Germany to speed up military intervention for internal alarms

The German defense minister proposed on Monday speeding up plans for military interventions in the case of serious internal threats or terror attacks.


Ursula von der Leyen pointed to the need to develop clear regulations and be able to react "immediately" in the case of a situation of national gravity that requires the activation of special safety mechanisms.

In order for this to be possible, skills and chains of command between the police and the army need to be reciprocated, said von der Leyen to German newspaper Bild.

The government and interior ministers of Germany's federal states are to decide at the end of summer which specific cases to start testing, she added.

The minister's plans to authorize military intervention inside the country came amid a general terror alert for the whole of Europe.

Acts of violence and Islamist attacks in the past weeks in the South of Germany have intensified discussions.

The last two attacks on German soil were carried out by a 17-year-old Afghan who attacked rail passengers on a regional train and was killed by police in Wuerzburg, and a 27-year-old Syrian who set off a bomb outside a concert in Ansbach.

Von der Leyen said she planned to modernize the armed forces, by increasing its contingents and budget for the first time in decades.

The Federal Army will have to prepare to intervene on interior territory in the case of "simultaneous attacks" carried out at the same time in different locations, as occurred in France and Belgium, the minister said.

In June the minister announced 7,000 more soldiers for the Bundeswehr as well as a gradual increase in budget from the current 34.3 billion euros ($38.3 billion) to 39.2 billion euros ($43.8 billion) in 2020.
