Ο Αμερικανός υπουργός ξεκίνησε σήμερα από τη Σεούλ την τριήμερη περιοδεία του στην Ασία, ενώ στη συνέχεια θα επισκεφθεί το Πεκίνο και το Τόκιο.

«Γνωρίζουμε τις παρατηρήσεις τις οποίες διατυπώνει η Βόρεια Κορέα από τα μέσα ενημέρωσης και μέσω άλλων διαύλων. Δεν μπορούμε να τις σχολιάσουμε αλλά μπορούμε να πούμε ότι θα πάρουμε όλα τα δυνατά μέτρα εξετάζοντας παν ενδεχόμενο», δήλωσε ο εκπρόσωπος του.

- North Korea would be making a "huge mistake" if it launched one of its medium-range missiles during the current standoff between it, the United States and South Korea, US Secretary of State John Kerry warned on Friday.
"Kim Jong-un needs to understand, as I think he probably does, what the outcome of a conflict would be," Kerry said in reference to the North Korean leader after meeting with his South Korean counterpart in Seoul.
"Our hope is we can get back to talks."

N. Korea has likely not moved mobile missile launchers: source....

-- North Korea seemed to stop moving vehicles suspected to be mobile launchers for its medium-range missiles over the past two days, a government source said Saturday, in a sign that Pyongyang's missile launch may not be imminent.
According to intelligence sources, the North had moved two Musudan intermediate missiles, which had been concealed in a shed in the eastern port city of Wonsan, in and out of the facility earlier this week in an apparent bid to interfere with Seoul's intelligence monitoring.
Four or five vehicles, suspected of being so-called transporter erector launchers (TEL), were also previously moving around in South Hamgyeong Province.
But a government source said that since Thursday the North has stopped moving the mobile launchers, whose timing comes on the heels of a dialogue proposal by South Korea and the U.S.
"There are no signs that the TELs have been moved in and out of the facility since Thursday or that missile launches are imminent," the government source said. "Situations surrounding the missile launch have not changed."
Geopolitical risks have heightened on the Korean Peninsula amid speculation that North Korea is poised to launch its medium-range ballistic missile, which is believed to be capable of flying as far as the U.S. territory of Guam in the Pacific Ocean.
U.S. Secretary of State John Kerry said on Friday in Seoul that the U.S. is ready to talk with the North though he stressed that preconditions for any talks hinge on Pyongyang giving up its missile launch and nuclear ambitions.
South Korean President Park Geun-hye said in a meeting with ruling party lawmakers on Thursday that she intends to "talk with North Korea" and continue humanitarian aid to the impoverished nation regardless of security tensions.
"The North might be deliberating Seoul and Washington's dialogue offer," another source said. "We are closely monitoring whether there are any changes in North Korea's moves to launch missiles."
However, Christopher Hill, a former chief U.S. nuclear envoy, said in an interview with Yonhap News Agency that it is not likely for the North to return to the negotiation table for the time being despite the dialogue proposal by Seoul and Washington.
Hill said that North Korea will not be accepted as a nuclear power, but there is the need to counter the North's nuclear ambition, necessitating further stronger alliances among Washington, Seoul and Tokyo, and close cooperation from China.
Pyongyang has ratcheted up its bellicose rhetoric by threatening to strike South Korea and the U.S as the U.N. Security Council in March adopted new sanctions on the communist country for its February nuke test.
This week, the North, which is controlled by young leader Kim Jong-un, suspended operations at the joint industrial complex in its border city of Kaesong, the last remaining symbol of inter-Korean cooperation, withdrawing all of its workers from the site.
South Korea and the United States have upgraded their surveillance posture to keep closer tabs on a possible missile launch by the North.
Speculation had risen that the missile launch might take place around Monday, on which the birthday of the North's late founding father Kim Il-sung falls.

DPRK ready to launch missiles: S.Korean defense minister....

