  1. Vladimir Putin expresses doubts over Syria's disposal of chemical weapons...

Russia president repeated suspicions that August's chemical attack was carried out by rebels and not pro-Assad forces.

Vladimir Putin has said he could not be sure that Bashar al-Assad would fulfil the US-Russian plan to identify and destroy his chemical weapons stocks, but that "all the signs" suggest the Syrian regime is serious.

"Will we be able to accomplish it all? I cannot be 100% sure about it," he said at a discussion forum with western politicians and Russia experts in the north-west of the country. "But everything we have seen so far in recent days gives us confidence that this will happen … I hope so."

The Russian president also reiterated suspicions that the 21 August chemical attack near Damascus was carried out by rebels and not by forces loyal to Assad.

***["We talk all the time about the responsibility of Assad regime if it turns out that they did it, but nobody is asking about the responsibility of the rebels if they did it," said Putin. "We have all the reasons to believe it was a clever provocation."]***

While France, Britain and the US have all said they have few doubts that Assad's forces perpetrated the crime, Russia has long claimed rebels were involved, and Putin claimed that investigations show the weapons used were too crude and outdated to belong to the regular Syrian army.

Moscow claims the Syrian authorities have handed over a dossier that points to rebel involvement in the 21 August attack to Russia's deputy foreign minister Sergei Ryabkov, who was in Damascus on an official visit earlier this week.

Ryabkov met Syria's foreign minister, Walid Muallem, and Assad, who thanked Russia for its support and said Syria would comply with the chemical weapons plan.

Putin denied that Assad's government had been forced to acquiesce to the plan only because of the real threat of force from Washington.

"A threat of force is far from a panacea for solving international issues," Putin said. "We are talking about threats to use force outside international law. Congress is discussing whether to launch a war, but that is not where the discussions should be taking place. They should be taking place at the UN security council."

The Russian president made a sustained and emotional criticism of previous western interventions in the Middle East and said it was naive to think that countries in the region could live by western rules.

He said he had made the point simply, when he spoke with Barack Obama on the sidelines of the G20 summit in St Petersburg this month: "I looked him in the eye and said, 'Why? Why do you need this?'"

Putin said Russia's apprehension was based on seeing what had happened in Egypt and Libya, as well as Iraq.

"At the time we tried to talk to the UK prime minister about our doubts on Iraq, but they didn't listen, and look at the result," said Putin. "Every day dozens of people die. Do you understand? Every day. What's the result?"

  2. Putin Slams West Over Vague Plans for Syria Without Assad...

VALDAI, September 19 (RIA Novosti) – Russian President Vladimir Putin sharply criticized Western powers on Thursday for their inability to sufficiently plan for the future of Syria without its president, Bashar Assad, and what to do if terrorists come to power in the country.

Speaking at a meeting of the annual Valdai Discussion Club, which includes high-level Russian officials and foreign political scientists, Putin said he had discussed such Syria issues with his Western counterparts and received only a vague and uncertain response to his questions about their future plans for the war-torn country.

“When I have discussions with my [Western] colleagues, I say: All right, in essence, you want to take their [the terrorists’] side and help them to come to power, but then what?” he said, noting that the United States and its allies had acknowledged the fact that al-Qaida-linked groups are part of the forces fighting Assad’s regime in Syria.

“What are you going to do – take a newspaper and slap them away from this power? But it’s impossible, we know it’s impossible, it just can’t be done,” Putin said, citing the failure of Western attempts to instill democracy in Iraq and Libya though military intervention.

According to a recent study by London-based defense consultancy IHS Jane’s, one-tenth of the 100,000 rebels battling the Syrian government are part of factions linked to al-Qaida. Radical Islamist factions are pushing for domination over secular rebel groups, the report said.....http://en.rian.ru/russia/20130919/183596454/Putin-Slams-West-Over-Vague-Plans-for-Syria-Without-Assad.html

  3. Syrian fundamentalists got chemical weapons after overthrow of Gaddafi-Syrian deputy premier...

LONDON, September 20 (Itar-Tass) - Chemical weapons got into the hands of fundamentalists, fighting against the Syrian government, from Libya - after the overthrow in 2011 of the government of Muammar Gaddafi. This statement was made by Syrian Deputy Prime Minister for Economic Affairs Qadri Jamil in an interview published by The Guardian on Friday.

According to Jamil, the UN report on the chemical weapons attack near Damascus on August 21, which killed more than 1,000 people, presented on Monday, was “not thoroughly objective.” He said Russia had produced evidence showing the rockets that were identified by the UN inspectors as carrying sarin were indeed Soviet-made. But he said they had been exported from Russia to Syria in the 1970s.

“They were loaded with chemicals by Gaddafi and exported to fundamentalists in Syria after Gaddafi fell,” he said.

After the 2011 war in Libya, which led to the overthrow of the country’s authorities, the African country found itself in chaos, in terms of manageability and security, Western experts write. The new government cannot take under control the armed groups of “ex-revolutionaries” who refused to join the ranks of the police and the army or lay down their arms. Against the background of security crisis in the country, the stockpiles of chemical weapons were found in the country that during the Gaddafi rule had been hidden from the “declaration” process to the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague. The UN has now more clearly expressed concern about the smuggling of arms and ammunition from Libya to Syria.

  4. Force against Syria would be a blow to world order- Putin...

The use of force against Syria would be a blow to world order and not to the country alone, said the Russian President Vladimir Putin on Thursday, at a meeting with the members of the International Discussion Club "Valdai".

Putin assured that Russia "has no exclusive interest in Syria which it would seek to protect by defending the current government." "We are striving to preserve the principles of international law," - he stressed. The Russian President reminded that it was an American initiative in the statutes of the United Nations that had made the provision according to which, issues pertaining to war and peace should be accepted unanimously. He also said that if any country feels itself vulnerable, and strikes wherever it deems necessary, then international order and the very meaning of the UN Security Council and the Organization as such is reduced to zero.
