Jusqu'à présent, M. Netanyahu réclamait l'annexion de trois grands blocs d'implantations, où vivent la grande majorité des 360.000 colons installés en Cisjordanie. Lors de ses dernières rencontres avec M. Kerry, qui tente depuis juillet dernier de relancer les négociations avec les Palestiniens, M. Netanyahu a affirmé qu'il entendait garder le contrôle d'un quatrième bloc de colonies autour de l'implantation de Beit El et qui regrouperait deux autres colonies voisine de Psagot et d'Ofra, a précisé la radio. Selon la radio, cette annexion permettrait d'isoler partiellement Ramallah, la capitale politique de l'Autorité palestinienne, du reste de la Cisjordanie.
En présentant cette nouvelle exigence, M. Netanyahu espère atténuer l'opposition des colons à un éventuel retrait partiel israélien de la Cisjordanie. La radio a également précisé que si Israël gardait le contrôle de Bet El et des trois autres blocs, l'Etat hébreu annexerait 13% de la Cisjordanie. La radio a rappelé que les Palestiniens avaient refusé deux précédentes propositions d'échange de territoires plus "généreuses" dans le passé. Deux anciens Premiers ministre, Ehud Barak et Ehud Olmert avaient respectivement proposé d'annexer 8 et 6,5% de la Cisjordanie et de compenser partiellement les Palestiniens en leur accordant des territoires situés actuellement en Israël, a ajouté la radio.
Interrogé par l'AFP, le bureau du Premier ministre a refusé de démentir ou de confirmer ces informations. Le ministre du Logement Uri Ariel, un fervent partisan de la colonisation, a adopté la même attitude à la radio. Durant sa dernière navette au Proche-Orient, qui s'est achevée le 6 janvier, M. Kerry a présenté aux deux parties un projet d'"accord-cadre" traçant les grandes lignes d'un règlement définitif sur ces questions, c'est-à-dire les frontières, la sécurité, le statut de Jérusalem et le sort des réfugiés palestiniens pour tenter de débloquer les négociations. M. Netanyahu a pour sa part dénoncé jeudi les condamnations par l'Union européenne de la colonisation. Il a fustigé "l'hypocrisie" de l'Union européenne, dont certains membres ont convoqué les ambassadeurs israéliens après l'annonce récente de la construction de 1.800 nouveaux logements dans les colonies de Cisjordanie et de Jérusalem-Est. ReplyDelete(Reuters) - Palestinian President Mahmoud Abbas proposed on Tuesday that Israel carry out a gradual three-year withdrawal from the occupied West Bank as part of any future peace deal, an offer that fell short of Israeli demands.
He gave the timeframe in an interview shown at an international security conference in Tel Aviv, where Israeli Defense Minister Moshe Yaalon challenged the effectiveness of the Palestinian leader's current security commitments.
"I am saying that clearly: whoever proposes 10 or 15 years for a transition period does not want to withdraw," Abbas said. "We say that a transitional period not exceed three years, during which Israel can withdraw gradually."
Abbas has spoken in general terms in past meetings with journalists of a phased pullout from the West Bank after a final land-for-peace accord, similar to Israel's three-year withdrawal from Sinai after it signed a peace treaty with Egypt in 1979.
Israel's demand for a continuing military presence in the Jordan Valley, the likely eastern border of a Palestinian state in the West Bank and Gaza Strip, has been a major issue of contention in U.S.-brokered peace talks that began in July and have since stalled with the two sides still far apart.
Israeli officials have called such a deployment vital to their country's security, voicing concern the West Bank could become a staging ground for Palestinian militant attacks if Israeli troops pulled out completely. Prime Minister Benjamin Netanyahu said Tuesday night that Israel would soon know whether peace was possible, stressing that Israel would not be obliged to agree to all the terms of the framework document that was being drawn up by U.S. Secretary of State John Kerry.
In a speech that was largely focused Israel's economic opportunities and its potential to become a global economic power, Netanyahu told the seventh conference of the Institute for National Security Studies in Tel Aviv that Israel confronted three main challenges – Iran, the peace process and the global economy.
"Israel will not be obligated to agree with everything the Americans put forth in the framework agreement," Netanyahu said during his speech, and described what he sees as the main challenges facing Israel in peace negotiations.
Netanyahu said that Palestinian recognition of Israel as the Jewish state and robust security measures were the key to reaching a peace agreement with the Palestinians.

La justice d'Israël demande à l'armée de justifier le tracé du "Mur"...
ReplyDeleteLa justice israélienne a demandé au ministère de la Défense de justifier le tracé de la barrière de séparation en Cisjordanie qui menace deux sites emblématiques palestiniens, le village de Battir et la vallée de Crémisan, selon des documents judiciaires obtenus mardi par l'AFP.
Par ailleurs, Human Rights Watch (HRW) a dénoncé mardi dans un communiqué le projet de l'armée israélienne d'installer un site touristique archéologique sur les ruines de Nabi Samuel, un village palestinien de Cisjordanie proche de Jérusalem, en grande partie détruit en 1971.
La Haute Cour de Justice a demandé au ministère israélien de la Défense de justifier d'ici le 27 février sa décision de faire passer la barrière de séparation sur les terres du village de Battir, au sud-ouest de Jérusalem, selon ces documents.

Speaking with respect to recent right-wing Israeli criticism of US Secretary of State John Kerry and his peace efforts, Psaki said, “Any rhetoric that is inaccurate and critical as this is is unhelpful.” She added, “These kind of attacks are unacceptable. They not only distort his record but they distract from the key issues at hand.”
Kerry has been trying to get Israelis and Palestinians to agree on a non-binding framework agreement before the current nine-month time frame for talks runs out. Palestinian officials said earlier Wednesday that the decision to build in east Jerusalem undermined the fragile US-brokered negotiations.
The Jerusalem municipality said its planning committee approved building permits in the neighborhoods of Har Homa, Neve Yaakov and Pisgat Zeev, built on land Israel captured in the 1967 war and later annexed. ReplyDeleteLes Palestiniens ont exclu jeudi toute prolongation des négociations directes avec Israël au-delà de la date butoir de la fin avril au moment où le processus de paix initié par le secrétaire d'Etat américain John Kerry semble en grande difficulté.
"Il ne sert à rien de prolonger les négociations, ne serait-ce que d'une seule heure, si Israël, représenté par son gouvernement actuel, continue à mépriser le droit international", a déclaré jeudi à l'AFP le négociateur en chef Saëb Erakat.
"S'il y avait un partenaire sincère, nous n'aurions même pas eu besoin de neuf heures pour parvenir à un accord", a estimé M. Erakat, en réponse à des propos de John Kerry, selon lesquels les discussions entre les deux parties se poursuivraient probablement au-delà des neuf mois impartis.
