OSCE Welcomes Minsk Ceasefire Memorandum on Ukraine

MOSCOW, September 20 (RIA Novosti) - OSCE Chairperson-in-Office and Swiss Foreign Minister Didier Burkhalter has welcomed the ceasefire implementation memorandum that was signed by the Contact Group on Ukraine in Minsk on Saturday, OSCE reported on its website.

According to Burkhalter, the memorandum is a "significant step towards making the ceasefire sustainable and an important contribution in the efforts to peacefully settle the crisis in Eastern Ukraine."


The OSCE chairperson called on "all sides to help consolidate the path of de-escalation" and expressed his belief that the memorandum would help "bring relief to the suffering populations in the affected areas".

Early Saturday morning, the Contact Group on Ukraine, which comprises representatives from Russia, Ukraine, the self-proclaimed Donetsk and Luhansk People's republics and the Organization for Security and Co-operation in Europe (OSCE), drew up a memorandum of nine provisions that will regulate the implementation of a ceasefire agreement between Kiev and independence supporters in eastern Ukraine.

    L'aéroport de Donetsk était en feu mardi matin, à la suite d'échanges de tirs à l'arme lourde entre les rebelles prorusses et l'armée ukrainienne qui conserve ce site stratégique, ont rapporté des journalistes de l'AFP.

    Vers 09H30 (6H30 GMT), au moins deux tirs d'artillerie lourde, apparemment des obus de char, se sont abattus sur la zone. Une épaisse colonne de fumée noire s'élevait de l'aéroport, au moment où des tirs continus d'armes automatiques retentissaient.

    Lacking enough prisoners of war among self-defense militias to be exchanged for Ukrainian servicemen, Kiev is releasing mixed groups of civilians who have been taken hostage for various reasons, The New York Times has reported.

    The prisoner exchanges are taking place daily in eastern Ukraine in line with the September 5 ceasefire agreement signed during the OSCE-mediated talks in Belarusian capital Minsk.

    On Sunday, each side freed 28 captives, observing a principle of numerical parity.
