    Today the Juncker Commission is officially starting its term of office that will run until 31 October 2019.

    On this occasion, European Commission President Jean-Claude Juncker said: "Thanks to the democratic support of European citizens, the European Parliament and Heads of State and government, today the new Commission takes office.     "Europe's challenges cannot wait" – this is the motto of the day: It is the first time that a European Commission takes office on time since the first European Parliament hearings were introduced in 1994 under the Jacques Delors Commission.

    The beginning of the mandate of the Juncker Commission marks the end of a long process leading up to the new European Commission. Following the first pan-European election campaign, Jean-Claude Juncker was proposed on 27 June by the European Council to the European Parliament as candidate for Commission President. The European Council thereby took the result of the elections to the European Parliament into account, as required under Article 17(7) of the Treaty on European Union.

    On 15 July, Mr Juncker was then elected by the European Parliament by a strong majority of 422 votes (he needed a majority of 376 votes), on the basis of the Political Guidelines he presented to the Parliament.

    Following this election and an interview process of candidates for Commissioners, the President-elect selected the other members of the Commission.   2. Gaza rocket hits southern Israel amid escalation ...

    A rocket fired from Gaza hit southern Israel on Friday, the Israeli army said, although there were no reports of casualties or damage.

    “A rocket fired from the Gaza Strip hit the Eshkol area in southern Israel,” said the spokesman for the army, adding that it was the first rocket to strike Israeli territory since Sept. 16.

    The spokesman did not say how the Israelis would respond despite the rocket being fired during a ceasefire put in place since Operation Protective Edge, launched in the summer by Israel against Hamas in the Gaza Strip.

    Hamas and Israel agreed to a ceasefire on August 26, brokered by Egypt, ending 50 days of war which resulted in the deaths of 2,140 Palestinians and 73 Israelis, most of them from the army.

    Both sides are expected to resume talks soon in Cairo as part of an effort to keep the ceasefire in place.

  4. Kiev Threatens to Cut off Gas Supply to Donbas ...

    Ukraine may consider cutting off gas supplies to eastern Ukrainian regions, the head of Ukrainian energy company Naftogaz Andriy Kobolev said in his interview with Ukraine's First National TV Channel.

    “Possibly, the decision will involve cutting this zone off, possibly – some restrictions,” Kobolev said.

  7. If referendum were now, majority of Scots would go for independence ...

    A majority of Scots would back independence if another referendum were held today, according to a poll, just six weeks after Scotland voted against leaving the United Kingdom.

    The YouGov poll for the Times newspaper put support for independence at 52 percent against 48 percent who wanted to stay in the union. By including those who would not vote or do not know, the split was 49 percent in favor of a split and 45 percent against.

    In September's referendum, 55 percent of Scots voted against independence.

    The opinion poll that was published today also brought more bad news for the leader of Britain's opposition Labour party, Ed Miliband, who hopes to oust Conservative leader David Cameron as prime minister in next May's national election.

    Among Scots overall, only 22 percent surveyed by YouGov thought Labour represented Scotland's views and interests well while 65 percent thought it represented them badly.

  8. 70 parachutistes ukrainiens sont encerclés dans l'Est de l'Ukraine ...

    Plus de 70 parachutistes ukrainiens ont été encerclés dans la région de Lougansk en Ukraine orientale. Actuellement, les négociations sur leur capitulation ou leur sortie de l’encerclement sans armes sont en cours, a déclaré le siège de la milice de la RPL.

    Le siège a également indiqué que la veille, des militaires ukrainiens avaient pilonné les positions de la milice par des mortiers, trois civils ont été blessés.

    Plus tôt samedi, la milice de la RPD a fait état d’une attaque de chars repoussée, réalisée par les agents de sécurité ukrainiens contre Gorlovka.

    The Pentagon has scaled back its plan to assemble an overseas spy service that could have rivaled the CIA in size, backing away from a project that faced opposition from lawmakers who questioned its purpose and cost, current and former U.S. officials said.

    Under the revised blueprint, the Defense Intelligence Agency will train and deploy up to 500 undercover officers, roughly half the size of the espionage network envisioned two years ago when the formation of the Defense Clandestine Service was announced.

  13. International observers critical of OSCE activity in Ukraine’s southeast...

    DONETSK, November 1. /TASS/. The Organisation for Security and Cooperation in Europe (OSCE) does not exercise its basic function in the conflict in Ukraine’s southeast joining actually one of the sides, Ewald Stadtler of the Austrian reform conservative party told reporters.

