Merkel calls for "constructive dialogue" with Turkey ahead of EU summit

The German chancellor stressed on Thursday the importance of returning to the path of a constructive dialogue with Ankara as a definitive fallout between Europe and Turkey would be detrimental to both parties.

Chancellor Angela Merkel spoke at a plenary assembly of the German lower house of Parliament, the Bundestag, prior to a European Union summit on Brexit _ the process of the United Kingdom leaving the bloc.

Merkel underscored the fact that diplomatic relations between both Berlin and Ankara and the EU and Turkey have been "severely hit" following the events of recent weeks.

The chancellor appealed to apply both "intelligence" and "clearsightedness," stressing this would enable the EU to debate the measures it may consider "appropriate" in its relationship with Turkey.

In any case, the German government would back a collective approach from the standpoint of the European institutions, Merkel added.

"We respect Turkey's right to decide in a free and democratic manner their own constitutional order," the German chancellor said.

At the same time, she expressed her deep concern that reports questioning the existence of a level playing ground for those opposing and supporting Turkish constitutional reforms and asked Turkey to dispel these doubts.

The accusation that Turkey did not provide equal conditions for everyone is as serious as the confirmation that basic democratic rights have been curtailed under the current Turkish state of emergency, Merkel added.
