Η Ελλάδα στους «7» για το πρώτο ευρωπαϊκό μη επανδρωμένο τηλεκατευθυνόμενο αεροσκάφος.

Ελλάδα, Γαλλία, Γερμανία, Ιταλία, Ολλανδία, Πολωνία και Ισπανία υπέγραψαν συμφωνία χθες (19 Νοεμβρίου) για την κατασκευή ενός ευρωπαϊκού μη επανδρωμένου τηλεκατευθυνόμενου αεροσκάφους, αμφισβητώντας την κυριαρχία των Ηνωμένων Πολιτειών και του Ισραήλ σε μια αγορά που θεωρείται στρατηγικής σημασίας.
Οι Ευρωπαίοι υπουργοί άμυνας που συναντήθηκαν στις Βρυξέλλες ανέθεσαν στον Ευρωπαϊκό Οργανισμό Άμυνας (EDA), τον αμυντικό βραχίονα της Ευρωπαϊκής Ένωσης, να αρχίσει να μελετά τις στρατιωτικές απαιτήσεις και το κόστος ενός μελλοντικού μη επανδρωμένου τηλεκατευθυνόμενου αεροσκάφους της ΕΕ και να ξεκινήσει η κατασκευή του μετά το 2020.

«Η Ευρώπη πρέπει πάσει θυσία να στηριχθεί στην αμυντική βιομηχανία της και τον βασικό πυλώνα της, που είναι οι μικρές και μεσαίες επιχειρήσεις. Και αυτό θα πράξουμε», δήλωσε μετά τη συνάντηση ο Έλληνας Υπουργός Εθνικής Άμυνας, Δημήτρης Αβραμόπουλος.
«Απέναντι στους κοινούς κινδύνους, η Ευρώπη διαμορφώνει τις δικές της πολιτικές, το δικό της, «τείχος προστασίας». Η ασφάλεια των θαλασσίων οδών ενάντια στην Πειρατεία, η ανάπτυξη της κυβερνοάμυνας, οι Ευρωπαϊκές αμυντικές υποδομές και η αντιμετώπιση της λαθρομετανάστευσης, είναι κορυφαίες θεματικές και πεδία δράσης για την Ενωμένη Ευρώπη», συνέχισε.
Οι Ηνωμένες Πολιτείες έχουν χρησιμοποιήσει στο παρελθόν μη επανδρωμένα αεροσκάφη για να σκοτώσουν ύποπτους μαχητές σε χώρες όπως η Υεμένη, το Αφγανιστάν και το Πακιστάν, προκαλώντας έντονες διαμάχες για την κυριαρχία και τους άμαχους. Ωστόσο τα μη επανδρωμένα τηλεκατευθυνόμενα αεροσκάφη (drones) έχουν επίσης ένα ευρύ φάσμα μη στρατιωτικών χρήσεων, συμπεριλαμβανομένων των συνοριακών ελέγχων, την καταπολέμηση των πυρκαγιών και της παρακολούθησης των καταστροφών.
Ενημερωτικό δελτίο του Ευρωπαϊκού Οργανισμού Άμυνας, στον οποίο συμμετέχουν όλα τα κράτη της ΕΕ πλην της Δανίας, τόνισε ότι «πέραν του 2020» φαίνεται εύλογο χρονικό διάστημα για την παραγωγή ενός ευρωπαϊκού μέσου υψομέτρου και μεγάλης αντοχής μη επανδρωμένου τηλεκατευθυνόμενου αεροσκάφους.
 «Αυτό είναι το σημείο εκκίνησης για εμάς προκειμένου να ξεκινήσουμε τις εργασίες για ένα ευρωπαϊκό συστήμα τηλεκατευθυνόμενων αεροσκαφών (RPAS)», είπε ο Peter Round από τον Ευρωπαϊκό Οργανισμό Άμυνας.
Επτά ευρωπαϊκές χώρες – Γαλλία, Γερμανία, Ελλάδα, Ιταλία, Ολλανδία, Πολωνία και Ισπανία- υπέγραψαν συμφωνία να επενδύσουν από κοινού στην έρευνα στα διάφορα συστατικά ενός μη επανδρωμένου αεροσκάφους, συμπεριλαμβανομένης της τεχνολογία αποφυγής σύγκρουσης, της αυτόματης απογείωσης και προσγείωσης κλπ.
Μια άλλη ομάδα κρατών αποτελούμενη από την Αυστρία, το Βέλγιο, τη Βρετανία και την Τσεχία, δήλωσε έτοιμη να επενδύσει σε τεχνολογίες χωρίς ωστόσο να δεσμευθεί σε ένα κοινό πρόγραμμα παραγωγής, σύμφωνα με την γαλλική Le Monde.
ΗΠΑ και Ισραήλ ηγούνται στην αγορά μη επανδρωμένων τηλεκατευθυνόμενων αεροσκαφών και κάποιες ευρωπαϊκές κυβερνήσεις φοβούνται ότι μένουν πίσω. Οι στρατιωτικές επιχειρήσεις σε Λιβύη και Μάλι έδειξαν τις ελλείψεις της Ευρώπης στο επίπεδο της αναγνώρισης.
Παρουσιάζοντας τις προτάσεις τον Ιούλιο για την ενίσχυση των ευρωπαϊκών αμυντικών βιομηχανιών, ο Επίτροπος Εσωτερικής Αγοράς, Michel Barnier, είπε πως το μάθημα που πρέπει να διδαχθεί η Ευρώπη από το σκάνδαλο της αμερικανικής κατασκοπείας Prism είναι ότι πρέπει να γίνει «κυρίαρχη, ανεξάρτητη σε στρατηγικά ζητήματα», συμπεριλαμβανομένων των μη επανδρωμένων τηλεκατευθυνόμενων αεροσκαφών.
Η Κομισιόν στο μεταξύ, δήλωσε τον Ιούλιο ότι θα χρηματοδοτήσει πρωτότυπες τεχνολογίες, όπως τα μη επανδρωμένα τηλεκατευθυνόμενα αεροσκάφη.
Οι Ευρωπαίοι ηγέτες προσπαθούν να προωθήσουν την ευρωπαϊκή συνεργασία σε τέσσερα πεδία που σχετίζονται με την άμυνα στην πορεία προς τη σύνοδο κορυφής του Δεκεμβρίου που θα επικεντρωθεί σε ζητήματα άμυνας.
Εκτός από μη επανδρωμένα αεροσκάφη, τα άλλα πεδία είναι η ενίσχυση της ικανότητας εναέριου ανεφοδιασμού, οι κυβερνητικές δορυφορικές επικοινωνίες και η πιο στενή συνεργασία στην άμυνα του κυβερνοχώρου.
«Ο σχεδιασμός και η υλοποίηση της Κοινής Πολιτικής στον τομέα της Άμυνας και της Ασφάλειας έρχεται να δώσει ουσιαστικό περιεχόμενο στις κοινές μας επιδιώξεις. Κυρίως στην Κοινοτική Αλληλεγγύη, που τόσο δοκιμάστηκε από τη δημοσιονομική κρίση και την καμπή στη νομισματική ένωση», πρόσθεσε ο Έλληνας Υπουργός.

