Ενέργεια: Επόμενος στόχος της Μόσχας στην Ουκρανία

Η εταιρεία φυσικού αερίου της Ουκρανίας Naftogaz είπε χθες (3 Δεκεμβρίου ) ότι συμφώνησε με τη ρωσική Gazprom να αναβάλει τις πληρωμές για τις παραδόσεις φυσικού αερίου προς την άνοιξη του επόμενου έτους, σύμφωνα με το ρωσικό πρακτορείο RIA Novosti. Η Ουκρανία, μια χώρα στα πρόθυρα της χρεοκοπίας, εξαρτάται σε μεγάλο βαθμό από το ρωσικό φυσικό αέριο, τόνισαν εμπειρογνώμονες στην EurActiv .
Ο επικεφαλής της Naftogaz, Yevgeny Bakulin, είπε ότι η εταιρεία του εξασφάλισε συμφωνία για καθυστέρηση της πληρωμής του ρωσικού φυσικού αερίου που εισήγαγε από τον Οκτώβριο μέχρι τον Δεκέμβριο προκειμένου να πάρει χρόνο να επιλύσει τα απροσδιόριστα «προβλήματα και ζητήματα στις περιφέρειες».

Πρόσθεσε ότι τα 564 εκ € που χρωστά η Naftogaz για το φυσικό αέριο του Αυγούστου θα πληρωθούν σύντομα, ωστόσο οι εργασίες της κυβέρνησης έχουν καθυστερήσει λόγω των διαμαρτυριών στο Κίεβο.
Το ζήτημα των πληρωμών του Αυγούστου είχε προγραμματιστεί να επιλυθεί μέχρι τις 7 Δεκεμβρίου, είπε, καλώντας την Gazprom να λάβει υπόψη της την παρούσα κατάσταση.
Τον Οκτώβριο, η Gazprom κατήγγειλε ότι η Ουκρανία δεν είχε πληρώσει τα 649εκ € για το φυσικό αέριο του Αυγούστου, ενώ προειδοποίησε ότι μελλοντικά ίσως ζητά προκαταβολή.
Αυτό οδήγησε την Ουκρανία να ανακοινώσει πως θα σταματήσει να αγοράζει ρωσικό φυσικό αέριο μέχρι τα τέλη του έτους, αυξάνοντας τις πιθανότητες για διακοπή ροής φυσικού αερίου προς τη Δυτική Ευρώπη.
Η διαμάχη ήγειρε πάλι ανησυχίες για νέο «πόλεμο φυσικού αερίου» για τις τιμές μεταξύ των δύο γειτόνων, παρόμοιο με εκείνον που ξέσπασε το 2009 και «πάγωσε» πολλά μέρη της Κεντρικής Ευρώπης.

