Moscow Disappointed by Content of New US Nuclear Doctrine

The Russian Foreign Ministry commented on the recently issued by the United States Nuclear Posture Review.

Speaking about the US Nuclear Posture Review released on February 2, the Russian Foreign Ministry pointed that accusations against Moscow of aggressive behavior, interventions, breaches of arms control agreements, written in the document, have nothing to do with the reality, Sputnik reported.

The Russian side revealed their position on the document, calling it an unfair attempt to shift the blame for the degradation of the international nuclear situation.

The Ministry called the statements concerning the US interest in "stable relations" and commitment to constructive cooperation, mentioned in the doctrine, hypocritical. As the Ministry explained, Russia would take necessary measures to ensure its security due to the approaches defined in the document.

Nevertheless, Moscow urged Washington to engage in a joint search for solutions to problems related to maintaining strategic stability, underlining that all nuclear states should be involved in nuclear disarmament, especially the United Kingdom and France as the US allies.

Moscow has expressed concern over the "unlimited" Washington's approach to the issue of nuclear weapons use, calling for a deeper look into the possibility of its use in a case of "extreme circumstances", as the Posture Review reads. Speaking about their anxiety over the document, the Russian side explained that the US still possessed, even modernizing tactical nuclear weapons in Europe, placing them near Russian borders.

Speaking about the accusations against the country, the Russian side stressed its commitment to all obligations under international agreements, in particular, the INF treaty (Nuclear Non-Proliferation Treaty) and the Open Skies agreement.

The newly released Nuclear Posture Review describes US nuclear capabilities, as well as challenges supposedly posed by Russia, China, rogue states and nuclear terrorism.

US President Donald Trump decided to follow Barack Obama's plan for modernizing the country's nuclear arsenal, including new bomber aircraft, submarines and land-based missiles.

US nuclear forces are said to contribute to the "deterrence of nuclear and non-nuclear attack," "assurance of allies and partners," "achievement of US objectives if deterrence fails," and "capacity to hedge against an uncertain future." As Secretary of Defense James Mattis has observed, "a safe, secure, and effective nuclear deterrent is there to ensure a war that can never be won, is never fought."

  1. La Russie a dénoncé samedi le "caractère belliqueux" et "antirusse" de la nouvelle posture nucléaire américaine rendue publique la veille, avertissant qu'elle allait prendre "les mesures nécessaires" pour assurer sa sécurité face aux Etats-Unis...

    "Dès la première lecture, le caractère belliqueux et antirusse de ce document saute aux yeux", a réagi le ministère russe des Affaires étrangères dans un communiqué, se disant "profondément déçu".

    "Nous devrons bien entendu prendre en compte les approches qui sont désormais en circulation à Washington et prendre les mesures nécessaires pour assurer notre sécurité", a poursuivi le ministère.

    Les Etats-Unis ont annoncé vendredi vouloir se doter de nouvelles armes nucléaires de faible puissance, mettant en avant notamment le réarmement de la Russie dans le domaine. Cette annonce fait craindre aux experts une relance de la prolifération et un risque plus élevé de conflit nucléaire.

    Moscou a pour sa part dénoncé samedi "une tentative de remettre en question (son) droit à la légitime défense". "Nous espérons que Washington reste conscient du niveau de danger élevé que représentent ces directives d'un point de vue de planification militaire pratique", poursuit le communiqué de la diplomatie russe.
