US Violates UN Convention against Torture. -- Declassification of the US Senate Report on George W. Bush-era CIA torture techniques

Washington violates UN Convention against Torture by delaying declassification of the US Senate Report on George W. Bush-era CIA torture techniques, Konstantin Dolgov, Russian Foreign Ministry Commissioner for Human Rights, said Wednesday.

"The Obama administration violates the Convention against Torture by delaying declassification of the Report and by refusing to bring the perpetrators to justice," Dolgov wrote in his Twitter micro-blog.

Dolgov also noted that the leaks in the media indicate that internal investigation by US authorities might have revealed previously undisclosed methods of torture.


US senators continue to insist that the Report on CIA torture techniques under George W. Bush administration should be released as soon as possible.

Russian government has already expressed deep concern over human rights violations in the US.

  • A Russian delegation visited the US military jail at Guantanamo Bay in Cuba in January to meet a Russian prisoner and to convince Washington that the facility must be closed down as soon as possible.

Since it was established in 2002, the Guantanamo Bay detention camp has been the target of criticism by human rights activists and many international government officials, who have condemned its controversial interrogation methods and the dubious legality of holding prisoners indefinitely without charging them with crimes.

  • Force-feeding is one of the most notorious techniques used in Guantanamo. It involves the use of force and physical restraints to immobilize hunger strikers without their consent and compel them to take food, especially by means of a tube inserted into the throat.

  • The UN Human Rights Commission repeatedly condemned force-feeding at Guantanamo as both a form of torture and a breach of international law.

    WASHINGTON (AP) — The Senate Intelligence Committee voted Thursday to release parts of a hotly contested, secret report that harshly criticizes CIA terror interrogations after 9/11, and the White House said it would instruct intelligence officials to cooperate fully.

    The panel voted 11-3 to order the declassification of almost 500 pages of a 6,300-page review that concluded waterboarding and other "enhanced interrogation methods" were excessively cruel and ineffective in producing valuable intelligence. Even some Republicans who agree with the spy agency that the findings are inaccurate voted in favor of declassification, saying it was important for the country to move on.

    The intelligence committee and the CIA are embroiled in a bitter dispute related to the three-year study. Senators accuse the agency of spying on their investigation and deleting files. The CIA says Senate staffers illegally accessed information. The Justice Department is reviewing competing criminal referrals.

    "The purpose of this review was to uncover the facts behind the secret program and the results, I think, were shocking," said Sen. Dianne Feinstein, D-Calif., the committee chairwoman. "The report exposes brutality that stands in sharp contrast to our values as a nation. It chronicles a stain on our history that must never be allowed to happen again.   2. US Judge Dismisses Guantanamo Inmate’s Plea to End Force Feeding ...

    A federal judge in Washington D.C. has ruled against a Guantanamo inmate's request to change the manner in which detainees are being force-fed at the notorious US detention camp in the Guantanamo Bay, Cuba, the court said in a memorandum opinion.

    The document, released Friday by Judge Gladys Kessler, said that the "failure to show any irreparable harm is... grounds for refusing to issue a preliminary injunction."

    It said further that Syrian inmate Abu Wael Dhiab, who filed the petition, had "failed to identify any constitutional right or rights offended by the challenged practices. Thus, in effect, he is challenging the day to day procedures that the medical staff at Guantanamo Bay use to carry out their mission, rather than making a constitutional challenge."
