Live Updates: Nagorno-Karabakh Spokesperson Says Stepanakert Came Under Shelling - Sputnik International

Nagorno-Karabakh

Spokesperson of the president of the unrecognized breakaway Republic of Artsakh (Nagorno-Karabakh Republic), Vahram Poghosyan, says the city of Stepanakert has been shelled.

"Civilian settlements, including the capital, Stepanakert, were also subjected to artillery fire," Poghosyan said on Facebook on Sunday, adding that the response will be "proportionate."

Earlier in the day, a spokesperson of Azerbaijan’s Defence Ministry said that Armenia’s armed forces opened fire at settlements along the line of military confrontation in the Nagorno-Karabakh region in the early hours of Sunday.

According to the spokesperson, at least six settlements came under attack and there are dead and wounded among the local population.

  1. Azerbaijan launched “an offensive” against Nagorno-Karabakh, the Armenian PM said amid reports of Azeri aircraft being shot down. Baku insists it is taking “retaliatory measures” in the disputed Armenian-populated region...

Hostilities resumed along the Nagorno-Karabakh border earlier on Sunday, with top officials in both Armenia and Azerbaijan confirming the news.

“The enemy has started an attack on Artsakh,” Armenia’s prime minister, Nikol Pashinyan, told his Facebook audience, referring to the Armenian name for the territory claimed by Azerbaijan. Nagorno-Karabakh forces “successfully repel the attack,” and the situation is under control, he said.

Separately, Azerbaijan’s Defense Ministry said the military has launched “a counteroffensive operation along the entire front” in a bid to safeguard civilians and contain Armenian forces. The counterattack involves infantry and armored units supported by the air force, Baku says.

As the crisis unfolded, top officials in Baku reported Armenian forces have been shelling Azerbaijani Army positions and populated areas, a claim Yerevan is yet to confirm.

  13. As hostilities continue between Azerbaijan and Armenia along the border of the contested Nagorno-Karabakh region, top-tier Turkish officials have reaffirmed Ankara’s support for Baku and blamed Yerevan for “playing with fire.”

Turkey’s presidential spokesperson Ibrahim Kalin took to Twitter on the heels of fresh clashes over the disputed Nagorno-Karabakh territory. The senior official made clear that Ankara will side with Azerbaijan – a nation whose language and culture are close to those of Turkey – in the renewed conflict. “We strongly condemn the attack on Armenia against Azerbaijan,” Kalin wrote, adding that the neighboring post-Soviet country “is not alone” and has “Turkey’s full support.”

  14. Omer Celik, a spokesman for the ruling conservative Justice and Development Party led by President Recep Tayyip Erdogan, echoed Kalin's words. To Celik’s mind, “Armenia plays with fire and threatens regional peace” by carrying out “an unlawful provocation.”

Meanwhile, the Turkish Foreign Ministry proclaimed that Azerbaijan “has the right to self-defense in order to protect its people and its territorial integrity.” Certain to raise ire in Yerevan, the statement labeled Armenia as “the biggest obstacle to peace and stability in the region.”

Turkey has historically been at loggerheads with Armenia, mostly due to the bitter legacy of the Ottoman persecution of Armenians, and Ankara’s military and political support of Baku in recent decades.

The nationwide conscription call and martial law were both announced by Prime Minister Nikol Pashinyan earlier on Sunday. His Facebook post urged reservists to turn up at their territorial recruitment offices “for the sake of our homeland and for the sake of victory.”

The call to arms and martial law will be put in place because Azerbaijan may decide to attack Armenia, the premier clarified in an address to the nation later in the day.

Comprising around 44,000 active-duty troops – less than half of them conscripts – the Armenian military relies on a 210,000-strong standing reserve. Armenians who have completed military service are enlisted in the reserve force and bear an obligation to become soldiers in wartime up to the age of 50.

  68. Russian Foreign Minister Sergei Lavrov on Wednesday announced that it would be right to put Russian military observers along the line of control in Karabakh in order to ensure a ceasefire. He noted that the final decision is up to Yerevan and Baku, adding, however, that without a political settlement between the two countries any military solution to the conflict won't work.

"Now, not even peacekeepers [should participate in the verification mechanism], but military observers that would be sufficient. We believe that it would be perfectly correct if these were our military observers, but the final word should be with the sides [of the conflict]. Of course, we proceed from the fact that both Yerevan and Baku will take into account our amicable relations, relations of strategic partnership", the minister said.