Πολιτική αναστάτωση
Η εμφανής υποχώρηση της Gazprom στο ζήτημα των πληρωμών λαμβάνει χώρα μπροστά στην πολιτική αναστάτωση στην Ουκρανία, όπου χιλιάδες πολίτες έχουν βγει στους δρόμους και ζητούν την παραίτηση του Ουκρανού Προέδρου.
Μόλις μίας εβδομάδα πριν την κρίσιμη σύνοδο κορυφής στο Βίλνιους όπου αναμενόταν να υπογραφεί η συμφωνία σύνδεσης ΕΕ-Ουκρανίας, η ουκρανική κυβέρνηση ανακοίνωσε (21 Νοεμβρίου) την απόφασή της να σταματήσει τις προετοιμασίες της για την υπογραφή της εν λόγω συμφωνίας και να στραφεί στην ενίσχυση των οικονομικών σχέσεων με τη Ρωσία, προκαλώντας ψυχρολουσία στις Βρυξέλλες και έντονες αντιδράσεις στο εσωτερικό της χώρας.
  • Η Ρωσία είχε προειδοποιήσει επίσης ότι θα έκλεινε τα σύνορά της με την Ουκρανία σε περίπτωση υπογραφής της Συμφωνίας Σύνδεσης με την ΕΕ.
Η Ρωσία προσέφερε στην Ουκρανία φθηνότερο φυσικό αέριο μόνο εάν ενταχθεί στην Τελωνειακή Ένωση, όπου πλην της Ρωσίας ανήκουν η Λευκορωσία και το Καζακστάν. Χαρακτηριστικά η Ρωσία πωλεί το φυσικό αέριο 120€ ανά χίλια κυβικά μέτρα στη Λευκορωσία, περίπου 40% δηλαδή της τιμής που το πουλά στην Ουκρανία.
Σύμφωνα με δημοσιεύματα, υπάρχουν φήμες πως η Ουκρανία θέλει να εγκαταλείψει την Ενεργειακή Κοινότητα που χρηματοδοτείται από την ΕΕ, και έχει ως στόχο να εισάγει πολιτικές ενέργειας της ΕΕ σε χώρες εκτός ΕΕ. Η έξοδος της Ουκρανίας από αυτόν τον οργανισμό θεωρείται η μόνη προϋπόθεση για την Gazprom να αγοράσει το ουκρανικό σύστημα μεταφοράς φυσικού αερίου.
Ερωτηθείς από την EurActiv να σχολιάσει το ζήτημα, εκπρόσωπος της Κομισιόν είπε μόνο πως η Επιτροπή γνωρίζει τα δημοσιεύματα.
Το ουκρανικό σύστημα μεταφοράς φυσικού αερίου χρειάζεται άμεσα εκσυγχρονισμό και βαριές επενδύσεις. Η ΕΕ θέλει μια τριμερή κοινοπραξία να αναλάβει το έργο εκσυγχρονισμού αποτελούμενη από τις Βρυξέλλες, το Κίεβο και τη Μόσχα. Αντίθετα, το Κρεμλίνο θέλει μια κοινοπραξία που θα αποτελείται μόνο από τη Μόσχα και το Κίεβο.
Η EurActiv ζήτησε από τον Oleksii Leshchenko, αντιπρόεδρο του ινστιτούτου Gorshenin να σχολιάσει τις τελευταίες εξελίξεις στον τομέα της ενέργειας στην Ουκρανία.
  • Σύμφωνα με τον Leschenko, η Ρωσία δεν παρατά τις προσπάθειές της να πάρει τον έλεγχο του ουκρανικού συστήματος μεταφοράς φυσικού αερίου. Υπενθύμισε ότι στις 29 Νοεμβρίου, ο γενικός διευθυντής της Gazprom, Aleksey Miller, δήλωσε πως προκειμένου να συνεχίσει τις συνομιλίες για τη δημιουργία μιας κοινοπραξίας, η Ουκρανία θα πρέπει να τροποποιήσει τη νομοθεσία της και να επιτρέψει την ιδιωτικοποίηση των αγωγών φυσικού αερίου. Η Gazprom επιμένει επίσης να αποκτήσει πρόσβαση στην εσωτερική αγορά φυσικού αερίου της Ουκρανίας καθώς και στην εσωτερική παραγωγή φυσικού αερίου.
 «Η παρούσα ουκρανική κυβέρνηση έχει πιο επείγοντα ζητήματα στην ατζέντα της και δίνει μάχη να κλείσει το δημοσιονομικό κενό για να κλείσει το έτος», τόνισε.
Αναφορικά με την Ενεργειακή Κοινότητα ο Leschenko είπε πως η ουκρανική συμμετοχή δεν απέτρεψε τους Ρώσους να πάρουν τον έλεγχο των αγωγών φυσικού αερίου της Ουκρανίας.
 «Ο Ουκρανός Πρόεδρος Viktor Yanukovich σημειώνει ότι η ουκρανική συμμετοχή στην Ενεργειακή Κοινότητα έχασε τη σημασία της καθώς πέντε ευρωπαϊκές χώρες υπέγραψαν την κατασκευή του αγωγού South Stream. Η έξοδος από την Ενεργειακή Κοινότητα θα απελευθερώσει την Ουκρανία από πολλές υποχρεώσεις και θα την καταστήσει πιο ευάλωτη στις ρωσικές επιθέσεις», τόνισε ο αναλυτής.
  • Πράγματι, η ουκρανική ηγεσία είναι εξοργισμένη με την ενεργειακή πολιτική της ΕΕ και συγκεκριμένα με το άνοιγμα των θυρών από κράτη μέλη όπως η Βουλγαρία, η Ουγγαρία, η Σλοβενία και η Ιταλία στον South Stream, που προωθείται από την Gazprom και έχει στόχο να μεταφέρει φυσικό αέριο στην ΕΕ και στα Δυτικά Βαλκάνια παρακάμπτοντας την Ουκρανία.
Ο αναλυτής ελαχιστοποίησε επίσης τη σημασία της αντίστροφης ροής φυσικού αερίου από τη Δυτική Ευρώπη στην Ουκρανία.
 «Η Ουκρανία δεν έχει εξασφαλίσει παροχή φυσικού αερίου για τη ζήτησή της χωρίς το ρωσικό φυσικό αέριο. Η χώρα ακόμη εισάγει το 60% του αερίου της από τη Ρωσία», υπογράμμισε.
Πρόσθεσε ότι η ένταση της αντίστροφης ροής φυσικού αερίου είναι 2-5 δις κυβικά μέτρα ετησίως, ενώ η εγχώρια παραγωγή είναι στο επίπεδο των 21δις κυβικών μέτρων.

