La ONU declara la 'guerra económica' al terrorismo

El Consejo de Seguridad de la ONU ha aprobado por unanimidad una resolución preparada por Rusia y Estados Unidos sobre el fortalecimiento de la lucha contra la financiación del terrorismo.


El documento obliga a los Estados a suprimir la financiación y el suministro de cualquier otro tipo de apoyo al EI, Al Qaeda y "a los individuos, grupos, empresas y entidades relacionados con ellos", informa RIA Novosti.

La resolución se basa en el Capítulo VII de la Carta de la ONU, lo que significa una amenaza para la paz y seguridad internacionales reconocida por la ONU. 


Las medidas indicadas en el documento son obligatorias para el cumplimiento.
  • ¿Qué medidas prevé la resolución?

A los Estados del mundo se les prescribe "congelar sin demora los fondos y otros activos financieros o recursos económicos de esas personas, grupos, empresas y entidades", que aparecerán en la lista de sanciones del Consejo de Seguridad. 


Eso incluye también los fondos derivados de bienes que se encuentren en su propiedad, directamente o no.

A estas personas y entidades se les debe negar la entrada o el tránsito por el territorio de los Estados. 


Países de todo el mundo también deben impedir el suministro y la transferencia directa o indirecta de las armas destinadas a estos individuos.

    Finance ministers from the UN Security Council’s 15 members adopted a resolution Thursday aimed at disrupting the Islamic State group’s lucrative trade in oil and antiquities, along with revenue from ransom payments and other criminal activities.

    The resolution builds on a Security Council action in February that banned trade in antiquities from Syria, threatened sanctions on anyone buying oil from the Islamic State (IS) group and al Qaeda-linked al Nusra Front militants and urged states to stop kidnap ransom payments.

    The council warned that some countries are failing to implement those sanctions against the group and offered guidance on implementation in a bid to push more countries to act.

    “We already have a lot of these tools ... we’re going to be bringing together a lot of strands, but what we most need now is states to do what they’re supposed to do,” a US official told Reuters, speaking on condition of anonymity.

    The resolution “expresses concern about the lack of implementation” of previous resolutions targeting al Qaeda and the IS group, including an “insufficient level of reporting” by states on measures they have taken to implement United Nations sanctions.

    The council renamed its al Qaeda sanctions regime the “ISIL (Daesh) and al Qaeda Sanctions Committee” – the IS is also known as ISIL and Daesh – and called on states to report within 120 days on their implementation of sanctions.

    The IS group, which was blacklisted by the Security Council sanctions committee as an offshoot of al Qaeda in Iraq in May 2013, has seized swathes of territory in Iraq and Syria where it has proclaimed a caliphate.

    Eyes on Turkey

    The council also specifically asked states to report to on “interdictions in their territory of any oil, oil products, modular refineries, and related material being transferred to or from (the IS group or al Nusra Front)”.

  2. Öl-Handel mit IS: Türkischen Unternehmen drohen UN-Sanktionen...

    Türkische Unternehmen, die in den Öl-Schmuggel durch die Terrormiliz Daesh (auch “Islamischer Staat”, IS) verwickelt sind, können laut dem russischen UN-Botschafter Vitali Tschurkin mit UN-Sanktionen belegt werden.

    Am 17. Dezember hatte der UN-Sicherheitsrat einen gemeinsam von Russland und den USA ausgearbeiteten Resolutionsentwurf zur Austrocknung der Finanzquellen der Terrormiliz Daesh verabschiedet. Der Resolution zufolge soll die Weltgemeinschaft, "energisch und entschlossen" handeln, um die Finanzströme zum Daesh zu unterbrechen. So soll vor allem der illegale Handel mit Öl, Waffen und antiken Kulturgütern unterbunden werden. Individuen und Unternehmen, die den IS unterstützen, sollen der Resolution zufolge mit UN-Sanktionen belegt werden können.

    Bei der UN-Sitzung teilte Tschurkin mit, dass das größte Handelsvolumen von Ölprodukten über die Türkei umgeschlagen wird. Dabei nannte der Botschafter einige Unternehmen, die zum Beispiel Tankwagen an IS-Terroristen liefern. Tschurkin zufolge wird das vom Daesh gekaufte Rohöl zudem in die Raffinerie des Unternehmens Turkiye Petrol Rafinerileri A. S. (Tupras) in der türkischen Stadt Batman geliefert.
