Not all terror risks can be eliminated: EU security commissioner

Despite strong efforts by security agencies to stamp out terror activities, not all attacks can be prevented, the EU Commissioner for Security Julian King said on Tuesday.


"It would be misleading to say that we will eliminate all attacks or that there won't be any attacks again," he said.

King made his comments at the two-day Counter-Terrorism Conference of the Organization for Security and Cooperation in Europe (OSCE) that began in Vienna on Tuesday, just a day after a terror attack in Manchester in northern England.

More can be done to shore up defenses and security, and become a more difficult target for terrorists, though only up to a certain point, he said.

In countries where attacks have occurred, security has either been at its highest or second-highest level, and despite this prevention was not possible.

He said cooperation between EU member states has improved due to the recognition of the need for this in light of an elevated terror threat.

The improved controls of the EU's outer borders have also been a positive, and the exchange of information has also gotten better, having increased 40 percent over the past year.

The commissioner said the Schengen Information System (SIS) must be further strengthened, for which member states should not only see the sharing of terror-related information as optional, but be obligated to do so.
