repulsing the "intensive, successive attacks" and killed tens of the armed men and destroyed their military gears, the paper said.

    The rebels have recently focused their attacks on airfields across Syria under the pretext of keeping the army from launching airstrikes against rebel-held areas.

    However, military analysts said the rebels' targeting of the airbases aims only to weaken the country's air defense network so as to set the stage for possible foreign military intervention.

    Генеральный секретарь ООН Пан Ги Мун со всей серьезностью отнесся к информации разведслужб США о возможном применении в Сирии химического оружия, но считает, что поставить точку в этом вопросе может лишь независимая экспертиза на месте.

    "Я со всей серьезностью отнесся к последнему доклад разведслужб США о применении химического оружия в Сирии. Работа на месте крайне важна, если Объединенные Нации хотят установить факты и развеять все сомнения", - сказал сегодня Пан Ги Мун на встрече с журналистами.

    В этой связи он вновь призвал власти Сирийской Арабской Республики пустить комиссию ООН в страну и предоставить ей полный и беспрепятственный доступ ко всей ее территории. Вместе с Пан Ги Муном на брифинге для прессы присутствовал руководитель Оке Сельстрём, который подтвердил, что его "передовая команда" находится на Кипре и готова начать работу в Сирии в течение 24-48 часов.

    Расследование предполагаемых химических атак в окрестностях Алеппо было инициировано генсеком ООН по запросу Дамаска в марте. После этого Великобритания и Франция добились, чтобы эксперты расследовали все сообщения о возможном применении отравляющих веществ в Сирии.

    Сегодня же глава МИД РФ Сергей Лавров заявил, что "если инцидент с использованием химического оружия в сирийском городе Алеппо не будет расследоваться, то вся вина ляжет на те страны, которые пытаются удерживать генерального секретаря ООН от простого и прямого ответа на конкретный запрос сирийских властей". Международное сообщество, по мнению Москвы усложняет ситуацию и это напоминает события, которые происходили вокруг Ирака накануне свержения режима Саддама Хусейна.

    UN Secretary-General Ban Ki-moon and Åke Sellström, appointed to lead the fact-finding mission into the use of chemical weapons in Syria, appeared together at United Nations headquarters today in New York to tell the Syrians and the world that their investigative team is waiting at the ready to deploy from Cyprus within 48 hours.

    "Even while waiting for Syrian consent to enter the country, they have been doing what they have to do and what they can to gather and analyze available information. These activities include possible visits to relevant capitals."

    Ban told the international press that a truly comprehensive and thorough investigation would require "full access" to the sites, theoretically in a timely manner, as traces of sarin dissipate quickly due to its volatility.

    "This is a crucial moment in our efforts to get the team on the ground to carry out its important task," he said. "I take seriously the recent intelligence report of the United States about the use of chemical weapons in Syria. On-site activities are essential if the United Nations is to be able to establish the facts and clear up all the doubts surrounding this issue."

  18. Germany against 'red lines' on Syria chemical arms

    WASHINGTON:
    German Defense Minister Thomas de Maiziere on Monday cautioned against game-changing "red lines" in Syria's civil war amid growing evidence that regime forces have used chemical arms.

    "I support all forms of political pressure but I currently do not see a role for the military," De Maiziere told reporters in Washington, rejecting "automatic" military action in response to Syria's chemical weapons.

    "Efficient military action would be extraordinarily complex and costly," he warned on the sidelines of the 20th anniversary tribute to the Holocaust Memorial Museum in the US capital.

    He appeared to be referring to President Barack Obama's past warnings that Syria's use or movement of chemical weapons would constitute a "red line" that could prompt more direct US intervention in the civil war.

    The United States said Thursday for the first time that Syria had likely used chemical weapons on a small scale against rebel forces, but emphasized spy agencies were still not 100 percent sure of the assessment.

    Obama on Friday promised a "vigorous investigation" into the reports and renewed his warning that proof of their use would be a "game changer."

    De Maiziere meanwhile urged Germany's Western allies to conduct a joint inquiry into the alleged use of chemical arms.

    "We do not have enough information yet," he said.

  19. «Κόκκινη γραμμή» για το Ιράν η χρήση χημικών όπλων στη Συρία ....Οι έρευνες να επικεντρωθούν στους αντάρτες....

    Ο υπουργός Εξωτερικών του Ιράν, Αλί Ακμπάρ Σαλέχι, ξεκαθάρισε πως η χρήση χημικών όπλων στη Συρία αποτελεί «κόκκινη γραμμή» για την Τεχεράνη.

    Βέβαια ξεκαθάρισε πως οι έρευνες θα πρέπει να επικεντρωθούν περισσότερο στους ενόπλους της συριακής αντιπολίτευσης και όχι στο συμμαχικό προς την Τεχεράνη καθεστώς της Δαμασκού.

    Σύμφωνα με το Associated Press, ο Ιρανός υπουργός ισχυρίστηκε ότι οι πιθανότητες να είναι οι αντάρτες υπεύθυνοι για μια τέτοια πράξη είναι πολλές και ζήτησε έρευνα υπό την αιγίδα των Ηνωμένων Εθνών.

