The Together for Yes coalition and leftist CUP party, which together control 72 of the regional body's 135 seats, have put forth a proposal to begin an 18-month process toward secession. Catalonian lawmakers are due to vote on the measure Monday.
Spain's Prime Minister Mariano Rajoy promised last month to use "all political and legal means" to stop an independence push, including taking the matter to the country's Constitutional Court. He called desires for Catalonia to break away "an act of provocation."
Catalonia is an autonomous region of 7.5 million people that accounts for about 20 percent of Spain's economic output.
The independence movement there is more than a century old, but gained momentum several years ago with Spain's economic crisis. A year ago, the region held a referendum on independence that the government dismissed as invalid. About 80 percent of those who voted supported independence.

Le Parlement de Catalogne a commencé lundi à débattre d'une résolution visant à lancer un processus d'indépendance de la région qui pourrait la mener à se séparer de l'Espagne au plus tard en 2017...
ReplyDeleteLe Parlement régional a été élu le 27 septembre lors d'un scrutin centré sur la question de la sécession et emporté par les indépendantistes, qui ont gagné une majorité des sièges (72 sur 135) sans pour autant obtenir la majorité absolue des voix (47,8%).
Les séparatistes, qui estiment disposer d'un soutien suffisant pour lancer le processus d'indépendance, veulent faire adopter une résolution en ce sens lundi, un geste de défi sans précédent face au gouvernement central de Madrid depuis la fin de la dictature de Francisco Franco en 1975.
Le gouvernement conservateur de Mariano Rajoy a d'ailleurs promis de le contester au plus vite devant la Cour constitutionnelle.
Le texte n'est autre que la mise en oeuvre de la première étape de la "feuille de route" vers l'indépendance dont les séparatistes parlent depuis la fin mars 2015: il promet, de "déclarer solennellement le lancement du processus de création d'un Etat catalan indépendant sous la forme d'une République". Le Parlement régional, "détenteur de la souveraineté", ne serait plus "tributaire des décisions des institutions espagnoles, et en particulier de celles de la Cour constitutionnelle". La résolution prévoit aussi le lancement de travaux parlementaires pour mettre en place une administration fiscale indépendante et une sécurité sociale.

ReplyDeleteKataloniens Parlament hat die Abspaltung der Region von Spanien eingeleitet. Eine entsprechende Resolution fand dort eine Mehrheit. Die Zentralregierung in Madrid hatte angekündigt, die Entschließung sofort durch eine Verfassungsklage anfechten zu lassen.
Das katalanische Regionalparlament hat einem Fahrplan zur Unabhängigkeit von Spanien bis 2017 zugestimmt. 72 Abgeordnete votierten für den Vorschlag der Unabhängigkeitsbefürworter, 62 dagegen. Für die Resolution stimmten die separatistische Allianz Junts pel Sí (Gemeinsam fürs Ja) des katalanischen Ministerpräsidenten Artur Mas und die Linkspartei CUP.
Die Initiative trotzt der spanischen Regierung in Madrid, die eine Abspaltung der Region im Nordosten Spaniens als verfassungswidrig ansieht. ReplyDeleteThe motion was passed in the self-described Catalan Parliament with 72 votes in favour and 63 votes against, with pro-indepence votes coming from Junts pel Si (JPS) and CUP parties. The vote was described by the number one in the JPS electoral list, Raul Romeva, as an "act of sovereignty, democracy and freedom."
Rajoy's reaction was almost immediate, saying that the State Council had been authorized to draw up the appeal which will be ratified in a Cabinet meeting on Wednesday and then presented to the Spanish Constitutional Court.
"We will use all of the measures that the State has put at the disposition of democracy," said Rajoy in a declaration in which he also made an appeal for calm and confidence in the Spanish institutions.
"Nobody can give themselves powers without control," he commented, insisting that the decision taken in Catalonia "has no value."
Rajoy also said he would meet with Pedro Sanchez, the leader of the Spanish Socialist Party (PSOE), on Tuesday.
