Ukrainian parliament adopts Memorandum of Peace and Accord. - Deputies from Ukraine’s Communist Party refrained from voting

 Ukraine’s parliament adopted the text of the Memorandum of Peace and Accord by 252 votes on Tuesday. The document sets forth measures aimed at settling the Ukraine crisis.
The vote took place after the deputies had clarified the status of Russian language in the final draft, which confirms” the constitutional status of Ukrainian as a state language” but fixes the government’s pledge “to ensure the rights of national languages in areas densely populated by ethnic minorities.”

The Memorandum also gives backing to the forthcoming presidential elections in Ukraine slated for May 25 which the Ukrainian deputies considered to be a symbol of security and the chief instrument for de-escalating the conflict.

The Ukrainian parliament called for settling the Ukraine crisis by holding roundtable meetings and preserving the country’s territorial integrity.
  • Deputies from Ukraine’s Communist Party refrained from voting because, as their leader Pyotr Simonenko said, provisions giving constitutional status to the Russian language and granting guarantees from prosecution to protesters in eastern Ukraine, had been excluded from the final draft.
  • Deputies of the nationalist Svoboda party also refrained from voting but for a totally different reason: they are convinced the Memorandum is going to be ineffective.

Attempts to ban the Communist Party of Ukraine reflect a dangerous trend in the new Ukrainian government's policy to suppress critical voices, members of European Parliament from the left-wing Confederal Group of the European United Left/Nordic Green Left (GUE/NGL) said in a statement Wednesday....

    “Not only do the actions taken against the Communist Party of Ukraine highlight the failure of Ukraine to meet its obligations as a party to many key international human rights instruments, they reflect a dangerous trend in the new Ukrainian government's policy to suppress critical voices,” GUE/NGL, a confederal group in the European Parliament composed of MEPs from national parties, said in the statement.

    “The Group expresses its solidarity with the Communist Party of Ukraine and condemns the blackmail, attacks, intimidation and destruction of property that the party has been subjected to in recent months,” the statement reads.

    The GUE/NGL Group said it would send relevant messages to the President of the European Parliament and the European Council demanding their intervention into the issue.

    “All parties and organizations which criticize the government must be free to act without restrictions and intimidations,” GUE/NGL added.

    The decision to dissolve the Communist Party of Ukraine is unconstitutional, the party’s leader Petro Symonenko told RIA Novosti in an interview.

    “I imagine that to talk about this decision being constitutional makes no sense here, because this decision tramples down the will of people, and that is 13 percent of Ukrainian citizens, who voted in support of the Communist Party of Ukraine at the elections. That is 3 million citizens of Ukraine,” Symonenko said.

    Ukrainian parliament speaker Oleksandr Turchynov announced Wednesday that the Communist Party, which holds 23 seats in the Verkhovna Rada, would be dissolved on Thursday.