    Stadtler has arrived in Donetsk as an international observer for monitoring the election in the self-proclaimed Donetsk People’s Republic.

    “I am confused and a bit angry that the OSCE will not monitor the election,” he said. “Control of this election is a crucial moment in the activity of this organisation. But instead, the OSCE has joined one side of the conflict and is carrying the U.S.-led anti-Russian policy.”

    Alessandro Musolino, an Italian politician and an observer at the Donetsk election, said that the Western media are biased in their coverage of political processes in Ukraine’s east.

  14. At least 45 people have been killed and more than 70 injured in a suspected suicide bombing at a Pakistan-India border town near the city of Lahore....

    A senior security official in Punjab province said that the dead included three members of the border force.

    The explosion happened on the Pakistan side near the famous Wagah crossing between the two countries.

    Crowds gather every day at the crossing to watch soldiers conduct a flag-lowering ceremony as the border closes.

    Iran’s elite revolutionary border guards on Saturday closed Pak-Iran border at Taftan for five days over security concerns in the wake of upcoming Ashura event in the holy month
    of Muharram.

    A security official, who declined to be named, told Dawn.com that Iranian border guards closed the border after talks with their Pakistani counterparts. “The border would remain closed for five days,” he said to Dawn.

  16. 89 Israeli settlers storm Al-Aqsa Mosque complex ...

    As many as 89 Israeli settlers forced their way into Al-Aqsa Mosque complex in occupied East Jerusalem on Sunday amid heavy police protection, a Palestinian official said.

    "Knesset Deputy Speaker Moshe Feiglin was among those who stormed the complex," Sheikh Omar al-Qiswani, the Palestinian director of the Al-Aqsa complex, told Anadolu Agency.

    "The Israeli military had sealed the gates of the complex in a move that has become all too familiar," el- Qiswani added.

    However, the Israeli police in a statement said that it has decided to open the site for visitors.

    On a another note, the Israeli police said that its troops had detained 17 Palestinians in Jerusalem for throwing rocks at Israeli buses and police cars, Israeli Channel 7 reported.

    Two patrol vessels of China have entered the zone of the Senkaku Islands in the East China Sea, which Japan considers it territorial waters, the local coast guard said.

    The Chinese boats were seen at 9:30 a.m. local time (0030 GMT) near the Outsuri Island. Japanese border guards have asked the boats to leave the area, but took no active actions against them.

  18. India border troopers put on high alert following Pakistan blast at border check point....

    Indian Border Security Force (BSF) troopers were put on high alert Sunday evening along the India- Pakistan international border after a massive blast left over 45 people dead and over 70 others injured at Wagah border check point in Pakistan, said local media.

    The Indo-Asian News Service quoted BSF officials at Attari border next to Wagah in Punjab as saying the blast, triggered by an alleged suicide bomber, was heard at a distance of nearly two km.

    The blast, according to information obtained by the BSF, occurred close to the place where the retreat ceremony was held between troopers of both countries to mark the closure of the border gates each evening, which has also become a tourist attraction, said the report

    The number of visitors for the ceremony on the Pakistan side was also higher than normal days, said the report.

    "We have put our troopers on high alert along the entire border following the Wagah incident. We are trying to get details," a BSF official was quoted as saying.

    At least 45 people have been reportedly killed in the blast which took place at 17:50 p.m. local time in a restaurant near Wagah border area in the outskirts of Lahore. At the time of incident, many people were in the restaurant for food, the reports said.

    Initial reports said the explosion took place due to gas cylinder blast, but police did not confirm it.

  19. President Cristina Fernandez de Kirchner has checked into Buenos Aires' Otamendi hospital for treatment of "an infectious fever," according to a statement issued by the government....

    "President Cristina Fernández de Kirchner has been suffering from an infectious fever since this afternoon. She decided to check herself in for observation and treatment," said the statement, which was signed by her medical team, doctors Marcelo Ballesteros and Ricardo Solla.
    The health problem follows a bout of farynigitis two weeks ago, which forced the head of state to rest for 48 hours.

    On October 21, four days after that previous diagnosis the president ended her medically-ordered stint away from official activities to announce the new Criminal Procedural Code.

      Argentina's President Cristina Fernandez, who checked into a Buenos Aires hospital on Sunday, is in stable condition and is being treated for a bacterial infection of the colon, according to a government statement Monday evening.