-- South Korea's defense chief said Monday that the Democratic People's Republic of Korea (DPRK) is seen ready to launch missiles, but he noted that there are no signs of a full-scale war.
"(The military) is trailing (the DPRK's possible missile launch) as the launch is seen ready," Defense Minister Kim Kwan-jin told lawmakers at a parliamentary defense committee. "(The DPRK's) military parade is estimated (to be staged around April 15)."
His comments came amid rising expectations for the DPRK to launch missiles around April 15 when Pyongyang celebrates the birthday of Kim Il-sung, the DPRK's founder and the late grandfather of the current leader Kim Jung-un.
Pyongyang was believed to have moved intermediate-range missiles, estimated to be Musudan, to its east coast. Other missiles, including Scud and Nodong, were also believed to be mounted on mobile launchers known as the transporter-erector- launcher (TEL).
The Musudan is estimated to have a range of about 3,500 km and can reach the U.S. military base in Guam. The Scud is estimated to have a range of between 300 and 500 km, with the range for Nodong estimated at 1,300-1,500 km.
Minister Kim said there have been no signs of the DPRK waging a full-scale war, but he noted that the military is preparing for the local provocation that could happen "at any time."
Meanwhile, the defense ministry spokesman said at a press briefing that Pyongyang can fire off missiles at any moment when the political decision is made, but he noted that deadlock over the DPRK's missile launch can be lengthened.
Minister Kim reiterated his stance that the military "will strongly and sternly respond" to the possible provocation by the DPRK, but he urged Pyongyang to make efforts to solve the problem on the Korean Peninsula by coming to the negotiating table.
South Korean President Park Geun-hye said Thursday that Seoul will push for dialogue with the DPRK. On the same day, Unification Minister Ryoo Kihl-jae said in a statement that the normalization of the Kaesong complex should be made through dialogue, urging Pyongyang to "come to the dialogue table."
On Sunday, a spokesman at the DPRK's Committee for the Peaceful Reunification of Korea denounced Seoul's dialogue overtures as " cunning ploy." The committee's spokesman described the dialogue offer as a "blushless act," saying that South Korea has offered no apology for "past crimes," such as the joint military drills between Seoul and Washington.

Russian anti-submarine ship visits South Korean port...

-- Russian anti-submarine ship Marshal Shaposhnikov is visiting South Korean port of Pusan, the Pacific Fleet said Monday.
The routine visit started on Sunday and would last five days until April 18, the Pacific Fleet's spokesperson Roman Martov told Itar-Tass news agency.
The Russian delegation, led by Commander of the Pacific Fleet convoy Rear Admiral Vladimir Vdovenko, would pay a protocol visit to the Command of the South Korean Navy on Tuesday, Martov said.
During the visit, Russian navy sailors would have "an intensive cultural program," said the spokesperson, adding Russian nationals and residents of the city could visit the warship.
The Marshal Shaposhnikov warship, along with sea tanker Irkut and the rescue tugboat Alatau completed a long anti-piracy mission in the Gulf of Aden and returned to its base at the port of Vladivostok on March.
The crew of the warship includes marine units and the aviation group with two deck helicopters for reconnaissance missions.

Ο πύραυλος, σύμφωνα με τους ισχυρισμούς της κυβέρνησης της Βόρειας Κορέας, έθεσε το Δεκέμβριο του 2012 σε τροχιά ένα δορυφόρο, γράφει η εφημερίδα The Daily Beast.Οι μηχανικοί κατάφεραν σε γενικές γραμμές να ανασυνθέσουν τον πύραυλο. Από τα δεδομένα, που προέκυψαν, σε συνδυασμό με τις πληροφορίες, που ελήφθησαν από την αμερικανική κατασκοπεία, επιτράπηκε να εξαχθεί το συμπέρασμα ότι ο πύραυλος είναι κατάλληλος για τη μεταφορά ετοιμοπόλεμης πυρηνικής κεφαλής.

ReplyDeleteΗ Κίνα επέρριψε την ευθύνη στις ΗΠΑ για την αύξηση της έντασης στην περιοχή Ασίας-Ειρηνικού. Σε δήλωση του Υπουργείου Άμυνας της Λαϊκής Δημοκρατίας της Κίνας αναφέρεται ότι οι προσπάθειες ορισμένων χωρών να αυξήσουν τη στρατιωτική τους παρουσία στην περιοχή αυτή δεν συμβάλλουν στη διατήρηση της ειρήνης και της σταθερότητας.
Τον τελευταίο καιρό το Πεκίνο ανησυχεί για την εφαρμοζόμενη από τις ΗΠΑ, ούτως λεγόμενη πολιτική «επιστροφής στην Ασία» και τις ολοένα και συχνότερες ασκήσεις του Πολεμικού Ναυτικού των ΗΠΑ από κοινού με τη Νότια Κορέα και την Ιαπωνία κοντά στα κινεζικά χωρικά ύδατα.

C'est une décision "très regrettable", a réagi le ministre de l'unification à Séoul, soulignant qu'elle empêchait "un acte humanitaire"
Pyongyang a également rejeté l'offre de dialogue du Sud à propos de l'avenir du site qui fonctionne au ralenti faute d'approvisionnement et de main d'œuvre. "Le régime fantoche (sud-coréen) ne peut pas s'exonérer de la responsabilité criminelle d'avoir mis Kaesong dans cette situation désastreuse", a déclaré mardi l'organisme nord-coréen chargé des zones économiques spéciales.
Le Nord interdit l'accès au complexe, situé sur son territoire à une dizaine de kilomètres de la frontière, depuis le 3 avril et en a retiré ses 53 000 employés. Sur les 900 Sud-Coréens travaillant ordinairement à Kaesong, 700 sont revenus en Corée du Sud.
Dernier reliquat des efforts de rapprochement intercoréen, après le gel des relations bilatérales en 2010, le complexe a généré en 2012 un chiffre d'affaires de 469,5 millions de dollars US (366 millions d'euros), une manne en termes d'emploi, d'impôts et d'apport en devises étrangères pour le régime de Pyongyang.

