Ukraine Calls for UN Security Council Meeting Following Mariupol Shelling

Kiev calls for a UN Security Council meeting in light of Saturday's shelling of Ukraine's southeastern city of Mariupol, Prime Minister Arseniy Yatsenyuk said Saturday.

"We call on our Western partners and the UN Security Council to immediately convene a UN Security Council meeting," the Ukrainian prime minister said during an emergency response center meeting.

According to Yatsenyuk, 16 people were killed and 86 injured during the shelling.
Earlier on Saturday, the Kiev forces said that eastern Ukraine's militias shelled the suburbs of Mariupol in Donetsk Region.

The same day, the representative of the Donetsk People's Republic militia denied the allegations, telling RIA Novosti that eastern Ukraine's militia did not have artillery systems near Mariupol that would allow the shelling of the affected area.

The controversy concerning Mariupol comes in light of the recent upsurge in violence in eastern Ukraine. Clashes between Kiev forces and eastern Ukraine militia intensified in the first weeks of 2015, despite a ceasefire agreement reached in September, and a “silence regime” introduced in the region on December 9.

A week ago, Kiev started a large military operation at Donetsk airport and intensified the shelling of Donetsk. Shelling was also reported in Luhansk.

On Friday, the UN High Human Rights Office reported that over 5,000 people have been killed in the ongoing conflict in eastern Ukraine since April. The Organization for Security and Co-operation in Europe (OSCE) on Saturday expressed concern over the increasing number of civilian casualties in eastern Ukraine and called on the parties to the conflict to cease hostilities.

    "Time is running out in Eastern Ukraine where the escalation of fighting has caused far too many civilian as well as military casualties.

    Yesterday at least eight civilians were killed at a bus stop in Donetsk. Those responsible for the recent escalation must now show that they are serious about their commitment to a political settlement and do their utmost to halt the spiral of violence, including by withdrawing heavy weapons without delay and by respecting the line of contact as foreseen in the Minsk Memorandum. We call notably on Russia to fully assume its responsibility. Public statements distorting the reality on the ground, inciting to hatred and further violence will not lead to the badly needed de-escalation.

    International humanitarian law, including as regards the treatment of prisoners, must be respected. The public parading of prisoners in Donetsk yesterday clearly violated such standards.

    The EU stands fully behind the efforts towards a political solution of the conflict in Eastern Ukraine, including the meeting earlier this week of the Ministers of France, Germany, Russia and Ukraine in Berlin. We expect the Trilateral Contact Group to convene as soon as possible, with participation of all signatories of the Minsk agreements. The cessation of hostilities should be the first step towards full and swift implementation of the Minsk Protocol of 5 September 2014 as the basis for a sustainable political solution respecting Ukraine's sovereignty, independence and territorial integrity."

    DONETSK, 24 January 2015 – "On Thursday the OSCE Special Monitoring Mission to Ukraine (SMM) looked into yet another tragic incident: our observations in Donetsk, Debaltseve and Volnovakha confirmed the injuries and loss of civilian lives during the past week.

    Once again, the SMM expresses its deep concern about the increasing number of civilian casualties and calls on restraint of all parties, in particular to abstain from the use of force, including the use of heavy weapons such as unguided Grad rockets. The SMM strongly condemns the continuation of the fighting in residential areas. Using residential areas as firing positions attracts counter-firing to these areas, further endangering the lives of civilians.

    The SMM urges all parties to immediately stop the fighting and withdraw heavy weapons and armed units from the airport and from all adjacent residential areas of Donetsk as agreed in the Minsk documents.

    All parties need to take robust and immediate action in order to end the new escalation in fighting and its heavy toll on civilians.

    The SMM is ready to facilitate all efforts to achieve and sustain a localised ceasefire at the area in and around the Donetsk airport and in the city centre, including a humanitarian pause to provide relief for the affected civilian population in Donetsk that faces a deteriorating humanitarian situation. The SMM, in line with its mandate, stands ready to enable dialogue to further reduce the level of tension.

    The SMM urges all parties to fully respect the safety and security of SMM monitors on the ground, and to ensure they can fulfill their mandate."

    Les bombardements samedi à Marioupol (la dernière grande ville de l'est de l'Ukraine contrôlée par Kiev, ndlr) ont fait 30 morts, dont 2 enfants, rapporte l'administration d'Etat régionale de Donetsk.

    "Le total des victimes du pilonnage des quartiers résidentiels de Marioupol depuis le territoire de la soi-disant république populaire de Donetsk (DNR) s'élève à 30 personnes, dont deux enfants", lit-on dans le communiqué.

    Ukraine’s Verkhovna Rada /parliament/ will gather for an extraordinary session on Sunday, Yuri Lutsenko, the leader of the Petro Poroshenko Bloc faction, wrote on his Facebook account on Saturday.
