Συρία: Oι ΗΠΑ εξοπλίζουν μυστικά «μετριοπαθείς» αντάρτες. -Σύμφωνα με το δημοσίευμα του πρακτορείου Reuters

Το αμερικανικό Κογκρέσο ενέκρινε μυστικά την αποστολή ελαφρύ οπλισμού σε μετριοπαθείς αντάρτες της Συρίας στο νότιο τμήμα της χώρας, μεταδίδει το ειδησεογραφικό πρακτορείο Reuters.

Σύμφωνα με το δημοσίευμα, το Κογκρέσο ενέκρινε την αποστολή όπλων στη Συρία μέχρι το τέλος του δημοσιονομικού έτους στις 30 Σεπτεμβρίου. Πρόκειται για ελαφρύ οπλισμό και λίγα πιο ισχυρά όπλα όπως αντιαρματικές ρουκέτες. Δεν περιλαμβάνουν εκτοξευτές ρουκετών εδάφους - αέρος που μπορεί να χρησιμοποιούν στην κατάρριψη πολιτικών αεροσκαφών.

Μιλώντας στο Reuters, ο Μπρους Ρίντελ, πρώην αναλυτής της CIA και σύμβουλος εξωτερικής πολιτικής του αμερικανού προέδρου Μπαράκ Ομπάμα περιέγραψε τον πόλεμο στη Συρία ως «αδιέξοδο».

«Οι αντάρτες δεν διαθέτουν την οργάνωση και τον εξοπλισμό για να νικήσουν τον Άσαντ. Το καθεστώς δεν διαθέτει πιστό ανθρώπινο δυναμικό για να καταστείλει την εξέγερση. Οι σύμμαχοι στο εξωτερικό και των δύο πλευρών είναι έτοιμοι να παρέχουν αρκετά χρήματα και όπλα ώστε να συνεχίσει το αδιέξοδο και στο προσεχές μέλλον», είπε.

Αμερικανός αξιωματούχος είπε ότι αξιωματούχοι στην εθνικής ασφάλεια και μέλη του Κογκρέσου πιστεύουν ότι τα όπλα που αποστέλλονται στη νότια Συρία πηγαίνουν και παραμένουν στα χέρια των μετριοπαθών ανταρτών και δεν καταλήγουν σε τζιχαντιστές. Δεν είναι ξεκάθαρο πότε το Κογκρέσο ενέκρινε το κονδύλι για τον εξοπλισμό των σύρων ανταρτών. Ωστόσο, αξιωματούχοι που υποστηρίζουν την αποστολή αμερικανικών όπλων στους αντάρτες αναγνωρίζουν ότι αυτή δεν πρόκειται να αυξήσει πολύ τις πιθανότητες νίκης έναντι του καθεστώτος Άσαντ.

  • US Congress secretly approves sending small arms to ‘moderate’ Syrian rebels 

Congressional lawmakers have quietly authorized sending small arms, an assorted variety of rockets, and financial backing to so-called “moderate” rebels fighting in Syria’s civil war, according to a new report.
American and European security officials told Reuters that the US will provide anti-tank rockets, but nothing as deadly as shoulder-launched surface-to-air missiles (known as MANPADs), which can be used to bring down military or civilian aircraft.

Legislators voted in closed-door meetings to fund the opposition forces through September 30, the end of the US government’s fiscal year. The decision is an about-face from congressional debates last year, in which the same committees were reluctant to supply arms over concerns that American weapons would wind up in the hands of radical Islamists fighting in the region, the Al-Qaeda-backed Al-Nusra being the most well known. 

Now, though, those concerns appear to have lessened. Exactly when Congress approved the funding is not known, yet the sources speculated that it was signed in a classified section of a defense appropriations bill that was approved in December. 

The Syrian war is a stalemate,” said Bruce Riedel, a former CIA analyst and current foreign policy advisor to US President Obama with the Brookings Institution. “The rebels lack the organization and weapons to defeat Assad; the regime lacks to loyal manpower to suppress the rebellion.   2. Damasco ha calificado la reactivación del suministro de armas por parte de EE.UU. a la oposición siria de un intento de impedir que Ginebra 2 tenga éxito, según señaló el vicecanciller sirio Faisal Mekdad.....

