Σε κίνδυνο το δάνειο διάσωσης της Πορτογαλίας;

Στο Συνταγματικό Δικαστήριο θα φέρει τον αμφιλεγόμενο προϋπολογισμό του 2013, τόνισε στην ομιλία του για το νέο έτος, ο Πορτογάλος πρόεδρος Aníbal Cavaco Silva [1]. 
Μια τέτοια κίνηση θα μπορούσε να θέσει σε κίνδυνο τη συμφωνία δανείου διάσωσης με την ΕΕ και το ΔΝΤ ύψους 78δις €.
«Μετά από πρωτοβουλία μου, το Συνταγματικό Δικαστήριο θα κληθεί να αποφασίσει για τη συμβατότητα του προϋπολογισμού του 2013 με το σύνταγμα της χώρας», είπε ο Πορτογάλος. Πρόσθεσε ότι ο προϋπολογισμός δεν είναι δίκαιος προς όλους τους πολίτες, πλήττοντας κάποιους περισσότερο.

Στην ομιλία του ο Cavaco Silva είπε επίσης ότι η χώρα βρίσκεται στο φαύλο κύκλο της λιτότητας και της ύφεσης. Πρόσθεσε επίσης ότι το δημόσιο χρέος της Πορτογαλίας, που σήμερα είναι διπλάσιο από την ετήσια παραγωγή της χώρας, δεν είναι βιώσιμο.
Στις 31 Δεκεμβρίου, ο Cavaco Silva υπέγραψε τον προϋπολογισμό του 2013, που περιλαμβάνει τις μεγαλύτερες φορολογικές αυξήσεις στην ιστορία της χώρας, σύμφωνα με το Reuters. Η κίνηση αυτή σημαίνει ότι ο προϋπολογισμός θα τεθεί σε ισχύ από την 1^η Ιανουαρίου, εν αναμονή της απόφασης του Δικαστηρίου.
Η κεντροδεξιά κυβέρνηση του Pedro Passos Coelho ισχυρίζεται ότι οι πρωτοφανείς φορολογικές αυξήσεις στον προϋπολογισμό είναι απαραίτητες για να εκπληρωθούν οι υποχρεώσεις του δανείου διάσωσης.
Σύμφωνα με το BBC, για τους περισσότερους Πορτογάλους εργαζομένους, οι φορολογικές αυξήσεις που τέθηκαν σε ισχύ την 1^η Ιανουαρίου, αντιστοιχούν σε πάνω από έναν μισθό ετησίως ενώ η ανεργία αγγίζει πλέον το 16%.
Η αντιπολίτευση των σοσιαλιστών έχει ήδη αμφισβητήσει την εγκυρότητα των νέων φορολογικών μέτρων ενώ απείλησε επίσης να στείλει η ίδια τον προϋπολογισμό στο Δικαστήριο, σε περίπτωση που δεν το έκανε ο Πρόεδρος.

• [1] Cavaco pediu fiscalização de suspensão de subsídios e contribuição solidária

O Presidente da República pediu ao Tribunal Constitucional que analise aos normas do Orçamento de Estado referentes à suspensão do subsídio de férias em geral, do subsídio dos reformados e a contribuição extraordinária de solidariedade.


O pedido de fiscalização sucessiva do Orçamento de Estado para 2013 (OE 2013) foi hoje anuncado no site da presidência da República, referindo serem três as dúvidas sobre a constitucuionalidade que Cavaco Silva quer ver analisadas.

Estas dúvidas referem-se ao artigo 29ª do OE 2013, ou seja, a "suspensão do pagamento do subsídio de férias ou equivalente", ao artigo 77º, sobre a "suspensão do pagamento do subsídio de férias ou equivalentes de aposentados e reformados", e ao artigo 78º, que determina a "contribuição extraordinária de solidariedade".

• Portuguese President sends his country’s budget to court

Portuguese President Aníbal Cavaco Silva said in his new year speech that he will send his country’s controversial 2013 budget to the Constitutional Court. The move could put at risk a €78 billion bailout deal from the eurozone and IMF.

“On my initiative, the Constitutional Court will be called on to decide on the conformity of the 2013 state budget with the constitution of the republic,” the President said. He added that the budget didn't treat citizens fairly, hitting some worse than others.
In his speech Cavaco Silva, who has served as Prime Minister twice and is the first elected centre-right President of Portugal since the 1974 Carnation Revolution, also said the country was in a vicious circle of austerity and recession. He added that Portugal's foreign debt, now twice as high as the country's annual output, is unsustainable.
Cavaco Silva signed the 2013 budget into law earlier on 31 December, which includes the biggest tax hikes in living memory, according to Reuters. The move means the budget will take effect from 1 January, pending the decision of the Court.
The centre-right government of Prime Minister Pedro Passos Coelho has argued that the unprecedented tax increases contained in the budget are necessary to meet the terms of the country's eurozone bailout.
According to the BBC, for most Portuguese workers the tax rises that came into effect on 1 January are equivalent to more than a month's wages. There has already been a general strike and street protests have become a familiar feature, Euronews reports. Unemployment is nudging 16%.
The Socialists' opposition had already questioned the validity of the tax hikes and had threatened to take them to the Constitutional Court if the president did not.
Last year the court ruled against a pay cut for civil servants which forced the government to seek alternative sources of revenue.