  • Members only: Europe opens ‘drone club’ to compete with US, Israel

France, Germany and other European countries on Tuesday announced the creation of a "drone users club" to go head-to-head against US- and Israeli-made pilotless aerial vehicles that now dominate the skies.
At a time when aerial-vehicles are radically altering the modern battlefield, Europe finds itself playing catch up in the race to develop what it calls Medium Altitude Long Endurance (MALE) pilotless aircraft.

“If Europe hopes to maintain a strategic capability, countries must pool their capacities and actions in a pragmatic way,” French Defense Minister Jean-Yves Le Drian said after the talks in Brussels.

Referring to the members as the "drone users club," presently comprised of France, Germany, Greece, Italy, the Netherlands, Poland and Spain, Le Drian said the group would cooperate on a number of technical aspects, including training, certification, logistics, maintenance and the planning for future projects, the defense minister noted.

Membership is open to any of the 28 EU member states that are operating drones or that anticipate to within five years.

Europe has become increasingly dependent on US and Israeli drone technology: France used US drones during its military intervention this year against Islamists in Mali, while Germany uses the Israeli-built Heron 1 drone for reconnaissance purposes in Afghanistan.

European leaders are also looking to develop air-refueling capabilities after EU nations were forced to rely on the US military during the NATO campaign in Libya in 2011.

In response to Europe’s lagging behind in what military experts predict is the future of combat, Le Drian said the European Defense Agency has been charged with creating a "European generation" of drones within a decade.

Many aviation experts, pointing to the US military’s increased dependence on drones in places like Afghanistan and Pakistan, say the days of piloted fighter aircraft are numbered.

Last year, German Defense Minister Thomas de Maiziere said his country would cooperate with France to develop a new generation of armed aerial vehicles.

"We have a gap in our capabilities that we would like to close," he said.

The European Defense Agency said it will now take into account the costs, technological capabilities and other factors, and draw up a report that could become the cornerstone of a European drone program.

Europe’s top three defense companies, EADS, France’s Dassault Aviation and Italy’s Finmeccanica offered in June to cooperate on the development of a prototype MALE if given the greenlight by Brussels.

However, despite the enthusiasm for this eye-in-the-sky death technology, human rights groups have been sounding the alarm on drone warfare following a rash of civilian deaths in Afghanistan and Pakistan and elsewhere.
 
Last month, Amnesty International issued a report that says US officials responsible for carrying out drone strikes may have to stand trial for war crimes.

The report is based on nine out of 45 drone strikes reported between January 2012 and August 2013 in North Waziristan, a mountainous region of northeast Pakistan where the US drone campaign is most intensive.

The research focused on one particular case – that of 68-year-old Mamana Bibi, who was killed by a US drone last October while she was working in her garden with her grandchildren.

European leaders will formally approve the projects at an EU summit next month focusing on defense cooperation.

    PESHAWAR, Pakistan: A US drone killed six people in northwest Pakistan Thursday in only the second such strike outside the country's tribal districts, threatening to inflame tensions between Washington and Islamabad.

    The missile attack targeted a religious seminary that security officials said belonged to the Haqqani network -- blamed for some of the deadliest attacks in neighbouring Afghanistan -- in the Hangu district of Khyber Pakhtunkhwa province.

    Earlier this month the network's chief financier Nasirudddin Haqqani was gunned down in mysterious circumstances in a village on the edge of Islamabad.

    Thursday's drone strike was the first in the country since Pakistani Taliban chief Hakimullah Mehsud was killed in a similar attack in the North Waziristan tribal district on November 1.

    That attack prompted a furious response from Pakistan, with the interior minister accusing Washington of sabotaging fledgling peace efforts with the Taliban and opposition parties calling for a blockade of NATO supply lines to Afghanistan.

    "The drone strike targeting the seminary killed six people," police official Farid Khan told AFP.
