Russian Peacekeepers Already En-Route to Karabakh

Russia has already dispatched its peacekeepers to the Karabakh conflict zone, according to an announcement from the country’s defense ministry.

Russia IL-76 military places transported 1,960 peacekeepers and 470 military equipment, the Azatutyun.am’s Armenian service reported on Monday, citing the Russian defense ministry.

The peacekeepers are headed to the Karabakh conflict zone in accordance to an agreement announced earlier Tuesday (local time) signed by the presidents of Russia and Azerbaijan and Armenia’s prime minister Nikol Pashinyan. In addition to deployment of Russian peacekeepers, the agreement stipulates that the regions of Fizuli, Aghdam, Kelbajar, Lachin and Shushi will be surrendered to Azerbaijani control. At the same time, Russian border guards will now patrol the Armenian border and oversee the transport between Azerbaijan through Nakhichevan via Meghri.

The Russian Defense Ministry said that the peacekeepers were transported from the Western Russian city of Ulyanovsk. The peacekeepers are from the Russia’s 15th mobile detachment brigade.

Per the agreement, a peacekeeping command center will be established in the region. The Russian Defense Ministry reported that the center will be headquartered in Stepanakert.

The peacekeepers will be stations along the Artsakh-Azerbaijan border, or the line of contact, as well as at the corridors between Armenia and Artsakh.

According to the agreement, the sides will retain whatever territory they had seized during the war. Based on earlier military briefings, Azerbaijan has seized the southern portion of Artsakh, as well as areas in the northeast in Talish.

    Putin announced a new cease-fire between the two countries in a televised address,.

    He said that under the deal, Azerbaijan and Armenia will remain in the positions they control.

    Putin also said that Russian peacekeepers will be deployed on the contact line in Nagorno-Karabakh and in the corridor where Karabakh connects with Armenia.

    The displaced and refugees will return to Nagorno-Karabakh and the surrounding regions under the control of the UN Refugee Agency.

    Transportation and communications control will be provided by the Russian Border Security Service, he said.

    The deal will create the necessary conditions for a long-term and comprehensive solution to the Nagorno-Karabakh crisis on a fair basis in line with the interests of the Armenian and Azerbaijani peoples, he added.

  2. Armenia, Azerbaijan and Russia signed an agreement on Tuesday to end six weeks of fierce fighting in Nagorno-Karabakh in a deal Armenian Prime Minister Nikol Pashinyan described as “unspeakably painful” in an emotional Facebook post.

    The post was the first indication of a deal, with Pashinyan saying the agreement would take effect from 1am on Tuesday (21:00 GMT on Monday) to end a conflict that has left at least 1,000 people dead.

    The deal was later confirmed by Azerbaijan and the Kremlin.

    “The signed trilateral statement will become a (crucial) point in the settlement of the conflict,” Azerbaijan’s President Ilham Aliyev said in a televised online meeting with Russian President Vladimir Putin.

    The agreement came hours after ethnic Armenian officials in the disputed region confirmed that the key city of Shusha (known as Shushi in Armenia), the second-biggest city in the enclave, had been taken by Azeri forces. Azerbaijan also said on Monday it had taken dozens more settlements.

  3. Russian soldiers and vehicles are wasting no time in deploying to Nagorno-Karabakh, the region disputed between Armenia and Azerbaijan, for a peacekeeping mission following an armistice that ended hostilities there.

    Newest footage released by the Russian Defense Ministry shows vehicles and soldiers boarding Il-76 transport aircraft at the Ulyanovsk-Vostochny military base, before taking off for the Caucasus.

    “...beginning at [3:00am GMT] on November 10, 2020, the Russian Federation has begun to deploy a peacekeeping contingent in the Nagorno-Karabakh conflict zone, in parallel with the withdrawal of the Armenian armed forces," the Russian Defense Ministry said in a brief statement.

    Under the new deal, Azerbaijan will hold onto areas of Nagorno-Karabakh that it has taken during the conflict. Armenia has also agreed to withdraw from several other adjacent areas over the next few weeks.

