Ελβετία: Περιορίζει την είσοδο μεταναστών από την ευρωζώνη .....

Εργαζόμενοι από την ευρωζώνη θα έχουν για τους επόμενους 12 μήνες περιορισμένη πρόσβαση στην ελβετική αγορά εργασίας. Το Ομοσπονδιακό Συμβούλιο αποφάσισε την Τετάρτη να ενεργοποιήσει τη λεγόμενη «ρήτρα της βαλβίδας» για το σύνολο της Ευρωπαϊκής Ένωσης. Όπως είπε χθες σε συνέντευξη τύπου στη Βέρνη η υπουργός Δικαιοσύνης Σιμονέτα Σομαρούγκα (Simonetta Sommaruga), «ελήφθη η πολυναναμενόμενη απόφαση». Πρόκειται για ένα μέτρο -είπε – που θα περιορίσει τη μετανάστευση και αποτελεί μόνο ένα -μεταξύ πολλών άλλων - που θα καταστήσει την είσοδο μεταναστών «οικονομικά και κοινωνικά ανεκτή». 
Ο συνολικός αριθμός των πενταετών αδειών παραμονής σε πολίτες της ευρωζώνης θα πρέπει να περιοριστεί για ένα χρόνο στις 53.700. 



Η «ρήτρα της βαλβίδας» αποτελεί μέρος συμφωνίας μεταξύ Ελβετίας και Ευρωπαϊκής Ένωσης που προβλέπει ότι αριθμός των αδειών διαμονής σε ένα έτος, θα πρέπει να είναι το λιγότερο 10% υψηλότερος από το μέσο όρο των τριών τελευταίων ετών. 

Ωστόσο μετά τις 31 Μαρτίου 2014, η Ελβετία δεν μπορεί να πλέον να περιορίζει τη μετανάστευση από χώρες της Ευρωπαϊκής Ένωσης.

  • Η Ύπατη Εκπρόσωπος Εξωτερικής Πολιτικής της ΕΕ, Catherine Ashton, σχολιάζοντας την απόφαση της ελβετικής κυβέρνησης είπε:
«Λυπάμαι για την απόφαση της ελβετικής κυβέρνησης να συνεχίσει τους ποσοτικούς περιορισμούς που εγκρίθηκαν πέρυσι αναφορικά με την ελεύθερη κυκλοφορία των πολιτών της ΕΕ, που είναι υπήκοοι οκτώ κρατών μελών και να επεκτείνουν, παράλληλα, αυτούς τους περιορισμούς στους υπηκόους και των υπολοίπων κρατών μελών.
Η Συμφωνία επιτρέπει επίκληση της ρήτρας για τους πολίτες των 25 κρατών μελών για φέτος και για τελευταία φορά με την προϋπόθεση ότι ο αριθμός των αδειών διαμονής που εκδόθηκαν κατά τα τελευταία χρόνια, για τους υπηκόους των εν λόγω 25 κρατών μελών, έχει φτάσει -στο σύνολό της- στο όριο . Τα μέτρα που εγκρίθηκαν σήμερα από την ελβετική κυβέρνηση είναι αντίθετα προς τη Συμφωνία για την ελεύθερη κυκλοφορία των προσώπων, από την άποψη ότι γίνεται διάκριση μεταξύ των ομάδων των κρατών μελών.
Η ΕΕ αποδίδει μεγάλη σημασία στην ελεύθερη κυκλοφορία των προσώπων στο συνολικό πλαίσιο των σχέσεών της με την Ελβετία. Τα μέτρα αυτά αγνοούν τα μεγάλα οφέλη που προσφέρει η ελεύθερη κυκλοφορία των προσώπων στους πολίτες τόσο της Ελβετίας όσο και της Ευρωπαϊκής Ένωσης. Λυπάμαι για την απόφαση της ελβετικής κυβέρνησης να απομακρυνθεί από την προσέγγιση αυτή που ακολουθήθηκε το 2008 και το 2009, όταν δεν έγινε επίκληση της ρήτρας διασφάλισης παρά τη δυνατότητα που παρείχε η συμφωνία».-

    Switzerland will restrict immigration from European countries in an effort to limit the flow of migrants to the wealthy country, which is not a European Union member. The decision has prompted harsh criticism from the EU's foreign policy chief.

    The placing of restrictions on immigration permits is aimed at making immigration “more acceptable to society,” Geneva said. Under a ‘safeguard clause’ in Switzerland's treaties with the EU, it already imposes quotas on long-term residence permits for foreigners from eight eastern European countries that joined the bloc in 2004.

    Starting next month, the Swiss government plans to apply quotas for a year for the other 17 western and southern EU countries. The Alpine nation plans to issue a maximum of 2,180 long-term permits for migrants from eastern EU member-states and 53,700 for migrants from western EU member-states.

