The plans come after a series of shipwrecks that killed hundreds of migrants making the perilous voyage from North Africa.
The U.N. estimates that around 60,000 migrants have already attempted to get across the Mediterranean Sea to Europe this year.
Over 1,800 people are feared to have died in the crossing in overcrowded and unsafe boats since the beginning of 2015 – a 20-fold increase over the same period in 2014, according to the BBC.
On Sunday, a Libyan official told the BBC that ISIS militants are being smuggled into Europe across the Mediterranean by smugglers.
Libyan government official Abdul Basit Haroun said that smugglers were hiding ISIS militants aboard their vessels crammed with migrants.
He claimed this information was from conversations he had with boat owners in parts of North Africa which are controlled by the militants.
He added that ISIS was allowing the smugglers to continue their operations in exchange for a 50 percent share of their revenue.
In early 2015, the EU’s border control agency had warned that it was “possible” for foreign fighters to be using illegal migration in the Mediterranean to get into Europe.

ReplyDeleteDie EU-Außen- und Verteidigungsminister beraten derzeit über Europas geplanten Militäreinsatz gegen Schlepper im Mittelmeer. Ein Sondergipfel der EU-Staats- und Regierungschefs hatte im April Vorbereitungen für eine Mission beschlossen, die Boote der Schleuser identifizieren und zerstören soll.
Militäreinsätze könnte es dem Vernehmen nach gegen Schiffe geben, die auf hoher See fahren, aber auch gegen solche, die direkt an der Küste Libyens unterwegs sind, dort ankern oder in Häfen liegen. Über das Bürgerkriegsland wird nach Schätzungen der EU 80 Prozent des illegalen Menschenschmuggels im Mittelmeer organisiert.

ReplyDeleteStoltenberg's comments came as he attended a meeting of EU foreign and defence ministers which was set to approve the bloc's plan for a naval operation to tackle people smugglers operating mainly out of Libya.
"First of all this is a human tragedy, people are losing their lives trying to cross the Mediterranean," Stoltenberg said when asked about reports ISIS was trying to smuggle fighters into Europe by hiding them on migrant boats.
"Of course one of the problems is that there might be foreign fighters, there might be terrorists trying to hide, trying to blend in among the migrants," he added.
"And this underlines the importance that we have to respond to this turmoil."

La operación militar con la que Europa pretende desmantelar las redes de tráfico de inmigrantes a través del Mediterráneo tiene ya nombre, comandante y sede. Los ministros de Exteriores han aprobado este lunes el proyecto, uno de los más arriesgados que ha planteado la UE dentro de su política de defensa y seguridad común. La ausencia de Estado en Libia, el armamento del que disponen las milicias de la zona y la creciente influencia del autodenominado Estado Islámico amenazarán la seguridad de la misión.
El documento al que han dado el visto bueno los titulares de Exteriores sortea con habilidad las principales trabas a las que se enfrentaba el proyecto por la controvertida idea de destruir los barcos sospechosos de destinarse al transporte de inmigrantes antes de emprender el viaje. El texto no menciona la destrucción –un término que puede dificultar el necesario aval del Consejo de Seguridad de Naciones Unidas para desarrollar la operación-, aunque contempla “todas las medidas necesarias contra un barco o activos relacionados, incluido deshacerse de ellos o hacerlos inservibles”.
En cualquier caso, esa facultad para deshacerse de los barcos que pudieran ser usados para trasladar irregularmente a inmigrantes desde Libia hasta las costas europeas, en gran medida italianas, formaría parte de una tercera fase de esta operación............elpais.com

EU backs migrant crisis naval force...

The aim is to launch the operation next month, with a headquarters in Rome under an Italian admiral, EU foreign policy chief Federica Mogherini said.
The EU is struggling to cope with a surge in illegal migrants from Africa and the Middle East crossing the Mediterranean Sea to reach Europe.
Ms Mogherini was speaking after talks with EU foreign and defence ministers.
The UK is playing the lead role at the UN Security Council in drafting a resolution that would give the EU a legal basis for using military force against people traffickers.....BBC

EU approves plan to target migrant traffickers...
DeleteThe European Union agreed a naval mission on Monday to target gangs smuggling migrants from Libya but parts of a broader plan to deal with the influx began to unravel in a row over national quotas for housing asylum seekers.
“This is just the beginning. Now the planning starts,” EU foreign policy chief Federica Mogherini said of the naval mission, adding that the operation could start next month.
Details remain unclear as member states consider their options.
“There is a clear sense of urgency,” Mogherini said of the migrants, most of whom make for her native Italy. “As summer comes, more people are travelling.”