  7. Armeniens Präsident Armen Sarkisjan hat eigenen Angaben zufolge aus den Medien von der trilateralen Vereinbarung zum Ende des Krieges in der umkämpften Kaukasus-Region Bergkarabach erfahren. Er habe an den Gesprächen dazu nicht teilgenommen, hieß es in einer Erklärung auf seiner Webseite. Nun wolle er umgehend politische Beratungen aufnehmen.

    „Ich habe aus den Medien von der Unterzeichnung der Erklärung über das Ende des Karabach-Krieges mit den Präsidenten Russlands und Aserbaidschans erfahren. Aus den Medien erfuhr ich von den Bedingungen für ein Kriegsende“, hieß es.

    Es habe mit ihm als Präsidenten der Republik „leider keine Konsultationen und Besprechungen zu diesem Dokument gegeben“. Sarkisjan sei an den Verhandlungen nicht beteiligt gewesen.

      "Me he enterado por los medios de la firma de una declaración sobre el cese de hostilidades […] De las condiciones del alto el fuego también me enterado por la prensa. Lamentablemente, nadie ha consultado ni discutido conmigo, presidente de la república, este documento, ni he tomado parte en conversaciones algunas", señaló Sarkisián en una declaración divulgada este martes 10 de noviembre.

  8. El partido opositor Armenia Próspera (BHK) se propone impugnar en el parlamento el acuerdo sobre el cese de hostilidades en Nagorno Karabaj, dijo a Sputnik la diputada Ivetta Tonoián.

    "Estamos recogiendo las firmas para convocar una sesión extraordinaria con el objetivo de cancelar esta decisión", declaró Tonoián.

    Otra diputada, Naira Zograbián, admitió sin embargo que la oposición no está segura de lograr la cancelación del acuerdo.

  11. The Armenian Defence Ministry on Tuesday announced that hostilities on the Nagorno-Karabakh frontline had stopped.

    "Active hostilities along the entire frontline have ceased. Since 06:00 am (02:00 GMT) the situation has been stable. The Russian peacekeeping contingent is being deployed to Artsakh [the endonym of Karabakh]", a spokesman for the Armenian Defence Ministry, Shushan Stepanyan said.

    The statement comes hot on the heels of the country's Prime Minister Nikol Pashinyan stating that clashes in the conflict-torn region "hadn't fully ceased".

  14. La presencia de las fuerzas de paz turcas en Nagorno Karabaj no fue acordada por los presidentes de Rusia, Armenia y Azerbaiyán, afirmó el portavoz del Kremlin, Dmitri Peskov.

    "No hay una sola palabra sobre esto en el texto de la declaración que se publicó, las tres partes no lo acordaron y la presencia de los soldados turcos en Karabaj no fue coordinada", dijo Peskov a la prensa.

  15. In addition to the ceasefire, the statement contains a number of provisions that will determine the further activities of the three nations in the region, and is directed at maintaining the hard-won peace. Here are the main points from the document:

    The ceasefire will be observed by a 1,960 person-strong contingent of Russian peacekeeping forces and a dedicated centre for ceasefire control. Russian peacekeepers will be deployed along the line of contact in the Nagorno-Karabakh region and along the Lachin corridor.
    The statement does not suggest the participation of any other country's peacekeeping forces.
    The deployment of Russian peacekeepers will take place alongside the withdrawal of Armenian forces from the disputed region.
    Russian peacekeepers are to stay in their positions in Nagorno-Karabakh for five years with automatic five-year extensions should neither of the sides decide otherwise.

  16. President Armen Sarkissian on Tuesday morning (local time) issued an announcement regarding the agreement that was reached between Armenia, Azerbaijan and Russia to end the military attacks in the Karabakh conflict zone.

    Sarkissian said that he, as president of the Republic of Armenia, was not consulted on the agreement. He insisted that any agreement on Artsakh—the fate of the Armenian people—must be reached based on the aspirations of the Armenian nation with the relevant consensus.

    He called for consultations to discuss to achieve solutions for the defense of our national interests.
