According to the report, between 7,000 and 9,000 non-combatants were wounded in the ongoing hostilities between government troops and pro-independence insurgents that have lasted more than three years.
The majority of the casualties was caused by shelling, followed by mines and explosive remnants of war, the report said.
The armed clashes have also caused significant damage to housing and critical infrastructure, such as electricity, water, hospitals and schools, further aggravating the humanitarian situation in the restive area, the report said.
Last week, the Organization for Security and Cooperation in Europe said the number of civilian victims in eastern Ukraine has more than doubled in 2017 compared with the previous year.
