KIEV: Ukraine's Prime Minister Arseniy Yatsenyuk on
Wednesday (Sep 3) rejected a ceasefire plan unveiled by Russian
President Vladimir Putin as an attempt to deceive the West about
Moscow's real intentions.
"This latest plan is another attempt to pull the wool over the eyes of the international community ahead of the NATO summit and an attempt to avert the EU's inevitable decision to unleash a new wave of sanctions against Russia," he said in a statement.
"The best plan for ending Russia's war against Ukraine has only one single element - for Russia to withdraw its troops, its mercenaries and its terrorists from Ukrainian territory."
His comments come despite Ukrainian President Petro Poroshenko saying he and Putin had agreed on the peace plan aimed at ending the near five-month conflict in eastern Ukraine.
The proposal, detailed by Putin on the eve of the NATO summit in Wales opening on Thursday, is due to be discussed on Friday by the so-called Ukraine Contact Group, which includes representatives of Kiev, separatist rebels, Moscow and the pan-european security body the OSCE.
NATO is planning a rapid reaction force of thousands of troops to reinforce its eastern flank, a move Russia says is evidence of the alliance's desire to aggravate tensions with Moscow.

- Putins "Friedensplan" ist sein Papier nicht wert (Kommentar/welt.de)
Vor dem Nato-Gipfel schlägt Russlands Präsident Putin taktische Haken. Sie lassen sich getrost ignorieren. Russland hält an seinen Zielen eiskalt fest. Nur Entschlossenheit kann es zur Räson bringen.
Erst haben sich der
ukrainische und der russische Präsident angeblich auf einen Friedensplan
geeinigt. Dann lässt der Kreml verkünden, dass man ja gar nicht am
Verhandlungstisch sitze. Und kurz darauf legt Russlands Staatsoberhaupt
Wladimir Putin einen Friedensplan in sieben Punkten vor. Das Resultat:
totale Verwirrung.
Was
soll man darauf geben? Die Antwort ist kurz: gar nichts. Der Plan käme,
so umgesetzt, einer Kapitulation der ukrainischen Armee gleich. Was
freilich den Fakten entspricht: Die Separatisten haben mithilfe von
russischen Soldaten und Waffen eine drohende Niederlage in einen Sieg
umgewandelt. Da tut eine Waffenruhe und ein Gefangenenaustausch beiden
Seiten gut. Der ukrainische Präsident Petro Poroschenko wendet so für
ein paar Tage weitere Opfer ab, und der Kreml kann seine Position im
Donbass konsolidieren.
Die sieben Punkte aber einen "Friedensplan"
zu nennen, ist typischer Kreml-Sprech. Putin gibt keine politische
Handlungsanweisung über den Waffenstillstand sowie humanitäre Hilfe und
den Wiederaufbau des Donbass hinaus.
Reale Gefahr für Europa
Vor allem lässt der Plan eine entscheidende Frage offen: Wer soll hier mit wem verhandeln? Während Poroschenko am Morgen vorpreschte und den Eindruck erwecken wollte, als habe er mit Putin verhandelt, wird der ihn nun wieder an die Separatisten verweisen. Mit denen aber kann der ukrainische Präsident aus zwei Gründen nicht verhandeln:- Erstens sind die Positionen ungefähr so vereinbar miteinander wie die zwischen Helmut Kohl und Erich Honecker nach dem Mauerfall.
- Und zweitens wäre Poroschenko innenpolitisch tot, wenn er sich auf eine derart hoffnungslose Verhandlungsmission einlassen würde. Die Maidan-Bewegung würde sich vom Präsidenten abwenden, eine politische Radikalisierung der Ukraine wäre die absehbare Folge.
