Afghanistan: le bilan s'alourdit à 21 morts dans l'attaque d'un restaurant à Kaboul/21 Dead In Attack On Kabul Restaurant (video R)

Au moins 21 personnes, dont 13 étrangers, ont été tuées vendredi soir à Kaboul dans l'attaque par un commando taliban d'un restaurant fréquenté par la communauté expatriée, selon un bilan revu à la hausse communiqué samedi matin par la police afghane.
"Le dernier bilan indique que 21 personnes ont été tuées, 13 étrangers et huit Afghans", a déclaré à l'AFP le chef de la police de Kaboul, Mohammad Zahir, précisant que l'attaque avait fait également cinq blessés.
Le précédent bilan fourni par les autorités afghanes, dans la nuit de vendredi à samedi, faisait état de 14 morts.

Quatre membres de la mission des Nations unies en Afghanistan (Unama) ont été tués dans l'attaque, ainsi qu'un représentant du Fonds Monétaire International (FMI) basé à Kaboul. Deux Canadiens et deux Britanniques font également partie des tués.
L'attaque a visé "La Taverne du Liban", un restaurant du centre de Kaboul prisé par les diplomates, consultants, travailleurs humanitaires et autres représentants de la communauté expatriée qui vit dans la capitale afghane.

Vendredi soir, peu après 19H00 (14H30 GMT), un kamikaze s'est fait exploser devant le restaurant. Profitant de la confusion provoquée par la puissante détonation, qui a résonné dans tout le centre-ville de Kaboul, deux autres assaillants armés ont réussi à s'introduire dans l'établissement et ont ouvert le feu sur les clients, avant d'être eux-mêmes abattus par les forces spéciales afghanes.
Samedi matin, une forte présence policière était toujours visible autour de l'établissement, dont l'entrée a été déchiquetée par l'explosion, a constaté un journaliste de l'AFP.
La rue longeant le restaurant, une allée calme et bordée de villas cossues, était couverte de débris et de bouts de verre, et plusieurs voitures stationnées dans la zone étaient endommagées.
Les talibans lancent régulièrement des attaques à Kaboul, en particulier contre les symboles du pouvoir, mais beaucoup plus rarement contre des endroits publics fréquentés par des civils occidentaux.
Leur porte-parole, Zabihullah Mujahid, a affirmé que l'attaque contre "La Taverne du Liban" était destinée à "venger" la mort de civils afghans lors d'affrontements survenus mercredi dans la province de Parwan, au nord de Kaboul, entre les talibans et les forces afghanes et de l'Otan.
Attaque des talibans
La présidence afghane a accusé les forces américaines d'avoir tué huit civils, dont sept enfants, à cette occasion.
L'attaque de vendredi soir a été unanimement condamnée par la communauté internationale.
"Ces attaques ciblées contre les civils sont totalement inacceptables et sont une violation flagrante du droit humanitaire international", a déclaré le secrétaire général des Nations unies Ban Ki-moon, cité par un porte-parole.
Chassés du pouvoir en 2001 par une coalition internationale dirigée par les Américains, les rebelles mènent une insurrection meurtrière en Afghanistan, et les tentatives de négociations de paix n'ont pour le moment débouché sur aucun résultat concret.
Ces violences persistantes suscitent l'inquiétude, la force de l'Otan en Afghanistan devant retirer ses troupes d'ici à la fin de l'année. Ce retrait doit s'effectuer de surcroît dans un contexte politique sensible, une élection présidentielle étant prévue le 5 avril.

An International Monetary Fund official as well as four United Nations personnel are among the dead.
Authorities say a suicide bomber blew himself up outside the restaurant Friday and that two gunmen entered the establishment and opened fire. The gunmen also were killed.

The Taliban claimed responsibility for the incident.
The commander of NATO's International Security Assistance Force in Afghanistan, Gen. Joseph Dunford, condemned the Taliban attack and urged the group to stop what he called "the premeditated and indiscriminate slaughter of civilians."
General Zahir Zahir, the Kabul police chief, spoke to VOA by phone about the attackers.
"One of them blew himself up in front of the restaurant and two of them entered the structure and engaged with the guards. Eventually police arrived to the scene and cleaned up the place. The police have the complete situation under control."
The International Monetary Fund said its representative in Afghanistan, 60-year-old Lebanese national Wabel Abdallah, was killed.
IMF Managing Director Christine Lagarde issued a statement saying, "This is tragic news, and we at the fund are all devastated."
A statement attributed to the spokesperson for U.N. Secretary-General Ban Ki-moon said Mr. Ban condemns in the strongest terms the horrific attack that left the four U.N. staffers dead. The statement said such targeted attacks against civilians are completely unacceptable, are in flagrant breach of international humanitarian law and must stop immediately.
  • The U.N. Security Council stressed the need to bring the "perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice."

Wie die Polizei weiter mitteilte, starben am Freitag auch die drei Angreifer, von denen einer schon am Eingang zu dem Gebäude eine Bombe zündete. Zwei Taliban-Kämpfer wurden von Wachleuten nach einem längeren Schusswechsel getötet.

    Die Taliban bekannten sich innerhalb einer Stunde zu dem Anschlag, der sich gegen "ausländische Invasoren" gerichtet habe. Taliban-Sprecher Sabihullah Mudschahid sagte, Ziel des Anschlag seien auch "ranghohe deutsche Beamte" gewesen. Ein Sprecher des Auswärtigen Amts in Berlin sagte dazu, ein Krisenstab bemühe sich unter Hochdruck um Aufklärung. "Meldungen über betroffene Deutsche können derzeit nicht bestätigt werden", hieß es weiter.

