 Les ministres des Affaires étrangères des 27 États membres de l'Union européenne ne sont pas parvenus lundi à se mettre d'accord pour formellement approuver l'imposition de sanctions à toute une liste de responsables bélarusses, même s'il y avait "une volonté claire" de le faire, a rapporté à l'issue de la réunion Josep Borrell, le Haut représentant de l'UE pour les Affaires étrangères et la politique de sécurité.
