Palestinians reject findings of Israel Gaza report

The Palestinians on Sunday rejected Israel’s claims that it did not target civilians in the 2014 Gaza war in which nearly 2,200 people were killed, most of them civilians.

“Israel’s decision to deny having targeted civilians in Gaza is the logical extension of what it did in the Gaza Strip,” Ihab Bseiso, a spokesman for the Palestinian government in Ramallah, told AFP.

  • He dismissed the report saying the Palestinians would only accept conclusions from an international inquiry, such as the one which is to be published by the U.N. Human Rights Council on June 29.
Israel on Sunday defended its conduct in the war as both “lawful” and “legitimate” in the inter-ministerial report into the deadly 50-day conflict.

And it insisted its forces did not intentionally target civilians or civilian targets, drawing conclusions that were rejected out of hand by the Palestinians.

The internal report, which was put together by the foreign and justice ministries with input from the military and the National Security Council, was released two weeks before a U.N. report into the conflict.

The conflict ended with an informal ceasefire on August 26 after claiming the lives of nearly 2,200 Palestinians, mainly civilians, and 73 on the Israeli side, most of them soldiers, U.N. figures show.

In the document, which is more than 200 pages long, the authors go to great lengths to detail the environment in which the war was fought and the military’s efforts to avoid harming civilians.

“Much of what may have appeared to external parties to be indiscriminate harm to civilians or purely civilian objects was in fact legitimate attacks against military targets that merely appear civilian but were actually part of the military operations of these terrorist organisations,” it said.

Civilians were also harmed as a result of “unfortunate -- yet lawful -- incidental effects of legitimate military action in the vicinity of civilians and their surroundings,” it added.

During the conflict, Israel directed attacks at places and individuals only when there was “reasonable certainty” they constituted military targets or were directly participating in hostilities, it said.

“Israel did not intentionally target civilians or civilian objects.”

    Israel on Sunday launched a pre-emptive assault on an upcoming UN report into the 2014 Gaza conflict, saying the report is unfairly biased and issuing its own findings that blame Gaza's Hamas militant rulers for the heavy civilian casualties.

    The diplomatic offensive set the stage for what is expected to be a contentious showdown with UN officials over allegations that Israel committed war crimes during the 50-day war.

    Israel has long had a contentious relationship with the United Nations, saying the world body is biased. A similar report conducted by the UN’s Human Rights Council following a 2008-2009 war against in Gaza was harshly critical of both Israel and Hamas.

    But this time around, the stakes are higher. The Palestinians have joined the International Criminal Court and are pursuing war crimes charges against Israel. The council’s new report, expected as soon as this week, could play a key role in the case against Israel.

    “Having on the record our view of this war is extremely important, and we have nothing to hide,” Dore Gold, the new director of Israel’s Foreign Ministry, told reporters at a special briefing held to unveil Israel’s own 242-page investigation into the war....AP....france24.com

  2. Israel accuses U.N. children’s envoy of ‘improper conduct’...

    Israel has accused a senior U.N. official of misconduct in preparing a report that harshly criticized the Israeli army over the 2014 Gaza war while leaving it off a blacklist of states and armed groups that violate children’s rights in conflict.

    The U.N. Security Council will hold a public debate on Thursday to discuss the latest United Nations report on children and armed conflict.

    In it, U.N. Secretary-General Ban Ki-moon said “the unprecedented and unacceptable scale of the impact on children in 2014 raises grave concerns about Israel’s compliance with international humanitarian law ... (and) excessive use of force.”

    Although formally presented in Ban’s name, the report was prepared by his envoy on children and armed conflict, Leila Zerrougui of Algeria.

    Israeli U.N. Ambassador Ron Prosor accused her of “biased conduct against Israel.” He also denied Israel had violated international law during the war.

    In a letter to Ban, seen by Reuters, Prosor voiced “deep concerns regarding the improper conduct - at every working level - of the office of ... Zerrougui in the process of drafting and producing the report.”

    More than 2,100 Palestinians, mostly civilians and including 540 children, were killed during last year’s 50-day Gaza Strip war between Hamas and Israel, while 67 Israeli soldiers and six civilians in Israel were killed......alarabiya.net
