Donetsk and Luhansk to obtain special status they fight for (Petro Poroshenko)

President of Ukraine Petro Poroshenko said that the bill on the special status for separate districts of Donetsk and Luhansk regions would be introduced to the Ukrainian parliament next week.

"Next week, the bill will be submitted to the Verkhovna Rada of Ukraine," said the president, speaking at a cabinet meeting on Wednesday.

Poroshenko stressed that the Minsk agreement from September 5, achieved with the participation of Ukrainian authorities and their opponents from the south-east of the country, did not stipulate any federalization or alienation of Ukrainian territories, Interfax reports.

"There are no questions of federalization or any alienation in the protocol," said the head of state.

  • The Commissioner of the Russian Foreign Ministry for Human Rights, Democracy and the Rule of Law, Konstantin Dolgov, said that the report from human rights organization Amnesty International confirmed large-scale crimes committed by punitive battalion Aydar in the Luhansk region.
"This report confirms massive crimes, including war crimes, committed routinely, with the acquiescence of law-enforcement agencies and members of the leadership of Aydar  battallion, - the diplomat said. - "Amnesty International indicates only some of them - kidnappings, illegal arrests, beatings, extortion, including asking for  ransom for the release of the captured Ukrainians, let alone banal looting of civilians. The report rightly states that, contrary to the patriotic image of Aydar, promoted by Kiev and Western propaganda machine, the battalion has earned ill reputation among residents of Ukrainian regions for crimes, atrocities and open banditry."

"The Russian side has repeatedly called authoritative international human rights organizations, including Amnesty International, to pay more attention to the real scale of violations of human rights and the rule of law in the course of the so-called anti-terrorist operation, - the official said. - We hope that the report about the crimes of Aydar will enhance efforts in this area, because the atrocities of the battalion are only a part of the total mass of sinister crimes committed by punitive troops."

"All of these crimes, including the massacre in Odessa in May, must be objectively investigated under effective international control, and perpetrators must be brought to justice," the diplomat said, Itar-Tass reports.

A criminal case was filed against members of Ukrainian volunteer battalions on suspicion of crimes against residents of Donbass, officials at Ukraine Prosecutor General's Office said.

Earlier, Secretary General of Amnesty International, Salil Shetty, said that the human rights organization had collected dozens of violations of humanitarian law committed by Ukrainian volunteer battalion Aydar, RIA Novosti reports.

Meanwhile, on September 10, President of Ukraine Petro Poroshenko signed the law "About Sanctions." In accordance with the law, all restrictions against foreigners in the country, most of them are Russians, will be administered by president's decrees, a message posted on the official website of the Ukrainian parliament said.

The Verkhovna Rada adopted the law on sanctions on August 14; the chairman of the Ukrainian parliament, Turchynov, signed the law on August 26.

According to the law, sanctions against specific foreign individuals, foreign legal entities and individuals, as well as legal entities, in which non-resident companies or foreigners hold control, shall be approved by the decision of the National Security Council, and administered by presidential decrees. In respect to a foreign country or a sector of specific type of activity, sanctions shall undergo the process of approval by the Rada, for which 48 hours shall be provided.

И для того, чтобы в этом все могли убедиться, я настоял на том, чтобы, несмотря на якобы существование таких договоренностей, все документы, которые подписываются, немедленно были обнародованы. И чтобы у каждого была возможность в этом убедиться.

Протокол предусматривает восстановление и сохранение суверенитета Украины на всей территории Донбасса, — в том числе и той, которая сейчас временно контролируется боевиками.

Эта часть тоже вернется в правовое поле Украины.

Обращаю ваше внимание, что ни о какой федерализации, ни о каком отчуждении в протоколе не говорится и речи быть не может.

Еще раз подчеркиваю, что такие образования, как так называемые ДНР и ЛНР, в документе не упоминаются вообще!

Оговорено, что Закон Украины «О временном порядке местного самоуправления в отдельных районах Донецкой и Луганской областей» предусматривает четко статус этих регионов в составе Украины.

На следующей неделе этот проект будет внесен в Верховную Раду. Этот проект обеспечивает мирное возвращение этих районов под украинский суверенитет. И я просил бы, от этого зависит судьба мира, поддержать его. Я просил бы, чтобы мы ни в коем случае не сорвали мирный процесс..................http://www.president.gov.ua/ru/news/31197.html

    Ukraine's president says he will grant more autonomy to separatists in the east to keep the country together.

    Petro Poroshenko said the current ceasefire had changed the situation "drastically", despite reports that rebels had captured another town.

    One rebel leader in Donetsk dismissed his comments and said they intended to break away and become independent.

    The ceasefire came into effect last Friday in a deal in Belarus backed by Ukraine, the separatists and Russia.

    More than 2,600 people have been killed since fighting between pro-Russian rebels and government forces erupted in April.

  3. L'Ukraine soumet au parlement une loi pour plus d'autonomie des régions séparatistes...

    Le président ukrainien Petro Porochenko a soumis mardi au parlement un projet de loi garantissant davantage d'autonomie aux régions séparatistes de l'Est russophone, où un cessez-le-feu précaire est en vigueur, pour tenter de résoudre un conflit meurtrier.
    Ce projet de loi sur un "statut spécial" des régions de Donetsk et Lougansk fait partie du protocole de cessez-le-feu signé le 5 septembre par Kiev et les rebelles prorusses. Selon les propositions dévoilées lundi par la présidence, le projet de loi comprend la mise en place d'un gouvernement autonome provisoire, qui prendrait ses fonctions dès l'adoption de la loi, et ce pour trois ans. Les séparatistes ont déjà indiqué qu'ils rejetaient l'offre de Kiev pour accéder à une plus grande autonomie et réclament leur indépendance. Selon des médias ukrainiens, des élections locales pourraient par ailleurs être organisées le 9 novembre dans les régions séparatistes. Le projet de loi promet également d'aider à reconstruire les infrastructures endommagées par cinq mois de combats, qui ont fait 2.700 morts, et de fournir une aide économique et sociale aux populations. Le site de la présidence indiquait lundi que ces propositions ouvraient la voie à une décentralisation tout en garantissant "la souveraineté, l'intrégrité territoriale et l'indépendance de notre Etat". Un autre projet de loi a été soumis mardi au parlement sur une amnistie des "participants aux événements de Donetsk et Lougansk", deux fiefs rebelles. Selon la présidence, le projet de loi exempte de poursuites pénales et administratives les combattants, sauf ceux qui se sont rendus notamment coupables de "meurtres, viols et terrorisme". D'après la presse ukrainienne, sont également exclus de cette amnistie les responsables de la destruction en vol du Boeing de Malaysia Airlines en juillet, ayant fait 298 morts. (Belga)
