Moscow slams Kiev’s military op order as ‘criminal’, calls for UNSC meeting

Russia has called on the UNSC and OSCE to urgently consider the crisis in Ukraine, saying that the announcement made by the Kiev authorities on Sunday to mobilize military forces to put down protests in the south-east of the country is a ‘criminal order.’
Events in south-eastern Ukraine have taken a very dangerous turn, the Russian Foreign Ministry said in a statement on Sunday.
“The Kiev authorities, who self-proclaimed themselves as a result of a coup, have embarked on the violent military suppression of the protests,” the ministry said adding that the rallies, which have gripped the Donbas region were prompted by Kiev’s disregard of the legitimate interests the people.

Moscow slammed Sunday’s order, issued by the coup-imposed acting President Aleksandr Turchinov approving a full-scale security operation in the country’s eastern regions, as “criminal”.
“Blood has already been spilled as the result of such actions in the South East.”
The ministry’s statement elaborated that Russia strongly condemns attempts to use brutal force against protesters and activists by involving militants from the far-right Right Sector group or other illegal armed forces.
The West should bring its allies in Ukraine's government under control, Moscow said stressing “it depends on the West now to stop the civil war in Ukraine”.
“We demand the Maidan henchmen, who overthrew the legitimate president, to immediately stop the war against their own people, to fulfill all the obligations under the Agreement of 21 February,” the Foreign Ministry said.
“The western sponsors of the Maidan government, especially those who witnessed the Agreement [of 21 February] and are backed by the US, have to curb their out of control wards, they have to make them break away from the neo-Nazis and other extremists…”
The Kiev authorities have to start a national dialogue with an equal participation of all regions to make urgent and radical constitutional reforms, the ministry said.
Russia will put an urgent discussion of the situation in eastern Ukraine on the agenda of the United Nations Security Council and the Organization for Security and Cooperation in Europe (OSCE).
  • Massive protests have gripped the south-eastern territory of Ukraine with activists seizing government buildings in Donetsk, Lugansk, Slavyansk, Mariupol, Kramatorsk and the towns of Druzhkovka, Krasny Liman, Khartsyzk and Ilovaisk. Residents of other cities have been rallying for the federalization of Ukraine.
On Sunday the Kiev government launched a crackdown operation in Slavyansk. Following the event, Ukraine’s Security Council has approved a full-scale security operation in the country’s eastern regions. The coup-imposed President Aleksandr Turchinov set a deadline until Monday morning for the pro-independence supporters in eastern Ukraine to leave the government buildings they have occupied or the military will use force.

    The UN Security Council has called an emergency meeting at Russia's request to discuss the growing crisis in Ukraine.

    Russia's UN mission sent a text message to reporters saying a closed meeting of the Security Council would begin at 8 pm on Sunday (0000 GMT). The Russian mission said it had requested the meeting.

    The President of the Security Council confirmed in an email that members have been invited to attend "informal consultations" on Ukraine on Sunday evening.

    The meeting comes as the new Ukrainian government declared it would deploy armed forces to quash anti-Maidan protests in eastern Ukraine.

    On April 12, armed pro-Russian militants seized government buildings in a coordinated and professional operation conducted in six cities in eastern Ukraine. Many of the militants were outfitted in bullet-proof vests and camouflage uniforms with insignia removed and carrying Russian-origin weapons. These armed units, some wearing black and orange St. George’s ribbons associated with Russian Victory Day celebrations, have raised Russian and separatist flags over the buildings they seized, and called for referendums and union with Russia.

    Even more so than the seizure of main government buildings in Ukrainian regional capitals Donetsk, Luhansk, and Kharkiv last weekend, these operations bear many similarities to those that were carried out in Crimea in late February and culminated in Russia’s illegal military intervention and purported annexation of Crimea. In the earlier Crimean case, highly organized, well-equipped, and professional forces wearing Russian military uniforms, balaclavas, and military gear without identifying insignia moved in first to take control of Crimean government and security facilities before being later replaced by regular Russian military forces.