    "Esto puede ser considerado solo un intento directo de oponerse a cualquier solución política en Siria mediante el diálogo de las partes", afirmó Mekdad. "Quienes participan en Ginebra 2 de nuestro lado condenan tal medida", agregó el vicecanciller en declaraciones a Itar-Tass.

    "Una decisión de esta índole estos días, cuando tiene lugar la conferencia, es algo inaudito", agregó el diplomático. "La conferencia Ginebra 2 fue convocada en parte por iniciativa de EE.UU. con el fin de detener la violencia y los actos de terrorismo en Siria. Por lo tanto, estamos sorprendidos por este paso, que es claramente contrario al espíritu de la Convención de Ginebra".

    Las declaraciones de Mekdad surgen luego de que se conociera que el Congreso de EE.UU. ha autorizado secretamente el envío de armas, una surtida variedad de cohetes y apoyo financiero a los llamados rebeldes "moderados" que combaten en la guerra civil de Siria, según un nuevo informe.

    Mekdad dijo además que no ha visto el supuesto plan de resolución anunciado por la oposición siria, en el que al parecer ofrecen entre otras cosas retirar el asedio a tres pueblos cerca de la ciudad de Alepo.

    El vicecanciller reiteró que las conversaciones se reanudarán este miércoles 29 de enero.

    Este martes también se dio a conocer que el Gobierno sirio pidió a la ONU garantías, para que el convoy con ayuda humanitaria destinado a socorrer a los habitantes de la asolada ciudad de Homs, llegue sin contratiempos y que no caiga en manos de los rebeldes.

      MONTREUX, January 28 (RIA Novosti) – The Syrian government’s negotiators at international talks currently under way in Montreux said Tuesday that Washington’s plans to deliver military equipment to the Syrian opposition were in breach of international agreements.

      “Such a provocative decision is a blatant violation of the UN Security Council Resolution 1373. We are surprised by the timing of this decision, because it would have a negative effect on the Geneva-2 talks,” the Syrian delegation said in a statement.

      International media reported earlier this week, citing a US government source, that Washington would resume supplies of non-lethal military equipment, such as communications equipment, to Syrian opposition forces.

      Syrian diplomats described the planned move as a “direct attempt to disrupt the pursuit of a political solution in Syria” that “clearly contradicts the obligations that the US had undertaken under the Geneva communique.”

      Syrian Deputy Foreign Minister Faisal Mekdad accused the US of “trying to ruin the Geneva-2 peace conference,” but said the Syrian government would strongly resist such attempts.

  3. Livraisons d'armes en Syrie: risque d'alimenter le terrorisme (Moscou)...

    La reprise des livraisons d'armes et de munitions en Syrie crée le risque de les voir tomber de nouveau entre les mains des terroristes, a déclaré mardi à Bruxelles le chef de la diplomatie russe Sergueï Lavrov.

    "Nous parlons avec nos partenaires américains de la nécessité de prévenir toute démarche susceptible d'intensifier davantage l'activité terroriste en Syrie. L'Etat islamique en Irak et au Levant ne se fixe pas pour objectif unique de s'emparer du pouvoir en Syrie, son but est de créer un khalifat dans toute la région (Proche-Orient, ndlr). La reprise des livraisons d'armes létales et non létales dans cette région augmente le risque existant de la dissémination de ces armes entre de mauvaises mains", a indiqué le ministre russe aux journalistes.

    Se référant à des sources au sein du gouvernement américain, les médias ont annoncé que Washington avait relancé la livraison de munitions non létales aux rebelles syriens. D'après la source, il s'agit principalement de matériel de communication. La source souligne que ces envois sont destinés exclusivement aux groupes non armés, mais n'écarte pas une éventuelle reprise de livraisons d'équipement aux autres groupes.
