LIVE UPDATES : Vladimir Putin says to decide 'today' on recognising Ukraine rebels

President Vladimir Putin said Monday he would make a decision "today" on recognising the independence of east Ukraine's rebel republics, after Russia's top officials made impassioned speeches in favour of the move.



"I have heard your opinions. The decision will be taken today," the Russian leader said at an unscheduled Kremlin security council meeting.

  1. Russian President Vladimir Putin says he will decide "today" whether or not to recognize the "independence" of the territories in Ukraine's eastern Luhansk and Donetsk regions that are under the control of Moscow-backed separatists.

    Putin's statement came came during a televised meeting of the Russian Security Council in Moscow on February 21 following requests addressed to him by the two regions' separatist leaders in a synchronized video appeal hours earlier.

    The decision could prove pivotal for Europe as Kyiv and Western leaders warn that a Russian military attack on Ukraine could be imminent, with more than 150,000 Russian troops massed near the border.

  2. Russian President Vladimir Putin listened to the members of the Russian Security Council, who favored the recognition of Donetsk and Lugansk People’s Republics, but did not announce the final decision, adding that the decision will be made later today.

    "Dear colleagues, I’ve heard your opinion. The decision will be made today," Putin told the Security Council.

    During the meeting, all participants favored the recognition of Donbass republics. Previously, Russian State Duma, LPR and DPR sent corresponding requests to the Russian President.

    Rossiya-24 TV channel announced that Putin will deliver a televised address shortly.

  5. France is convening an emergency meeting on security in connection with the situation in Ukraine, AFP reported citing the Elysee Palace.

    An emergency security meeting will be held on Monday evening.

    Prior to the meeting, French President Emmanuel Macron held phone conversations with Russian President Vladimir Putin, Ukrainian President Volodymyr Zelensky and German Chancellor Olaf Scholz, the agency said.

Russian President Vladimir Putin has informed German Chancellor Olaf Scholz and French President Emmanuel Macron that he plans to sign a decree recognizing the self-proclaimed Donetsk and Lugansk People’s Republics (DPR and LPR) in the near future, the Kremlin press service said after Putin’s telephone conversations with them.

    The Russian president informed the German and French leaders about the results of today’s meeting of the Russian Security Council that focused on the current situation around Donbass in the context of the Russian lower parliament house’s resolution on the recognition of the Donbass republics.

    Earlier in the day, the DPR and LPR leaders called for recognizing their republics’ sovereignty amid Ukraine’s aggression, intense shelling of the Donbass republics, killing and wounding civilian population.

    "The Russian president said that he plans to sign a corresponding decree in the near future," the Kremlin said.

    According to the Kremlin press service, Macron and Scholz said that they were disappointed with his plans to recognize the independence of the Donbass republics. "The French president and the German chancellor expressed disappointment over such developments," it said.

    At the same time, Macron and Scholz "expressed their readiness to continue contacts," the Kremlin added.
