  1. EU leaders face moment of reflection over Ukraine debacle...

(Reuters) - European leaders face a session of soul-searching and strategy planning over Ukraine at their year-end summit on Friday when they will discuss why Kiev rejected an EU free trade deal and took a bailout from Russia instead.

As well as weighing Ukraine's decision to turn away and what Europe might have done to prevent it, leaders will debate the message they want to send to swathes of Ukrainians now protesting against President Viktor Yanukovich's move.

They will also have to agree what line to take with Russia, which applied intense political and economic pressure on the former Soviet republic to spurn the EU deal. Russian President Vladimir Putin and the EU are due to hold talks in Brussels in late January.

Asked how the leaders' discussion was likely to go on Friday, one senior official involved in the talks said: "The goal will be to prevent a whole lot of Russia-bashing."

Yanukovich's rejection of the EU deal at a meeting with European leaders in Vilnius last month has already prompted some self-examination, including questions over whether the EU should have offered more money or potential membership to Ukraine as an inducement.............http://www.reuters.com/article/2013/12/19/us-eu-ukraine-idUSBRE9BI0S420131219?feedType=RSS&feedName=worldNews

  2. Russia's Top Diplomat Says EU Trying to Dictate Ukraine's Future....

WARSAW, December 19 (RIA Novosti) – Russian Foreign Minister Sergei Lavrov on Thursday accused the European Union of trying to dictate to Ukraine.

“We’ve been saying all the time: Let Ukraine make its own choice whether it will sign or not sign [landmark deals with the EU]. We will accept and will respect any choice,” Lavrov said after talks with his Polish counterpart, Radoslaw Sikorski.

“Brussels kept saying other things all this time. Ukraine was being called on to make a free choice in favor of signing an agreement with the EU. But that is not a choice but a diktat,” the Russian minister said.

Kiev stunned Europe last month by announcing that it was giving up pursuit of an association agreement offering closer trade and political ties with the EU, and opting instead for improved links with the Russian-led Customs Union.

Ukraine’s rejection of the EU deal has thrown the country into a political crisis, with hundreds of thousands of Ukrainians attending protest rallies to demand the resignation of President Viktor Yanukovych and the government, and for early elections.

The EU and Russia have accused each other of using strong-arm tactics to secure economic ties with Ukraine.

Lavrov also said Thursday that it was “at least not very polite” for foreign politicians to “take part in demonstrations against the legitimate authorities” in Ukraine. His remarks followed the appearance of Polish ruling and opposition party politicians at protests in Kiev.

“I will remind [you] that Radoslaw Sikorski had stressed publicly that we deal with legally elected and legitimate authorities in Ukraine,” the Russian minister said.

MOSCOW, December 23. /ITAR-TASS/. Ukraine will receive three billion dollars from Russia on Tuesday, December 24. The funds are allocated from the National Welfare Fund, Russian Finance Minister Anton Siluanov told reporters.

"The deal was concluded last Friday," he said. "The final transfer of the funds will be made on Tuesday."

The Russian and Ukrainian presidents on December 17 reached an agreement that Russia would buy 15 billion dollars' worth of Ukrainian eurobond, taking money from the National Welfare Fund. Ukraine will receive the first tranche by selling three billion dollars' worth of two-year eurobond. The interest rate is five percent. The bond will be in circulation until January 1, 2016.

The organizer of the deal for Ukrainian eurobond to be bought by Russia is VTB Capital.
