Upper house to discuss recognizing Crimea transfer to Ukraine in 1954 illegal (Valentina Matviyenko)


Chairperson of Russia’s Federation Council (upper house) Valentina Matviyenko said on Tuesday she is hopeful that a draft law to recognize the transfer of Crimea to Ukraine in 1954 as illegal will be discussed at the spring session.
The upper house’s committees on constitutional legislation and foreign affairs are working on the draft law, Matviyenko said. The draft law is worked out by the upper house because the change of borders is within the Federation Council powers.

The draft law is designed to restore the historical truth. “We considered necessary to prepare a draft law that would recognize this decision as illegal, null and void,” she said, adding that the procedure for transferring Crimea and Sevastopol to Ukraine in 1954 ran counter to the USSR Constitution.

“The borders of the Russian Federation can be changed only with the consent of the RSFSR. Only the USSR Supreme Council can give such consent after holding referendums in Russia and in Ukraine. But this wasn’t done. So, the Constitution was grossly violated,” Matviyenko said.

At the same time, she said the adoption of such law would have no consequences for Ukraine because Crimea and Sevastopol were part of Russia.