    According to the Swiss government, in recent years the number of immigrants coming to the country for work was as large as 80,000 yearly – higher than the number emigrating. Switzerland is currently experiencing its “biggest property boom in two decades,” Bloomberg reported, with immigration contributing to a house price bubble.

    EU foreign policy chief Catherine Ashton slammed Geneva’s new immigration regulations in a statement: “I regret the decision of the Swiss Government to continue the quantitative limitations adopted last year to the free movement of EU citizens who are nationals of eight Member States and to extend such restrictions to the nationals of the other Member States.”

    Ashton said that the measures adopted by Geneva are “contrary to the Agreement on the Free Movement of Persons” over how they differentiate between groups of EU member-states. She also charged that the new regulations “disregard the great benefits that the free movement of persons brings to the citizens of both Switzerland and the EU.”

    Swiss Minister of Justice Simonetta Sommaruga said the government does not view the introduction of the safeguard clause as an “unfriendly act towards the EU… It's a fact that there is unease among the population, and it's necessary to take this unease seriously.”

  2. Schweizer stimmen für Begrenzung der Zuwanderung...

    Die rechtspopulistische SVP erringt im Volksentscheid ein knappes Ja für ihre Initiative "Gegen Masseneinwanderung". Ein Krach zwischen Schweiz und EU über Freizügigkeit ist damit vorprogrammiert.

    Die Schweiz will die Zuwanderung in ihr Land drosseln. Eine hauchdünne Mehrheit von 50,3 Prozent hat am Sonntag für die Volksinitiative "Gegen Masseneinwanderung" der Schweizerischen Volkspartei (SVP ) gestimmt. Das meldete das Schweizer Fernsehen auf Basis der vorläufigen Ergebnisse aus den Kantonen.

    Die Rechtskonservativen wollen die Zahl der Ausländer künftig wieder mit Kontingenten beschränken, obwohl das einen Bruch des derzeit geltenden Freizügigkeitsabkommen mit der Europäischen Union darstellen würde.   3. Mayoría de suizos aprueban limitar la inmigración europea....

    El 50,4 por ciento de los suizos aprobó este domingo, mediante un referéndum, limitar la entrada de inmigrantes de la Unión Europea (UE) a su país, lo que podría agravar las relaciones entre Suiza y Bélgica.

    El director del instituto de investigaciones GfS, Claude Longchamp, señaló que "según nuestras últimas estimaciones, un 50,4 por ciento de los votante dijeron 'Sí' ” a imponer límites a inmigrantes de la UE.

    Sin embargo, falta aún por contar los sufragios de dos grandes cantones suizos, Zurich y Berna. El margen de error de esta estimación es de más o menos 0,7 por ciento, indicó Longchamp.

    La iniciativa conocida como 'Gegen Masseneinwanderung' (Contra la inmigración masiva) fue presentada por el Partido Nacionalista del Pueblo (SVP), que tiene más de una tercera parte de los asientos en la Cámara Baja, y tiene como objetivo restablecer cuotas anuales sobre el número de extranjeros que van a Suiza para trabajar, lo que pondría fin a la política de libre circulación dentro de la UE y Suiza que se estableció en 2008, según reseñó el sitio swissinfo.ch.

  4. Les Suisses votent "contre l'immigration de masse" ....

    Selon les résultats officiels, 50,3% des votants ont dit "oui" à une limitation de l'immigration.

    Les Suisses ont dit "oui" à la "fin de l'immigration de masse", notamment de ressortissants de l'UE, selon les résultats officiels, publiés dimanche 9 février en fin d'après-midi.

    Un vote qui pourrait aboutir à un clash avec Bruxelles.

    Selon ces résultats, 50,3% des votants ont voté "oui" à cette limitation.
    La majorité des cantons a voté "oui"

    Pour que le texte passe, il fallait une double majorité, soit la majorité des cantons suisses et la majorité des votants. Les deux conditions semblent remplies. La majorité des cantons suisses a voté "oui", selon les premiers résultats de cette consultation.

  5. Suiza limitará la entrada de los europeos a su mercado laboral...

    Los suizos han decidido en referéndum volver a limitar la entrada de ciudadanos de países de la Unión Europea (UE) a su mercado laboral, a través del establecimiento de cuotas anuales que deberán aplicarse de aquí a tres años.

    Los resultados oficiales de todos los cantones suizos indican que la iniciativa denominada "Contra la migración en masa" ha sido aceptada por un 50,3 por ciento de los votos. El referéndum ha obtenido la doble mayoría necesaria: la de los cantones y la de los electores.

    Iniciada por el partido de extrema derecha, la propuesta de la Unión Democrática de Centro (UDC), también restablece el principio de la preferencia por el trabajador nacional frente al extranjero, que se encontraba abolida para todos los trabajadores procedentes de alguno de los países de la Unión Europea.