    In an indication that the April 12 operations were planned in advance, the takeovers have occurred simultaneously in multiple locations in eastern Ukraine: Donetsk, Slavyansk, Krasnyi Liman, Kramatorsk, Chervonoarmiysk, and Druzhkovka. There are reports that additional attempts to seize buildings in other eastern Ukrainian towns failed. Inconsistent with political, grassroots protests, these seizures bear the same defining features and tactics across diverse locations, including takeover of government administration buildings and security headquarters, seizure of weapons in the targeted buildings, forced removal of local officials, rapid establishment of roadblocks and barricades, attacks against communications towers, and deployment of well-organized forces.   3. Kyiv's deadline passes; another building seized...

    DONETSK, Ukraine -- Pro-Russian separatists on Monday seized a police building in yet another city in Russian-leaning eastern Ukraine, defying government warnings that it was preparing to act against the insurgents.

    Dozens of angry men hurled rocks, smashed the windows and broke into a police station in the city of Horlivka not far from the border with Russia, while hundreds of onlookers cheered them on. Thick white smoke rose from the entrance to the building, from which the insurgents hoisted the Russian flag.

  4. Ukraine : l'ultimatum de Kiev a expiré, les pro-russes dans l'Est ne désarment pas...

    Les pro-russes de l'est de l'Ukraine tiennent toujours tête au gouvernement de Kiev, après l'expiration lundi matin de l'ultimatum fixé par Kiev. Une réunion d'urgence à l'ONU dimanche s'est achevée sans décision concrète.

    Depuis 9h00 locales (8 h à Paris), l’ultimatum fixé par les autorités ukrainiennes aux séparatistes pro-russes pour qu’ils posent les armes dans l’est de l’Ukraine a expiré. Les rebelles ne se sont toujours pas pliés à l’injonction de Kiev. Depuis samedi, des séparatistes armés contrôlent deux bâtiments officiels à Slaviansk, ville d’environ 120 000 habitants, située à 150 km de la frontière russe.

    Lundi, après l’expiration de l’ultimatum, le drapeau russe flottait toujours sur le QG de la police de la ville, et des hommes cagoulés continuaient d’occuper les barricades de sacs de sable devant le bâtiment.   5. Ukraine - Tourtchinov évoque un éventuel référendum, Lavrov fustige "l'hypocrisie" de l'Occident...

    Le président ukrainien par intérim Alexandre Tourtchinov a évoqué lundi la possibilité d'organiser un référendum sur le statut du pays en même temps que la présidentielle prévue le 25 mai, dans des déclarations devant le parlement. "Nous ne somme pas contre" un tel scrutin, a déclaré M. Tourtchinov lors d'une réunion des chefs de groupes politiques, estimant que "la majorité des Ukrainiens se prononcerait pour une Ukraine indivisible, indépendante, démocratique et unie".
    Alors que la tension reste vive dans l'est du pays, où des séparatistes pro-russes exigent un référendum sur le rattachement à la Russie ou une "fédéralisation" du pays, les autorités russes ont fustigé quant à eux l'attitude occidentale concernant la crise ukrainienne. L'"hypocrisie dépasse les bornes", a déclaré le ministre russe des Affaires étrangères, Sergueï Lavrov. "On peut se souvenir que la violence sur le Maïdan (la place de Kiev épicentre de la contestation pro-européenne, ndlr), qui s'est soldée par des dizaines et des dizaines de morts, était qualifiée de démocratie, alors qu'on parle de terrorisme à propos des manifestations pacifiques qui ont lieu maintenant dans le sud-est", a déclaré M. Lavrov lors d'une conférence de presse, omettant de préciser que les insurgés pro-russes qui y sévissent sont armés, organisés et occupent de force des bâtiments de l'administration publique. Moscou s'offusque par ailleurs d'une récente visite du chef de la CIA américaine à Kiev. "Nous voulons notamment comprendre ce que signifient les informations sur une visite urgente à Kiev du directeur de la CIA", a déclaré le chef de la diplomatie russe. "On ne nous a pour l'instant pas fourni d'explications convaincantes", a-t-il ajouté. (Belga)
