Turkish foreign minister Mevlut Cavusoglu said that while Israel has met only one of three conditions set forth by Turkey for the normalization of relations between the two nations, discussions are moving forward at the professional level to determine how Israel can fulfill Turkey's two remaining conditions.
On Friday, it was announced that Israel and Turkey had reached a reconciliation pact, after relations between the two countries broke down in 2010 following an Israeli naval raid on the Gaza-bound Mavi Marmara flotilla, in which nine Turkish citizens were killed.
Israel met the first condition in March 2013 when Israeli Prime Minister Benjamin Netanyahu spoke with then-Prime Minister Recep Tayyip Erdogan by telephone and issued an official apology for the deaths of nine Turks during the 2010 flotilla incident.
Talks on compensation -- the second condition outlined by Turkey -- began in 2013 following Netanyahu's apology. While an agreement has not yet been finalized, Haaretz reports that Israel has agreed to pay $20 million to a humanitarian fund which will be used according to the wishes of the families of the Turkish nationals killed in the raid.
Lifting the blockade on Gaza -- Turkey's third condition -- is the main source of disagreement between the two nations and is the most problematic for Israel. According to Haaretz, a senior Israeli official has stated that Israel is not willing to completely lift the maritime blockade on Gaza, and is looking to propose alternative steps to ease the blockade instead, for which Turkey would be credited.
“Erdogan is on record as predicating the normalization of relations with Israel on a total lifting of the blockade on Gaza,” the Israeli official is quoted, “There are ideas but no solution to the issue as yet.
