France is at war, says Hollande

French President Francois Hollande declared on Monday that France "is at war" and called for a UN Security Council meeting over the fight against Islamic State jihadists, saying he would meet his US and Russian counterparts over the issue.


"I will meet in the coming days with US President Obama and President Putin," also saying that France will intensify operations in Syria.

Belgian authorities have charged two people who were arrested after the Paris attacks with involvement in terrorism, prosecutors said Monday.

The pair were charged "with a terrorist act and participation in the activities of a terrorist group", while five others detained at the weekend were freed without charge, the prosecutor's office said in a statement.

Belgian police said the two were accused of "participating in a terrorist attack".

The Islamic State released a video Monday warning countries involved with strikes in Syria that they face same fate as Paris, and specifically threaten Washington. The video has not been independently verified...

    "France is at war," Hollande told parliamentarians. "But we're not engaged in a war of civilisations, because these assassins do not represent any."

    It was the first time in more than six years that a French president addressed both houses of parliament, the Senate and the National Assembly, convened in a so-called Congress at Versailles. It is a procedure reserved for constitutional revisions and major presidential speeches.

    "Our democracy has triumphed before over adversaries that were much more formidable than these cowards," Hollande told the legislators in the former royal palace.

    Hollande also said France will step up strikes in Syria where Friday's shootings and suicide bombings in Paris had been planned, Hollande called on the United Nations Security Council to rapidly issue a resolution against terrorism.