      "She is in a stable condition and will remain hospitalized on an intravenous antibiotic treatment," said the statement, which was signed by her medical team.

      The 61-year-old, two-term president had an operation last year to remove blood that had pooled on her brain. She had since resumed a full schedule but took several days off last month with a sore throat.

    The United States has advised Russia not to use the results of elections in the self-proclaimed Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR) as a pretext for bringing troops into Ukraine, Mark Stroh, a spokesman for the White House National Security Council, told TASS on Monday.

    He claimed he had information, suggesting that Russian military are returning to the border with the separatist-controlled areas in the east of Ukraine.

  21. China has successfully developed a laser defense system that can shoot down small-scale low flying drones within a two kilometer radius in five seconds, Xinhua news reported....

    The laser system with its precision, speed and low noise can shoot down drones at an altitude of 500 meters and a speed of 50 meters per second (180 kilometers per hour or 112 miles per hour), the news agency reported on Sunday evening citing a statement published by the China Academy of Engineering Physics.

    The academy’s statement added that the laser system would be installed in vehicles, aimed at providing heightened security at major events. These include international conferences, sporting events and political meetings.     Although Turkey’s view of the battle over the Syrian border town of Kobane is extremely clear, it is not possible to say the same for U.S. officials in Washington, President Recep Tayyip Erdoğan has said, saying there is a “cacophony” of different views on the town in the U.S. capital.

    “We have clearly expressed our views on Kobane to the U.S. We also said we wouldn’t find it appropriate for an ally country to give arms to a group which we believe is related to terror,” Erdoğan told a small group of journalists on board his presidential jet.

  24. Turkey migrant boat sinks in Bosphorus, killing 24 ...

    At least 24 people have been killed and scores are missing after a boat said to be carrying migrants sank off the north coast of Istanbul, officials say.

    The accident took place where the Bosphorus meets the Black Sea.

    A large air, sea and underwater rescue operation is now under way with many bodies being pulled from the water.

    The nationality of the migrants is not clear. Media reports say that it is unusual for a vessel carrying migrants to be in this area.

    One theory is that the refugees were trying to get to Romania - a member of the European Union.

  26. Russia on Nov. 3 called on Ukraine to halt its military offensive against pro-Moscow rebels in the east, saying the insurgent leaders had enough "authority" to hold talks with Kiev....

    Deputy foreign minister Grigory Karasin made the appeal after Moscow recognised separatist elections in two eastern Ukraine regions dismissed as illegal by Kiev and the West.

    The rebel leaders elected "have enough authority to establish broad sustainable dialogue with Kiev authorities," Karasin told Russian state news agency TASS.

    "This work can bring results only on condition of equal dialogue based on mutual respect, with Kiev renouncing military operations and the notorious 'anti-terror operation'," Karasin was quoted as saying.

    Russia has endorsed the rebels' Sunday elections held in the Ukrainian regions of Lugansk and Donetsk. But critics say the polls were aimed at legitimising the pro-Russian rebellion.

    Russia risks a new round of Western sanctions over the contentious vote, but Karasin appeared to dismiss that threat.

      Numerous anti-aircraft rounds were fired at an SMM UAV on 2 November 2014.

      DETAIL

      At a location 2.5km NE of Shyrokyne village (17 km E of Mariupol and east of the line of contact), an SMM Unarmed Aerial Vehicle (UAV) – at a height of 5,000 feet – spotted an armoured personnel carrier (APC) and two Ural trucks at what appeared to be a checkpoint at 13.05hrs on 2 November.

      At 13.11hrs, a person in camouflage uniform – standing close to a civilian truck parked approximately 150m from the APC and Urals – was seen to point a man-portable air defence system (Man-Pad) at the SMM UAV. He did not fire. He instead loaded the Man-Pad onto the civilian truck. A canvas covering on the back of the truck was removed, revealing a truck-mounted, anti-aircraft gun (probably a ZU-23), which immediately fired numerous rounds at the SMM UAV, none of which hit it.

      The SMM UAV left the area, landing safely at 13.54hrs.

      Detailed post-flight analysis of the video footage was completed at 19.30hrs.

    The attack took place in Kashmir's central Budgam district, said an Indian army spokesman in Srinagar, summer capital of Indian-controlled Kashmir.

    A joint vehicle checking squad of the Indian army and police flagged a private car to stop and the people traveling in the car opened fire on the security forces, the Press Trust of India quoted the military spokesman as saying.