-- North Korea on Wednesday rejected a request by South Korean businessmen to visit a jointly-run industrial complex in the North's border city of Kaesong to deliver food and check their facilities, Seoul's unification ministry said.
Pyongyang has banned South Koreans from visiting the Kaesong Industrial Complex since April 3, accusing the South of committing unacceptable provocations against its sovereign dignity. North Korea also pulled out all of its 53,000 workers from the complex on April 9, effectively halting operations of 123 factories there.

ReplyDeleteΟ ειδικός Απεσταλμένος της Κίνας για τα θέματα της Κορεατικής χερσονήσου Γου Νταουέι ενδέχεται να επισκεφθεί την Πιονγιάνγκ για την έναρξη διαπραγματεύσεων, μεταδίδει το κινεζικό πρακτορείο Yonhap, επικαλούμενο τα ιαπωνικά ΜΜΕ. Για την πρόθεση της Βόρειας Κορέας, ήδη από τα μέσα Απριλίου, να ξεκινήσει συνομιλίες με το Πεκίνο, είχε αναφέρει η ιαπωνική εφημερίδα «Asahi».
Αυτή η δήλωση υποχρέωσε τη Νότια Κορέα και τους συμμάχους της να πιστέψουν ότι η εκτόξευση του βαλλιστικού πυραύλου μέσου βεληνεκούς Μusudan είναι μάλλον απίθανο να πραγματοποιηθεί, αναφέρει η εφημερίδα.
Σύμφωνα με την εφημερίδα, η πιθανότητα εκτόξευσης του πυραύλου Musudan, εξακολουθεί να είναι μεγάλη, αλλά κάποιες πυραυλικές μονάδες έχουν ήδη αποσυναρμολογηθεί στην ανατολική ακτή της Βόρειας Κορέας.

ReplyDeleteΗ Βόρεια Κορέα απέρριψε σήμερα την πρόταση της Νότιας Κορέας για διάλογο σχετικά με τις διακορεατικές βιομηχανικές εγκαταστάσεις του Κεσόνγκ, που έκλεισε στις 3 Απριλίου η Πιονγκγιάνγκ, σύμφωνα με το πρακτορείο Yonhap.
Η Νότια Κορέα έδωσε χθες, Πέμπτη, διορία 24 ωρών στο βορειοκορεατικό καθεστώς για να αποδεχτεί την πρόταση, αλλιώς θα λάβει «σημαντικά μέτρα».
«Αν οι νοτιοκορεατικές μαριονέτες συνεχίσουν να επιδεινώνουν την κατάσταση, θα αναγκαστούμε να πάρουμε οριστικά και σοβαρά μέτρα», απάντησε από την πλευρά της η Επιτροπή Εθνικής Άμυνας της Βόρειας Κορέας, σύμφωνα με το ίδιο πρακτορείο.
Η Πιονγκγιάνγκ απαγόρευσε στους Νοτιοκορεάτες την πρόσβαση στις εγκαταστάσεις του Κεσόνγκ, που βρίσκεται στο βορειοκορεατικό έδαφος περίπου 10 χιλιόμετρα από τα σύνορα των δύο χωρών και απέσυρε τους 53.000 εργαζόμενους της σε αυτό.

-- South Korea will advise workers to withdraw from the inter-Korean industrial complex as North Korea spurned Seoul's proposal to hold talks to normalize suspended production at the zone, a government source said Friday.
The source, who declined to be identified, said that a decision has been made to ask companies to pull their people from the border town as they have been cut off from receiving food and other basic necessities since April 3.

DeleteΟ Νοτιοκορεάτης υπουργός ενοποίησης Ριο Κιλ Τζάε συνέστησε σήμερα σε όλους τους εργάτες και υπαλλήλους από τη Νότια Κορέα, που βρίσκονται στη βιομηχανική ζώνη Κεσόν στο έδαφος της Βόρειας Κορέας, να την εγκαταλείψουν.
Η Σεούλ κάλεσε επίσης τη Βόρεια Κορέα να εξασφαλίσει την ασφαλή επιστροφή των εργατών και των υπαλλήλων και να διατηρήσει άθικτη την περιουσία της Νότιας Κορέας.

