The 15-member council is expected to adopt the resolution later on Friday, officials added.
World powers have been meeting in New York to try to advance a tentative plan to bring about a ceasefire in Syria.
The Syrian war, which is heading towards its fifth year, has killed more than 250,000 people.
Nearly 12 million people have also been displaced, the UN says.
The draft text asks the UN to bring together the Syrian government and the opposition for talks by early January.
A formal Security Council vote on the agreement is expected to take place at 2100 GMT.

ReplyDeleteRussia's deputy foreign minister says Security Council members have reached agreement on a resolution they plan to adopt on Friday endorsing the way forward on a possible end to Syria's civil war.
"There is an agreement," Gennady Gatilov told reporters.
Diplomats had rushed to overcome divisions on the draft resolution while world powers held the latest talks on how to bring an end to the conflict.
The resolution would be a rare gesture of unity on the Syria peace process by a council often deeply divided on the crisis.
The U.S. and French ambassadors both are expressing optimism as well.

ReplyDeleteLa Russie espère que le Conseil de sécurité de l'Onu adoptera une résolution sur le règlement de la crise syrienne ces prochaines heures, a annoncé vendredi le chef de la diplomatie russe Sergueï Lavrov au siège des Nations unies à New York.
Selon les médias, le Conseil de sécurité devrait tenir une réunion consacrée à l'adoption de la résolution vendredi à 16h00 locales (22h00 heure de Paris).
Le vice-ministre russe des Affaires étrangères Guennadi Gatilov avait aussi antérieurement déclaré que les membres du Conseil de sécurité de l'Onu se mettraient d'accord ce vendredi sur le texte d'une résolution sur la Syrie.
Le projet de résolution approuvé par les cinq membres du Conseil de sécurité, prévoit la mise en place d'un mécanisme de suivi du cessez-le-feu d'ici un mois.
D'après le ministre russe des Affaires étrangères, des négocaitions entre les représentants des autorités syriennes et de l'opposition du pays devrait débuter en janvier 2016.

ReplyDeleteDie fünf ständigen Mitglieder des UNO-Sicherheitsrates haben sich auf einen Resolutionsentwurf für einen Friedensprozess in Syrien geeinigt. Vertreter der USA, Russlands, Chinas, Frankreichs und Großbritanniens verständigten sich bei Gesprächen am Freitag in New York auf den Entwurf, wie Diplomaten mitteilten. Ihm zufolge soll es bereits Anfang Jänner Friedensgespräche geben.
Der Resolutionstext sollte nach Angaben der Diplomaten um 16.00 Uhr (Ortszeit, 22.00 Uhr MEZ) dem UNO-Sicherheitsrat zur Abstimmung vorgelegt werden. Dem Gremium gehören neben den fünf ständigen Mitgliedern, die ein Vetorecht haben, weitere zehn Länder an.
Über den Resolutionstext war bei einem Treffen der Außenminister von 17 Ländern seit dem Vormittag gerungen worden. Grundlage der Gespräche war ein Aktionsplan, der am 24. November in Wien beschlossen worden war. Dieser sieht Verhandlungen zwischen Syriens Machthaber Bashar al-Assad und der Opposition vor, die Bildung einer Übergangsregierung sowie Neuwahlen binnen 18 Monaten.
Umstritten war nach Angaben aus Diplomatenkreisen vor allem, welche Gruppen als Terrororganisationen eingestuft und damit vom Friedensprozess ausgeschlossen werden sollen. Die Golfstaaten etwa unterstützen bewaffnete Milizen im Kampf gegen Syriens Präsident Bashar al-Assad, die Russland, das seine Hand über Assad hält, als Extremistenorganisationen einstuft. Einigkeit herrscht aber darüber, dass die Islamisten-Miliz IS und der Al-Kaida-Ableger al-Nusra nicht an den Friedensgesprächen beteiligt und weiter bekämpft werden sollen.
Unbestimmt bleibt auch das Schicksal des syrischen Machthabers Assad. Russland und der Iran unterstützen den bedrängten Staatschef, während der Westen und die arabischen Regionalmächte Türkei und Saudi-Arabien seinen Sturz fordern.

ReplyDeleteThe United Nations Security Council on Friday unanimously agreed a resolution endorsing an international roadmap for a Syria peace process, a rare show of unity among major powers on a conflict that has claimed more than a quarter million lives.
Earlier, the five United Nations Security Council veto powers have agreed on the text of the draft resolution.
U.S. Ambassador to the United Nations Samantha Power phoned the remaining 10 members of the council to brief them on the text, said diplomats, speaking on condition of anonymity.
The text called for the U.N. to present the council with options for monitoring a ceasefire within one month of adoption of the resolution.
