ακολουθήσει την ίδια γραμμή στο ζήτημα της κυριαρχίας των τεσσάρων
νότιων Κουρίλων Νήσων, επιδεικνύοντας ωστόσο ευελιξία σχετικά με το
χρονοδιάγραμμα της επιστροφής τους στην Ιαπωνία.
Η Ιαπωνία διεκδικεί
τα τέσσερα νησιά των Κουρίλων Νήσων, που μέχρι τον Δεύτερο Παγκόσμιο
Πόλεμο της ανήκαν σύμφωνα με διμερή σύμβαση για τις εμπορικές συναλλαγές
και τα σύνορα του 1855.

- Moscow says Tokyo`s Kurils statement ‘unacceptable’
Tokyo’s statement that it doubts Russia’s sovereignty over thedisputedsouthern Kurilislands in the Pacific Ocean is ‘unacceptable’, spokeswoman for the Russian Foreign Ministry Maria Zakharova said.
Earlier, Chief Cabinet Secretary Yoshihide Suga said that the Japanese administration would not reiterate its claim over four Kuril islands and would be flexible about the deadline for their return.
Mrs. Zakharova stressed that Russia claims the disputed islands to be its territory in accordance with the UN Charter which says that Russia annexed the Southern Kurils after WW II.

относительно сроков их возвращения Японии?
Ответ: Мы обратили внимание на высказывания Генерального секретаря Кабинета министров Японии Ё.Суги, который фактически повторил известную официальную японскую позицию по проблеме мирного договора между Россией и Японией. В связи с этим хотели бы напомнить, что южные Курильские острова перешли к нашей стране на законных юридических основаниях по итогам Второй мировой войны, что закреплено в Уставе ООН. Любые заявления, ставящие под сомнение суверенитет России над указанной территорией, являются неприемлемыми.
При этом мы неоднократно подчеркивали, что искать решение проблемы мирного договора необходимо на фоне активного развития отношений между двумя странами во всех областях. Такой подход, в частности, был подтвержден лидерами России и Японии в ходе их телефонного разговора 28 декабря 2012 г.

Erstmals seit acht Jahren: Japanischer Minister will Kurilen-Inseln besuchen ...
ReplyDeleteDer für die sogenannten Nördlichen Territorien zuständige japanische Minister, Itita Yamamoto, plant einen Besuch der umstrittenen Kurilen-Inseln Kunaschir und Iturup, teilte der TV-Sender NHK am Mittwoch unter Berufung auf japanische Regierungskreise mit.
Der Minister soll dabei den visafreien Reiseverkehr nutzen, dank dem ehemalige japanische Einwohner der zu Russland gehörenden Kurilen-Inseln kurze Reisen zu ihren früheren Wohnorten vornehmen dürfen.
Eine offizielle Bestätigung für den laut dem Sender von 19. bis 23. September 2013 vorgesehenen Besuch gibt es vorerst nicht.
Während der Reise wird sich der Minister voraussichtlich mit der Infrastruktur der Inseln bekannt machen und sich mit Ortseinwohnern treffen.
Sollte der Besuch stattfinden, so wird dies die erste Kurilen-Reise eines japanischen Ministers auf die umstrittenen Inseln seit acht Jahren. Zuletzt hatte ein hochrangiger japanischer Politiker 2005 die Inseln besucht – es war die damalige Staatsministerin für die Angelegenheiten von Okinawa und die Nördlichen Territorien Yuriko Koike.
Die Kurilen sind eine etwa 1200 Kilometer lange Ansammlung von mehr als 30 großen und kleinen Inseln. Sie liegen zwischen der russischen Halbinsel Kamtschatka und der japanischen Insel Hokkaido. Nach dem Zweiten Weltkrieg fiel der gesamte Inselbogen an die Sowjetunion, was völkerrechtlich festgehalten wurde.
Japan hält die südlichen Kurilen-Inseln Iturup, Kunaschir, Schikotan und die unbewohnte Inselgruppe Habomai für unrechtmäßig besetzt und fordert deren Rückgabe. Dabei beruft sich Tokio auf einen bilateralen Handels- und Grenzvertrag von 1855, in dem diese Inseln als japanisch anerkannt worden waren.

