Ban Ki-moon zu möglichem C-Waffeneinsatz in Syrien: Schuldige müssen vor Gericht

UN-Generalsekretär Ban Ki-moon hat zur Bestrafung der Schuldigen aufgerufen, sollte sich bestätigen, dass in Syrien chemische Waffen eingesetzt wurden.

„Wenn bewiesen wird, dass C-Waffen eingesetzt wurden, müssen die Schuldigen zur Verantwortung gezogen werden“, kommentierte Ban am Montag den Beginn der Chemiewaffeninspektion in Syrien. Er gestand ein, dass die Inspektoren laut ihrem Mandat nicht die Aufgabe haben, zu klären, welche der verfeindeten Seiten chemische Waffen angewendet haben könnte.


Die syrische Regierung hatte bereits vor einigen Monaten behauptet, dass die Oppositionskämpfer, die seit mehr als zwei Jahren blutige Gefechte gegen die Regierungsarmee führen, in der nördlichen Provinz Aleppo Chemiewaffen eingesetzt und Dutzende Menschen getötet hätten. Die Opposition wies den Vorwurf zurück und beschuldigte die Regierungsarmee des Einsatzes einer Rakete mit chemischen Substanzen.

Am Sonntag traf ein UN-Expertenteam in Damaskus ein. Die Ermittler sollen Khan al-Assal und zwei weitere Orte inspizieren, um zu überprüfen, ob dort  chemische Waffen eingesetzt wurden.

    Ο γενικός γραμματέας του ΟΗΕ Μπαν Γκι Μουν ζήτησε και πάλι σήμερα να παραχωρηθεί "πλήρως ελεύθερη πρόσβαση" στους επιθεωρητές του Οργανισμού που ερευνούν τη χρήση χημικών όπλων στη Συρία.

    Προκειμένου "να καθορίσουν τα γεγονότα με αξιόπιστο τρόπο" οι ειδικοί του ΟΗΕ, η αποστολή των οποίων ξεκίνησε σήμερα, θα πρέπει να έχουν ελεύθερη πρόσβαση στις τοποθεσίες όπου έχει καταγγελθεί ότι έγινε χρήση χημικών, τόνισε ο Μπαν. Θα πρέπει επίσης να μπορούν "να κάνουν τις απαραίτητες αναλύσεις και να συλλέξουν δείγματα" αλλά επίσης να συζητήσουν με μάρτυρες, με θύματα, με το ιατρικό προσωπικό και να τους δοθεί η δυνατότητα να κάνουν νεκροψίες.

    Ο Μπαν επισήμανε ότι η κατάσταση που επικρατεί στη Συρία "θα έχει επιπτώσεις στις δραστηριότητες" των ειδικών και τόνισε ότι τόσο η κυβέρνηση της χώρας όσο και όλες οι άλλες πλευρές θα πρέπει να εγγυηθούν την ασφάλειά τους.

    Ο γενικός γραμματέας παραδέχτηκε επίσης ότι η εντολή που έχουν οι εμπειρογνώμονες δεν προβλέπει ότι θα τους δοθεί η δυνατότητα να καθορίσουν ποια πλευρά χρησιμοποίησε χημικά όπλα αλλά μόνο εάν όντως χρησιμοποιήθηκαν τέτοιου είδους όπλα.....http://www.capital.gr/NewsTheme.asp?id=1855504

  2. Syrian activists accuse Assad forces of using chemical agents...

    (Reuters) - Syrian activists accused forces loyal to President Bashar al-Assad on Wednesday of using chemical agents during the heavy bombardment of rebel-held areas around Damascus.

    The reported use of the chemical agents could not be immediately verified. It coincides with a visit to Damascus by a United Nations team of chemical weapons experts.

    Activists from the grassroots Local Coordination Committee reported at least 30 bodies had been brought to one field hospital in Kafr Batna neighborhood a few miles (km) east of central Damascus.

    The Syrian Observatory for Human Rights said dozens of people were killed, including children, in fierce bombardment. It said Mouadamiya, southwest of the capital, came under the heaviest attack since the start of the two-year conflict.

    It called on the U.N. chemical experts and international organizations to visit the affected areas to ensure aid could be delivered and to "launch an investigation to determine who was responsible for the bombardment and hold them to account".

    Syrian authorities and rebels have accused each other of using chemical agents in the course of the civil war, in which 100,000 people have been killed.

Ces bombardements d'agents chimiques ont pris pour cibles des zones tenues par les rebelles dans l'est de la capitale, indiquent plusieurs organisations d'activistes, dont l'Observatoire syrien des droits de l'homme (OSDH).     2. Reports of massive chemical attack near Damascus as UN observers arrive in Syria....