    KIEV, December 3 (RIA Novosti) – Ukraine’s national energy company said Tuesday that it has agreed with its main natural gas supplier, Russia’s Gazprom, to defer payments for winter fuel deliveries to spring next year.

    Naftogaz head Yevgeny Bakulin said his company has secured an agreement to delay settling debts for gas imported from October to December to give it more time to resolve unspecified “problems and issues in the regions”.
    The apparent concession on payments from Russia’s state-owned Gazprom has been made against the backdrop of political unrest in Ukraine, where thousands of people have taken to the streets in a demand for the government and the president to step down.

    The protests came in the wake of the Ukrainian government's decision to step back from signing a landmark trade pact with the EU, a decision widely seen as having been made under pressure from Moscow.

    Russia vehemently denies using trade embargoes and gas deliveries as a form of intimidation against Ukraine and says it is only taking measures to protect its own economy.

    Bakulin said that $765 million owed by Naftogaz for gas delivered in August would be paid soon, but that the work of government had been held up by the protests in the capital, Kiev.

    He said the issue of the August debt had previously been due to be settled by December 7 and appealed to Gazprom to take the current situation into consideration.

    In October, Gazprom complained that Ukraine had not settled an $882 million bill for natural gas for August and warned that it could in future begin demanding advance payment for the fuel.

    That prompted Ukraine to announce it would stop buying Russian gas until the end of the year, which raised the specter of a possible halt of deliveries to Western Europe, only for Kiev to back down a few days later.

    The Ukrainian Prime Minister has said it will send delegations to Brussels and Moscow on Wednesday to continue negotiations after Ukraine abandoned an accord with the EU in the face of pressure from Russia, a U-turn that provoked mass protests.

    Ukrainian Prime Minister Mykola Azarov has announced that a Ukrainian delegation will travel to Brussels on Wednesday while another heads to Moscow, after Ukraine abandoned an accord with the European Union in the face of mounting pressure from Russia, a decision that has sparked massive protests across the country.

    “Tomorrow (Wednesday), our delegation will travel to Brussels to negotiate an EU integration agreement with favourable conditions for Ukraine,” the Prime Minister announced on the government’s website.

    “We are still forming the delegation,” he added, without specifying who would lead the committee.

    Brussels, on the other hand, insisted that the meetings might take time to organize.

    “We can’t confirm that a Ukrainian delegation will arrive in Brussels tomorrow (Wednesday). We will fix a date and a location through the habitual diplomatic channels and we will make an announcement as soon as an agreement is reached,” said Peter Stano, the spokesperson for the European Commissioner for Enlargement and European Neighbourhood Policy, Stefan Füle.

  3. City administration bans Moscow protest at Ukraine embassy....



    MOSCOW, December 04. /ITAR-TASS/. Moscow authorities have refused a request by Ukrainian opposition forces to picket the city's Ukrainian embassy in support of protests taking place in Kiev, Oleg Kozlovsky, one of the planned event's organizers, told Itar-Tass.

    "The district administration has denied us permission to picket near the Ukrainian embassy. We have been offered a different site - in a garden on the Devichje Pole premises. This site does not suit us because it is a deserted area," Kozlovsky said.

    "We are recalling our notification to the district administration and will hold the planned act in the form of a people's gathering," he said.

    Official notification about the plans said some 50 pickets would be demonstrating.

  4. Ukraine, EU Discuss Integration as Protests Continue...

    MOSCOW, December 4 (RIA Novosti) – The government of Ukraine said Wednesday that it has agreed on a roadmap for a future association agreement with the EU, which the former Soviet nation decided to delay last month.

    Deputy Prime Minister Sergei Arbuzov met with the EU envoy to Ukraine Jan Tombinsky to agree on a sequence of negotiations needed before the pact can be sealed, the government said in a statement.