    Παράλληλα ο Αμερικανός πρόεδρος, Μπάρακ Ομπάμα σε συνέντευξη Τύπου, σήμερα Τρίτη σημείωσε πως δεν γνωρίζει από ποιόν έγινε χρήση χημικών όπλων στη Συρία.

  20. Syrian rebels 'used unknown chemicals’ against civilians in Idlib – state news agency....

    Syrian opposition fighters have allegedly used unknown chemicals against residents in the town of Saraqib in the northwestern province of Idlib to later put the blame on Assad forces, SANA news agency reports citing a government official.

    The source stated that on Monday “terrorists” collected residents of Saraqib near the southern entrance to the town and made them open “plastic bags” containing some unknown powder, SANA reported on Tuesday.

    As a result, some people suffered “suffocation, tremors and problems with breathing.”

    Later, militants took the injured to hospitals on the territory of Turkey with the goal of accusing President Bashar Assad’s army of using chemical weapons, the official said.

  21. Obama says there is evidence of chemical weapon use in Syria....

    United States President Barack Obama said Tuesday that his administration has evidence of chemical weapon use in Syria but remains hesitant to respond with the might of the US military until more details develop.

    Last week the White House said that Syrian President Bashar al-Assad was believed “with varying degrees of confidence” to have used chemical weapons and had “demonstrated a willingness to escalate its horrific use of violence” against the people of his country engaged in a two-year-old civil war. Speaking to reporters on Tuesday, Pres. Obama upgraded his administration’s stance to say proof of chemical weapon use in Syria is concrete but cannot be directly tied to Pres. Assad’s regime at this time.

    “What we now have is evidence that chemical weapons have been used inside of Syria, but we don’t know how they were used, when they were used [or] who used them,” said Obama.

    The president made the remarks after White House Correspondents Association President Ed Henry asked, “Do you risk US credibility if you don’t take military action?” Obama spent several minutes responding by saying his administration has long opposed the actions of Pres. Assad and has been adamant with his requests for the leader to resign from office.

    “I think it’s important to understand that for several years now what we’ve been seeing is a slowly unfolding disaster for the Syrian people. And this is not a situation which we’ve been simply bystanders to what’s been happening. My policy from the beginning has been that President Assad had lost credibility, that he attacked his own people, has killed his own people, unleashed a military against innocent civilians and that the only way to bring stability and peace to Syria is going to be for Assad to step down,” said Obama.

    Assad’s regime, added Obama later during the presser, is “more concerned with staying in power than the wellbeing of its people.”

    Pres. Obama continued that his administration has taken “a whole host of steps” to weaken the Assad regime, including directly strengthening the Syrian opposition, imposing sanctions on the country and appealing to the United Nations. Should the physiological proof of chemical weapon use link back to Assad, however, the White House and its allies remain willing to escalate their actions against the regime, said Obama.

    “The use of chemical weapons would be a game changer. Not simply for the United States but for the international community,” he said Tuesday.

    Before the US intervenes, however, the president said more information would have to directly tie Assad’s regime with the use of chemical weapons before he could escalate American efforts overseas.

    “When I am making decisions about America’s national security and the potential for taking additional action in response to . . . chemical weapon use, I have to make sure I have the facts. That’s what the American people would expect. And if we end up rushing to judgment without hard effective evidence then we can find ourselves in a position where we can’t mobilize the international community to support what we do.”

    “It is important for us to do this in a prudent way. And what I said to my team is we have to do everything that we can to investigate and establish with some certainty,” said Obama.

    The president added that he had conversations with the US Department of Defense as early as last year about how to handle the Syrian issue should it intensify, but said, “I won’t go into details as to what those options would be.”

  22. Η Χεζμπολάχ υπόσχεται να αποτρέψει την ανατροπή του καθεστώτος Μπασάρ Άσαντ....

    Ο επικεφαλής του λιβανικού κινήματος Χεζμπολάχ Χασάν Νασράλα δήλωσε ότι η ομάδα μαχητών της οργάνωσης πήραν μέρος στη συριακή σύγκρουση με το μέρος των κυβερνητικών στρατευμάτων για να αποτρέψουν την ανατροπή του προέδρου Μπασάρ Άσαντ.

    «Η Συρία στην περιοχή της Μέσης Ανατολής έχει γνήσιους φίλους, οι οποίοι δεν θα επιτρέψουν στη χώρα να πέσει στα χέρια των Ηνωμένων Πολιτειών, του Ισραήλ και των εξτρεμιστών», τόνισε ο Νασράλα.

    Νωρίτερα το Υπουργείο Εξωτερικών του Λιβάνου απέρριψε τις κατηγορίες της συριακής αντιπολίτευσης και δήλωσε ότι οι μαχητές του λιβανικού σιιτικού κινήματος Χεζμπολάχ δεν συμμετέχουν στις πολεμικές επιχειρήσεις στη Συρία με το μέρος του Άσαντ.