      Media reports have emerged of recent chemical weapons use in Syria, with hundreds allegedly killed in the latest attack. The news comes on the same day that the UN inspectors arrive in Damascus to investigate allegations of use of toxic arms.

      Initially, Al-Arabiya posted news of 280 victims on Twitter. Later, the news outlet upgraded the figure up to 640 victims.

      Contrary to the Al-Arabiya report, the Syrian Observatory for Human Rights said dozens of people were killed, including children.

      Syrian authorities issued a statement, saying there is “no truth whatsoever” to reports of chemical weapons use near Damascus.

      The incident reportedly took place in Ghouta, on the green agricultural belt territory surrounding the Syrian capital.

      An RT Arabic correspondent managed to contact some locals, who say there is no “poisonous attack” in the area. However, they indicate that gunfire can be heard.

      Opposition activists from the Local Coordination Committee indicated at least 30 bodies had been brought to one field hospital in the neighborhood of Kafr Batna, a few kilometers east of central Damascus.

      The activists at the Syrian Revolutionary Command Council said regime fighter planes were flying over the area after the bombardment, Al-Arabiya reported.

      Several videos showing alleged victims of the attack emerged online. The footage shows people lying on the ground, moaning and shouting, with some of them unconscious. One of the videos shows a man who shivers violently while lying on the ground, as though he has a fever.       BEIRUT - Syria denied reports on Wednesday that chemical weapons had been used in an attack on the eastern suburbs of Damascus which activists said killed more than 200 people.

      State television quoted a source as saying there was "no truth whatsoever" to the reports, which it said were aimed at distracting a visiting team of United Nations chemical weapons experts from their mission.

    4. Arab League chief asks UN to look into report of Syria gas attack...

      BEIRUT - Arab League Secretary General Nabil Elaraby called on Wednesday for United Nations inspectors to immediately investigate reports of a chemical attack near the Syrian capital that activists say has killed more than 200 people, Egypt's state news agency said.

      "The secretary general said in a statement he was surprised this deplorable crime would happen during the visit of a team of international investigators with the United Nations who are already tasked with investigating chemical weapons use," the official news agency MENA said.

      "He called on the inspectors to head immediately to the eastern Ghouta (suburb of Damascus) to determine what happened."

      Il s'agit de l'attaque la plus violente dans la région depuis plusieurs mois. Paris, Londres et la Ligue arabe en appellent à l'ONU.

      L'opposition syrienne a avancé le chiffre de plus de 650 tués dans une attaque, mercredi 21 août, aux armes chimique contre la banlieue de Damas. L'Observatoire syrien des droits de l'Homme (OSDH) considère quant à lui qu'au moins 100 personnes ont été tuées. Les Comités populaires de coordination (LCC) parlent pour leur part de plusieurs "centaines de morts", mais ce bilan ne pouvait être vérifié auprès d'autres sources. L'agence Reuters annonçait de son côté plus tôt un bilan d'au moins 213 morts.

      Le chef de l'opposition a réclamé une réunion urgente du Conseil de sécurité sur le "massacre". "Je demande au Conseil de sécurité de l'ONU de tenir une réunion urgente pour assumer ses responsabilités face à ce massacre", a déclaré Ahmad Jarba à la chaîne satellitaire Al-Arabiya. Il a en outre appelé la commission internationale qui enquête actuellement en Syrie sur l'utilisation d'armes chimiques dans le conflit à se rendre sur le lieu des bombardements.

      Londres en appelle également au Conseil de sécurité de l'ONU.Tout comme François Hollande. Le chef de l'Etat va "demander à l'ONU de se rendre sur les lieux de l'attaque", a annoncé la porte-parole du gouvernement Najat Vallaud-Belkacem.     6. Syria: No Use of Chemical Weapons in Damascus Countryside...

      A media source on Wednesday dismissed as untrue the news broadcast by some media outlets that chemical weapons have been used in the Ghouta region in Damascus Countryside, according to the state news agency SANA.

      "The reports circulated by the TV channels of al-Jazeera, al-Arabiya and Sky News among other channels which are involved in the shedding of the Syrians' blood and supporting terrorism are completely baseless," it added.

      "The aim behind broadcasting such reports and news is to attempt to divert the UN chemical weapons investigation commission away from carrying out its duties," SANA noted.

      (Reuters) - Syria's opposition accused President Bashar al-Assad's forces of gassing many hundreds of people - by one report as many as 1,300 - on Wednesday in what would, if confirmed, be the world's worst chemical weapons attack in decades.

      Western and regional countries called for U.N. chemical weapons investigators - who arrived in Damascus just three days ago - to be urgently dispatched to the scene of one of the deadliest incidents of the two-year-old civil war.

      Images, including some taken by freelance photographers and supplied to Reuters, showed scores of bodies including of small children, laid out on the floor of a clinic with no visible signs of injuries.
