EU Charges Gazprom With Antitrust Violations

The European Union charged Russian energy giant Gazprom with antitrust violations Wednesday, in a move that could further aggravate tensions between Russia and the EU.
EU Competition Commissioner Margrethe Vestager announced the formal charges a week after mounting a similar challenge to U.S.-based Internet search engine Google.

She said Gazprom abuses its dominant position in central and eastern European countries, where it almost fully controls the gas market. Vestager said Gazprom imposes contract stipulations that hinder competition and allow Gazprom to raise its prices.

Gazprom responded by saying the company "has the status of a strategic government-controlled business entity" and is empowered by the laws of the Russian Federation — beyond the jurisdiction of the European Union.

Vestager said all companies that operate in the European market must play by EU rules.

The EU has been investigating Gazprom's influence in the marketplace since 2012.

Gazprom could face a fine and be forced to allow more competition in the marketplaces it controls.

Last week the European Union filed antitrust charges against the Internet search engine Google for dominating the online search market in Europe.

    Απορρίπτει τις αιτιάσεις της Κομισιόν περί κατάχρησης δεσπόζουσας θέσης στην ευρωπαϊκή αγορά φυσικού αερίου η κρατική ρωσική εταιρία Gazprom, ενώ ανακοίνωσε ότι αναμένει πως το θέμα θα διευθετηθεί μετά από διαβουλεύσεις της ΕΕ και της ρωσικής κυβέρνησης. Υπενθυμίζεται ότι νωρίτερα σήμερα η Ευρωπαϊκή Επιτροπή απέστειλε στην Gazprom σχετική κοινοποίηση αιτιάσεων.

    «Η Gazprom θεωρεί αβάσιμες τις αιτιάσεις που προέβαλε η Ευρωπαϊκή Επιτροπή» απάντησε με ανακοίνωσή της η ρωσική εταιρία, επιμένοντας ότι η τιμολόγηση και άλλες πολιτικές της ήταν σύμφωνες με τη νομοθεσία.

    «Η Gazprom αναμένει την επίλυση αυτής της κατάστασης στο πλαίσιο της συμφωνίας, που έχει επιτευχθεί μεταξύ της κυβέρνησης της Ρωσικής Ομοσπονδίας και της Ευρωπαϊκής Επιτροπής προκειμένου να βρεθεί μία αποδεκτή λύση για την αντιμονοπωλιακή έρευνα σε διακυβερνητικό επίπεδο», προσθέτει η ανακοίνωση.

    Σύμφωνα με την Κομισιόν, η κρατικά ελεγχόμενη ρωσική εταιρία, βασικός ενεργειακός προμηθευτής της Ευρώπης, παρακώλυσε τον διασυνοριακό ανταγωνισμό, ενώ επέβαλε υπερβολικές χρεώσεις σε πέντε χώρες.

    «Θεωρούμε ότι η (Gazprom) ίσως δημιούργησε τεχνητά εμπόδια, αποτρέποντας τη μεταφορά αερίου από ορισμένες χώρες της Κεντρικής και Ανατολικής Ευρώπης προς άλλα κράτη, κάτι που παρεμποδίζει τον διασυνοριακό ανταγωνισμό», αναφέρει σε ανακοίνωσή της η Επίτροπος για θέματα Ανταγωνισμού Μαργκρέτε Βεστάγκερ.

  2. Russian Foreign Minister Sergei Lavrov said Wednesday that EU charges against Gazprom were an unacceptable attempt to retroactively apply the bloc's latest energy rules to earlier contracts...

    The European Union on Wednesday charged the Russian gas giant with overcharging buyers in Eastern Europe and hindering competition.

    Asked to comment on the case, Lavrov said in an interview with three radio stations: "All contracts in effect now that Gazprom signed with its partners, were signed with full respect of the legal regime that existed in the EU at the time."

    "After the EU adopted the so-called third energy package … there have been attempts, and they continue now, to retrospectively, retroactively apply those requirements to old contracts as well. That is absolutely unacceptable."
