La réunification de la Crimée et de la Russie irréversible (Poutine)

La décision sur la réunification de la Crimée et de la Russie étant adoptée, Moscou n'a pas l'intention de l'annuler, a annoncé jeudi le président russe Vladimir Poutine lors d'une réunion avec les fractions politiques à la Douma.

"Cela reviendrait à renoncer à soi-même. C'est impossible. La décision est prise", a déclaré le chef de l'Etat russe.

M. Poutine a rejeté les accusations selon lesquelles la Russie aurait annexé la Crimée.

"Aucune annexion de la Crimée n'a eu lieu. Il s'agit de la volonté du peuple. Toutes les accusations sont dépourvues de fondement", a affirmé le président russe.


"Ces accusations sont absurdes et ridicules", a conclu le chef de l'Etat.

Peuplée principalement de russophones, la Crimée a été rattachée en 1954 à l'Ukraine qui faisait alors partie de l'Union soviétique. Lors d'un referendum sur le statut de la Crimée tenu le 16 mars dernier, 96,77% des habitants de la péninsule ont voté en faveur de son rattachement à la Russie. Le lendemain, Moscou a officiellement reconnu l'indépendance de la république ukrainienne de Crimée et sa décision d'adhérer à la Fédération de Russie.

Vladimir Putin had a meeting in Yalta with members of State Duma political party groups.
The President thanked the State Duma deputies for their unyielding attention to the development of new regions of the Russian Federation, for the consolidation, unity and solidarity that all the State Duma political party groups and all political forces in the country have shown in these fateful days for Sevastopol, Crimea and all of Russia.

Speaking of the new regions’ development, Vladimir Putin stressed that it is essential for government authorities to take into account local needs. The work of regional and municipal authorities must be organised efficiently, and powers and responsibility need to be precisely allocated. The President noted that many issues in Crimea remained unresolved for decades. Now the most urgent measures are taken to rectify the situation. This concerns, among other things, reliable power supply, the integration of Crimea’s and southern Russia’s systems, and organising communication and transportation access.

The main goal is to ensure the dynamic development of Crimea and Sevastopol, to make them economically self-sufficient and successful, to create new jobs and develop industry, social services and tourism. This is the purpose of the Federal Targeted Programme for the long-term development of Crimea, which is supported by funding in the amount of 700 billion rubles (about $20 billion) by 2020.

Speaking of the situation in Ukraine, Vladimir Putin said the country has submerged into bloody chaos, a fratricidal conflict; a large-scale humanitarian catastrophe has taken shape in the southeast. Russia is carefully following the developments in the neighbouring state. “We will do all we can to end the conflict as soon as possible, to stop the bloodshed in Ukraine,” Vladimir Putin stressed.

Commenting on the Executive Order on special economic measures to ensure Russia’s security, the President stressed that this was not mere retaliation, but primarily support for local producers, a step aimed at opening up the Russian market to the countries and consumers that are willing and ready to cooperate with Russia. Russia’s decision to introduce sanctions is aimed at the countries that had earlier imposed absolutely unfounded and illegal sanctions against Russia.

Vladimir Putin stressed that regardless of the international political and economic situation, the most important thing for Russia now is domestic affairs, and the goals and tasks set by its citizens. The President said the authorities should focus on national issues. It is important to ensure the high quality of state administration and high living standards. The job is to develop this country in a calm, honest and efficient manner, without shutting out the rest of the world, without breaking ties with partners, but also without allowing a dismissive attitude or mentoring. Russian society needs to consolidate and mobilise itself, but not for war or conflict, not for resistance, but for hard work for Russia and in the name of Russia. The President finds it important to strengthen the unity of Russian society, and a lot here, in his view, depends on the parliamentarians.

The President said the Defence Ministry drafted additions to the armaments programme and a separate programme for the development of a combat group in Crimea. The programme will not be costly and Crimea will not be manned with excessive personnel or armaments. The President noted that Moscow’s goal in developing its Armed Forces is not militarisation, but making the army more compact and up-to-date.
Taking part in the meeting were Prime Minister Dmitry Medvedev, State Duma Speaker Sergei Naryshkin, heads of State Duma political party groups and heads of federal ministries.