Japan minister for northern territories visits Russia's Kuril Islands...
ReplyDeleteYUZHNO-SAKHALINSK, September 20 (Itar-Tass) - Japanese Minister of State for Okinawa and Northern Territories Affairs Ichita Yamamoto left on Friday the Russian island of Kunashir for Itirup, which is also one of the Kuril Islands.
The minister and the delegation accompanying him spend a whole day in Kunashir. The trip is made within the framework of visa-free trips between Russia and Japan. The director of the Kuril-Japanese centre, Gennady Novokhatnii, told Tass that the minister had in no way differentiated himself from the group. “He behaved very modestly, did not make any provocative statements and did not ask questions,” he said.
“It was Yamamoto’s first trip to Kunashir. By the way, as he himself noted, none of the ministers for northern territories affairs had visited the Kuril Islands over the recent ten years”. According to Yamamoto, “the main task of the visit is to see the lands of which he is the minister”.
The program of the Japanese delegation’s visit was busy - a visit to the local administration, to a kindergarten and a regional natural history museum in Yuzhno-Kurilsk. Also the delegation visited an old cemetery.
Then the delegation headed for a cultural centre, where a kimono fashion show was organized for local residents. Ichita Yamamoto himself was wearing warrior garment to the joy of the audience. Then a festive lunch was organized at the House of Russian-Japanese Friendship after which the guests headed for the port where the Etopirika motor ship was waiting for them.
On Saturday morning, the Japanese delegation will arrive in Iturup, where the guests will spend two days. During the trip, the Japanese minister also plans to meet with local authorities, local population and also visit graves of ancestors.

Russia threatens to ban visa-free travel for Japanese officials to disputed islands...
ReplyDeleteMOSCOW - Russia threatened on Thursday to ban visa-free travel for Japanese officials to four disputed Pacific islands if they make statements demanding the territories be returned to Japan.
The renewed tension could set back a fresh drive by the countries' leaders to end a decades-old territorial dispute over the small islands north of Hokkaido which were seized by Soviet troops at the end of World War Two.
The spat over the islands, known as the Southern Kuriles in Russia and as the Northern Territories in Japan, has prevented Moscow and Tokyo signing a treaty formally ending hostilities and still hinders efforts to improve relations.
"If for some reason Japanese politicians cannot refrain from making public statements on the subject of the islands after a visit to Russian territory, we reserve the right to limit their participation in such trips," the Russian Foreign Ministry said.
It underlined in a written statement that visa-free travel was permitted for Japanese officials as a "humanitarian act", mainly to enable them to visit the graves of their ancestors.

Poutine-Abe: le Traité de paix russo-japonais au menu d'entretiens...
ReplyDeleteLe Traité de paix et les relations bilatérales russo-japonaises a été lundi au centre d'une rencontre du président russe Vladimir Poutine avec le premier ministre nippon Shinzo Abe à Bali, en Indonésie, a annoncé le porte-parole du président russe Dmitri Peskov.
"La formule japonaise "pas de vainqueur, pas de vaincu" serait la meilleure base philosophique pour régler le problème du Traité de paix, les deux pays l'ont déjà reconnu au forum de Saint-Pétersbourg. Cette fois, les parties ont de nouveau confirmé que c'était la meilleure approche du problème. A présent, il faut trouver le moyen de l'appliquer", a indiqué le porte-parole devant les journalistes.
"La rencontre s'est déroulée dans une ambiance très positive, elle a permis d'évoquer un large éventail de questions bilatérales", a-t-il ajouté.
Le premier ministre japonais a hautement apprécié les efforts de Moscou visant à régler le problème syrien. M.Poutine a invité M.Abe aux Jeux olympiques d'hiver 2014 à Sotchi, en Russie.
Moscou et Tokyo restent formellement en guerre, car aucun traité de paix n'a été conclu au terme de la Seconde Guerre mondiale. Depuis plusieurs décennies, les relations russo-japonaises sont envenimées par un litige territorial portant sur quatre îles qui font partie des Kouriles du sud (Itouroup, Kounachir, Shikotan et Habomai).
Rattachées à la Russie au lendemain de la Seconde guerre mondiale, ces îles sont revendiquées par Tokyo qui évoque le traité bilatéral sur le commerce et les frontières de 1855 reconnaissant la souveraineté japonaise sur ces territoires. Cette revendication est avancée par Tokyo à titre de préalable à la conclusion du traité de paix avec la Russie. Moscou souligne pour sa part que la souveraineté des Kouriles est irrévocable et propose au Japon de renoncer à ses revendications et de développer la région de concert avec la Russie.

ReplyDeleteUne manifestation en faveur de la restitution des îles Kouriles du sud au Japon se déroule à Tokyo au moment de la visite de travail du ministre russe des Affaires étrangères Sergueï Lavrov dans la capitale japonaise.
Des véhicules équipés de haut-parleurs qui diffusent des slogans "Restituez les territoires du Nord!" (nom donné par le Japon aux Kouriles du sud, ndlr) circulent dans les rues de Tokyo. La police locale mesure le niveau de sonorisation qui ne doit pas dépasser les 80-85 décibels.
Le ministre russe des Affaires étrangères Sergueï Lavrov a entamé vendredi une visite de travail de deux jours au Japon. Il aura plusieurs rencontres bilatérales avec les dirigeants japonais et participera à une réunion au format "2+2" des ministres russes et nippons des Affaires étrangères et de la Défense.
Le litige territorial portant sur quatre îles qui font partie des Kouriles du sud (Itouroup, Kounachir, Shikotan et Habomai) envénime les relations russo-japonaises depuis plusieurs décennies. Il empêche à Moscou et Tokyo, qui restent formellement en guerre depuis la Seconde guerre mondiale, de signer un traité de paix.