    Ein afghanischer Polizeioffizier sagte der Nachrichtenagentur dpa am Abend zu den Opfern: "Unter den Getöteten sind auch Ausländer." Angaben zur Nationalität wurden zunächst aber nicht gemacht. Kurze Zeit später wurde bekannt, dass unter den Opfern auch ein Mitarbeiter des Internationalen Währungsfonds (IWF) ist. Auch ein britischer Staatsbürger befindet sich laut der Regierung in London unter den Opfern.

    "Das sind tragische Neuigkeiten und wir beim Fonds sind alle tief bestürzt", teilte IWF-Chefin Christine Lagarde am Freitag in Washington mit. Der 60 Jahre alte Mann libanesischer Herkunft hatte seit 1993 für den IWF gearbeitet. Seit Juni 2008 war er IWF-Vertreter in Afghanistan.

    Die UN erklärten, unter den Toten des Selbstmordanschlags seien vier Mitarbeiter der Vereinten Nationen. UN-Generalsekretär Ban Ki-moon verurteilte den "schrecklichen Anschlag" auf ein Restaurant in der Hauptstadt Kabul vom Freitag als "völlig inakzeptabel" und als "eklatanten Bruch der internationalen Menschenrechte".     A Russian citizen died in the terrorist attack in Kabul on January 17, the Russian Foreign Ministry's spokesman Alexander Lukashevich said.

    The victims of the Friday bomb attack at a Kabul restaurant are foreigners, among them several employees of the UN Assistance Mission in Afghanistan (UNAMA).

    "Russian citizen and UNAMA employee V. Sh. Nazarov is among those killed. The Taliban has claimed responsibility for the terrorist attack," Lukashevich said in a statement circulated in Moscow on Saturday.

      Вечером 17 января в Кабуле был совершен террористический акт, жертвами которого стали свыше 20 человек, включая иностранцев, в числе которых несколько сотрудников Миссии ООН по содействию Афганистану (МООНСА). Среди погибших – сотрудник МООНСА, российский гражданин В.Ш.Назаров. Ответственность за теракт взяло на себя Движение талибов.

      Россия решительно осуждает этот террористический акт и тех, кто стоят за его организацией и исполнением. Случившееся, к сожалению, подтверждает растущие масштабы террористических угроз в Афганистане, требует дальнейшего сплочения усилий международного сообщества в борьбе с этим злом как на территории Афганистана, так и за его пределами.

    Ein Selbstmordattentäter greift einen Truppenkonvoi in der Nähe der US-Botschaft in Kabul an. Mehrere ausländische Soldaten sterben. Die radikalislamische Taliban übernehmen die Verantwortung für den Anschlag.

    Bei einem Selbstmordattentat in der afghanischen Hauptstadt Kabul sind drei Soldaten der Nato-geführten Isaf-Truppe getötet worden. Mindestens 13 afghanische Zivilisten seien verletzt worden, teilte die Isaf in einer Erklärung mit.

    Der Anschlag ereignete sich am Dienstagmorgen nahe der US-Botschaft. Der Attentäter lenkte ein mit Sprengstoff beladenes Fahrzeug in einen Konvoi von Fahrzeugen. Eine heftige Explosion erschütterte die Stadt und eine große Rauchwolke stieg auf. Die Detonation zeriss mehrere Autos. Am Straßenrand behandelten ausländische Soldaten Verletzte.

    Die afghanischen Behörden bestätigten, dass ausländische Truppen Ziel des Anschlags waren. "Es war ein Selbstmordanschlag auf einen Konvoi ausländischer Kräfte an der Straße zum Flughafen", sagte ein Vertreter der Polizei AFP.   5. Foreign soldiers killed in Kabul attack ...

    A Taliban suicide bombing has killed at least three foreign soldiers and wounded five others near the US embassy in Kabul, according to police sources in Afghanistan's capital.

    The car bomber attacked a military convoy just a couple of hundred yards from the embassy compound at about 8am (0330 GMT) on Tuesday, causing a huge blast that rattled the neighbourhood, the police said.

    Faird Afzalai, chief of criminal investigations for Kabul's police, confirmed reports that the bomber targeted a foreign convoy.

    The blast happened near the country's Supreme Court on a busy road that runs from the heavily fortified US embassy to Kabul airport.

    The soldiers were from the US-led international coalition force ISAF, Al Jazeera has learned.

    In the aftermath of the explosion, which occurred during heavy rush-hour traffic, Afghan and foreign troops secured the area as fire and rescue vehicles moved in.

    At the side of the road, foreign troops gave first-aid to some blood-stained fellow soldiers from the convoy.

    About a half dozen cars stood damaged, and investigators inspected an empty black 4WD vehicle, its windows smashed and exterior pockmarked with shrapnel.

    One vehicle from the convoy was thrown off the road and destroyed by the blast.

    The Taliban claimed responsibility for the attack in an emailed statement to journalists and via a recognised Twitter account.

    Political deadlock

    The attack comes as the country's two presidential contenders continue negotiations to form some sort of national unity government.

    The candidates on Monday held talks on ending the deadlock over who won the election to replace President Hamid Karzai, who has ruled since the fall of the Taliban.