    Hundreds of thousands of demonstrators have taken to the streets in Ukraine in protests sparked by the government's decision to suspend preparations for political and trade deals with the EU that had been due for signing in late November.

    The decision to schedule negotiations aimed at revisiting the issue suggests increased integration with the EU still remains high on President Viktor Yanukovych’s agenda, but that major developments are unlikely any time soon.

    Ukrainian officials have said the move to back away from the long-planned EU deals in favor of closer economic ties with Russia was necessitated by the country’s parlous economic state.

    Prime Minister Nikolai Azarov said Tuesday that a Ukrainian delegation would travel to Brussels Wednesday to hold further talks on European integration. He said another delegation would go to Moscow for talks with Russia.

  5. Gaz russe: l'Ukraine doit plus de 2 mds USD (Gazprom)...

    Le groupe public ukrainien Naftogaz doit plus de 2 milliards de dollars pour le gaz russe livré en août, octobre et novembre, a annoncé mercredi à Moscou le PDG du groupe public gazier russe Gazprom, Alexeï Miller.

    "La dette actuelle du groupe ukrainien Naftogaz pour le gaz livré en août, octobre et novembre derniers s'élève à 2 milliards et 20 millions de dollars. Nous recherchons des solutions à ce problème, les négociations sont en cours, mais nous ne sommes parvenus pour le moment à aucune entente", a indiqué M.Miller devant les journalistes.

    Le PDG de Naftogaz Evgueni Bakouline a déclaré mardi soir que son holding et Gazprom s'étaient mis d'accord pour repousser au printemps 2014 le remboursement de la dette ukrainienne pour le gaz livré d'octobre à décembre 2013.

    La Chine aidera l'Ukraine à produire du gaz synthétique à partir de charbon conformément à un accord signé mercredi à Pékin par le ministre ukrainien de l'Energie Edouard Stavitski et le Groupe chinois d'ingénierie chimique (CNCEC), rapporte le ministère ukrainien de l'Energie.

    "Nous procédons à la réalisation d'un projet conjoint d'envergure (…). Le Groupe chinois d'ingénierie chimique (CNCEC) et sa filiale Wuhuan Engineering figurent parmi les leaders des marchés chinois et mondial dans le domaine de la carbochimie", a déclaré M.Stavitski lors de la cérémonie de signature de l'accord tenue dans le cadre d'une visite d'Etat du président ukrainien Viktor Ianoukovitch en Chine.

    La réalisation du projet carbochimique permettra à l'Ukraine d'économiser jusqu'à 4 milliards de m³ de gaz synthétique par an et créera plus de 2.000 emplois, selon M.Stavitski.

    Le nouveau projet fait partie d'un programme ukrainien de remplacement de gaz naturel par le charbon. La Banque chinoise du développement accordera un crédit de 3,656 milliards de dollars au groupe gazier public ukrainien Naftogaz pour la réalisation du programme en vertu d'un accord signé en décembre 2012.

    La Chine développe activement son industrie de production de gaz synthétique issu de charbon. Les autorités chinoises ont récemment approuvé la construction de neuf grandes entreprises capables de produire plus de 37 milliards de m³ de gaz synthétique. Des sociétés privées chinoises envisagent de construire 30 autres usines qui produiront environ 200 millions de m³ de gaz par an.

    D'ailleurs, les experts de l'Université Duke des Etats-Unis affirment que la production de gaz synthétique à partir de charbon risque d'avoir des conséquences écologiques graves. Les usines de production de gaz de synthèse émettent des quantités importantes de dioxyde de carbone, ainsi que du sulfure d'hydrogène et du mercure, et consomment beaucoup d'eau (de 50 à 100 fois plus que les usines de gaz de schiste).

  7. Lawrow zu OSZE-Tagung in Kiew eingetroffen...

    Russlands Außenamtschef Sergej Lawrow ist am Mittwoch zu einer Tagung der OSZE-Außenminister in Kiew eingetroffen. Das wurde in der ukrainischen Hauptstadt offiziell mitgeteilt.

    Das Hauptprogramm der Tagung ist für den Donnerstag geplant. Die russische Seite will unter anderem die Einhaltung der Menschenrechte in den USA und der Europäischen Union sowie mit der Nichteinmischung in das Privatleben von Bürgern zusammenhängende Fragen anschneiden.