  32. The Turkish Foreign Ministry has summoned German Ambassador to Turkey Eberhard Pohl over a cartoon in German school textbooks that it said “insults President Recep Tayyip Erdoğan and the Turkish community in Germany.” ...

    A written statement issued by the ministry on Nov. 3, before Pohl was summoned on the same day, described the appearance of a “libelous cartoon” about Erdoğan and the Turkish community in Germany in local supplementary textbooks in the Baden Württemberg State as “unacceptable.”

    The cartoon was first published in German newspaper Frankfurter Allgemeine Sonntagszeitung in November 2011 and shows a doghouse controversially named “Erdoğan.”

    The Foreign Ministry stated that the cartoon “suggested integration problems of Turks living in Germany.”

    “Such attempts made under the cover of freedom, which fuels social hatred, xenophobia, Islamophobia, and the violation of personal rights, have no place in democracies,” said the ministry, also describing the cartoon as an “unfortunate reflection of increasing racism and xenophobia.”

    The spread of such cartoons attempted to create feeling of isolation among Turks and Muslims in Germany and did not serve their integration and adaptation process, the ministry suggested, adding that this was the “real reason for the failure in integration policies.”

  33. Kicillof opens door to vulture funds dialogue after RUFO clause expires ...

    Economy Minister Axel Kicillof seems to have confirmed that the government is planning to wait until the expiration of the RUFO (Rights-Upon-Future-Offers) clause on December 31st in order to resume negoatiations with holdout bondholders.

    “In the end of the year, when the instruments that vulture funds have used for extortion disappear, there will be better possibilities for dialogue,” Kicillof stated in an interview with Mexican newspaper La Jornada.

    Argentina claims that the RUFO clause hampers the government from negotiating with vulture funds since it prevents it from giving more benefits to bondholders who did not take part in the previous debt swap processes.

    “The biggest default of our history was caused by neoliberalism. And we solved it very well,” Kicillof said. The minister highlighted that “many governments, including Mexico’s, have backed Argentina’s stance (in the dispute against vulture funds) (…) when faced with a problem they would not want to suffer themselves,” he added.

    The move, if confirmed, would be a blow to efforts first initiated by US President Barack Obama to reduce the threat of nuclear terrorism.

    Moscow has already been absent from last week's initial planning session in Washington.

    Amnesty International, a human rights organization, has called for an immediate and unbiased investigation of the deaths of two children who were killed as their school in Donetsk, eastern Ukraine came under shelling.

    “The deaths of two children killed by shelling while they played football on a school playing field in eastern Ukraine must be immediately, fully and impartially investigated,” Amnesty International said on Wednesday. “Today’s shocking attack in Donetsk must by fully investigated. If it is found to constitute a war crime, those responsible must be brought to justice.”

    Earlier on Wednesday, the press service of the interior ministry of the self-proclaimed Donetsk People’s Republic (DPR) said that two schoolchildren had been killed in Donetsk in shelling of the school.

    “An artillery shell hit the building of school number 53. Te children were playing footbaal in front of the school at the moment. They died of wounds,” the press service said.

  86. Van Rompuy on the crisis: “We managed to avert a real catastrophe”...

    From battling the euro crisis to promoting peace in Ukraine, it has been an eventful presidency for Herman Van Rompuy, the first ever president of the European Council. On 1 December he will pass the baton to Donald Tusk. As Van Rompuy visited the Parliament for his last debate this week, we asked him about his greatest triumphs and the main challenges facing Europe.

    How do you look back on your presidency and what were the greatest triumphs?

    My presidency was dominated by the crisis in the euro zone, but with a lot of effort we succeeded to stabilise it. Imagine if we hadn’t: we wouldn’t have stagnation, but a depression like in the 1930s. We managed to avert a real catastrophe. This was a collective effort by the institutions and the member states.

    Last Thursday and Friday we also reached a climate agreement, reducing gas house emissions by 40% compared to 1990 by 2030. We achieved all the previous goals and we are now very ambitious.   87. Observers from the Special Monitoring Mission /SMM/ to Ukraine of the Organization for Security and Cooperation in Europe /OSCE/ on Friday reported a growing number of violations of the ceasefire regime in eastern Ukraine.

    “The SMM visited the headquarters of the Joint Centre for Control and Co-ordination (JCCC) in Debaltseve (55km north-east of Donetsk) and received a joint log sheet from Ukrainian and Russian military representatives of incidents reported during the previous 24hrs.