Libya rejects EU military action against migrant ships...
DeleteLibya's internationally recognised government rejected Monday any military operation against ships carrying illegal migrants after EU nations approved plans for a naval mission starting next month to fight human traffickers.
"Any military action must be done with the cooperation of the Libyan authorities," government spokesman Hatem el-Ouraybi told AFP by telephone.
"The military option to deal with the boats inside Libyan waters or outside is not considered humane."
Brussels gave the green light to a mission that would see warships and reconnaissance aircraft deployed in the Mediterranean after a series of deadly shipwrecks in which hundreds of people have drowned trying to reach Europe.
Many would-be migrants pay traffickers to transport them by boat from Libya.
"The government will not accept any violation of Libyan sovereignty," Ouraybi said, and "will not accept the plan unless it is coordinated" with Libya's internationally recognised administration.
The EU is still waiting for a UN resolution that will allow it to destroy boats belonging to people smugglers in Libyan waters, the epicentre of the humanitarian disaster unfolding on Europe's southern shores.
Libya has descended into chaos since the NATO-backed ouster in 2011 of longtime dictator Moamer Kadhafi, with rival governments and powerful militias battling for influence in the oil-rich North African state.

El presidente francés, François Hollande, ha escenificado en Berlín, junto a la canciller alemana, Angela Merkel, su rechazo al sistema de cuotas para refugiados propuesto por la Comisión Europea. Hollande se ha mostrado rotundo en su negativa a establecer unos porcentajes fijos de inmigrantes con derecho a asilo que tenga que acoger cada país de la UE. Pero al mismo tiempo ha reconocido la necesidad de que se acuerde un reparto más justo de los refugiados, que ahora recae principalmente en países como Alemania o Suecia. Las cuotas en el derecho al asilo “no tienen sentido”, ha recalcado Hollande, repitiendo una idea que ya anunció el primer ministro francés, Manuel Valls, el pasado fin de semana.
Con estas palabras, Hollande confirma su oposición al sistema presentado la pasada semana por la Comisión Europea que trataba de compensar el desigual reparto de refugiados que llegan a la UE. Alemania, como país que más asilados políticos recibe, lleva tiempo insistiendo en la necesidad de buscar un nuevo sistema más justo.
Merkel y Hollande han anunciado que encargarán a sus ministros de Interior que busquen un sistema para repartir la carga. Y que la base de su trabajo conjunto será la propuesta presentada por la Comisión, que desde el principio recibió críticas de países como Reino Unido. España, que en principio se mostró más positiva, también ha criticado recientemente los cálculos hechos por Bruselas. España considera que indicadores como la tasa de paro deberían tener un mayor peso en la fórmula que determina el porcentaje de asilados que corresponde a cada país.
Según la propuesta de la Comisión, Francia debería asumir una cuota del 14% de los demandantes de asilo en momentos de crisis, un porcentaje superior a los que solicitaron asilo el año pasado en Francia (el 11%)........elpais.com

DeleteLe président Hollande a réitéré l'opposition de la France à des "quotas de migrants" en Europe lors d'une conférence de presse à Berlin. Maintenant une fois de plus la confusion sur les propositions de la Commission européenne.
Hollande joue sur les mots. Le président français a souligné ce mardi à Berlin qu'il n'était "pas question qu'il y ait des quotas" de migrants en Europe. Il s'est dans le même temps déclaré favorable à une meilleure "répartition" des réfugiés entre pays de l'UE.
"Il n'est pas question qu'il y ait des quotas d'immigrés parce que nous avons des règles" sur "le contrôle des frontières et des politiques de maîtrise de l'immigration", a-t-il dit lors d'une conférence de presse commune avec la chancelière allemande Angela Merkel.
"Les personnes qui viennent parce qu'elles pensent que l'Europe est un continent de prospérité alors même qu'elles ne sont pas accueillies par des entreprises (...) doivent être raccompagnées, c'est la règle", a souligné le chef de l'Etat français. "Donc on ne peut pas parler de quotas, il ne peut pas y avoir de quotas pour ces migrants".
Confusion entre migrants et réfugiés
"En revanche, lorsqu'il y a des réfugiés et qu'ils vont toujours dans les mêmes pays, l'Allemagne et, dans une moindre mesure, la France, la Suède... Nous devons faire en sorte que d'autres pays puissent également prendre leur part, c'est ce qu'on appelle la répartition", a-t-il développé.
Sauf que le plan d'action pour l'immigration et l'asile présenté mercredi par la Commission européenne n'a évoqué de répartition chiffrée du nombre d'arrivants qu'en cas d'afflux massif de "personnes qui ont besoin d'une protection, et non des migrants économiques", comme l'a précisé au Monde Philippe Leclerc, le correspond du HCR auprès de la France.