-- North Korea is preparing to conduct a large-scale air, land combined forces exercise along its Yellow Sea coast, as it lets loose a steady barrage of verbal attacks against South Korea and the United States for conducting joint military drills.
A government source said intelligence picked up signs that the communist country may conduct an exercise around Nampho that makes use of aircraft and field artillery units. Nampho is the most populous port city in South Pyongan Province and lies southwest of the North Korean capital.

Κλιμακώνεται η κρίση στην κορεατική χερσόνησο...
ReplyDeleteΣε πλήρη εξέλιξη βρίσκεται τις τελευταίες ώρες η εκκένωση της βιομηχανικής ζώνης Kaesong, της μοναδικής ζώνης εντός του εδάφους της Βόρειας Κορέας στην οποία εργάζονται από κοινού Βορειοκορεάτες και υπήκοοι της Νοτίου Κορέας, από εργάτες, στελέχη εταιρειών και εργοστασίων και γενικότερα οιονδήποτε μη Βορειοκορεάτη.
Είχε προηγηθεί η ειδοποίηση της Σεούλ πως θα εκκενώσει από τους υπηκόους της την ζώνη και ουσιαστικά θα οδηγήσει στην παύση των εργασιών στη μοναδική πηγή εσόδων του βορειοκορεατικού καθεστώτος, εάν η Πιονγκ-Γιανγκ δεν εγκαταλείψει την πολεμική ρητορική της.
Στην «ειδοποίηση» αυτή είχε ανταπαντήσει το βορειοκορεατικό καθεστώς απειλώντας με περαιτέρω όξυνση των σχέσεων των δύο χωρών και με «αποτελεσματική απάντηση» σε αυτό που ονομάζει πρόκληση εκ μέρους της Σεούλ!
Το πλέον εντυπωσιακό είναι πως οι Νοτιοκορεάτες που αποχωρούν από την Kaesong παίρνουν μαζί τους κυριολεκτικά ό,τι μπορούν να μεταφέρουν, δείγμα πως δεν σκοπεύουν, ή δεν πρόκειται να τους επιτραπεί, να επιστρέψουν σύντομα στις εργασίες τους.
Όπως ανακοίνωσε πάντως το Υπουργείο Ενοποίησης της Νοτίου Κορέας, τις τελευταίες 16 ώρες έχουν επαναπατριστεί από την Kaesong και οι 170 τελευταίοι υπήκοοι Νοτίου Κορέας, αφήνοντας ουσιαστικά την βιομηχανοποιημένη αυτή ζώνη στον έλεγχο της Πιονγκ-Γιανγκ, αλλά ουσιαστικά μια ζώνη-φάντασμα, έρημη και άδεια…

-- North Korea is still working on preparations for a medium-range ballistic missile launch, South Korea's presidential office said Monday, denying a news report that the communist nation halted such preparations.
For weeks, North Korea showed signs of preparing to fire the missile, known as "Musudan," which is believed to be capable of reaching as far as the U.S territory of Guam, in what outside experts suspect as an attempt at demonstrating its capability to launch nuclear missiles.

Η εκτόξευση των βορειοκορεατικών πυραύλων αναβάλλεται ....
DeleteΗ ανταλλαγή τηλεμετρικών δεδομένων μεταξύ των δύο βαλλιστικών πυραύλων Musudan, που έχουν εγκατασταθεί στην ανατολική ακτή της Βόρειας Κορέας και του κέντρου διοίκησης έχει διακοπεί το τελευταίο διάστημα.
Σύμφωνα με τους ειδικούς, αυτό αποδεικνύει πως δεν αναμένεται εκτόξευση τις επόμενες ημέρες. «Τα σήματα παρουσιάζονται και διακόπτονται, είπε σήμερα ο εκπρόσωπος του υπουργείου Άμυνας της Νότιας Κορέας. Ωστόσο, η Β. Κορέα θα μπορούσε να προκαλέσει ανά πάσα στιγμή, όσο αυτοί οι πύραυλοι βρίσκονται σε θέσεις μάχης. Είναι πολύ δύσκολο να καταλάβουμε τις προθέσεις της αλλά μάλλον απλώς προσπαθεί να μας παραπλανήσει».
Οι ειδικοί δεν αποκλείουν το ενδεχόμενο να πραγματοποιήσει η Πιονγιάνγκ την εκτόξευση των πυραύλων και ίσως και νέες πυρηνικές δοκιμές γύρω στις 27 Ιουλίου, όταν θα γιορτάζεται η 60η επέτειος από τη λήξη του πολέμου της Κορέας.

North Korea removes missiles from launch site ....Pyongyang takes two Musudan missiles off launch-ready status and moves them from their position on the east coast....
ReplyDeleteNorth Korea has moved two missiles from launch sites on the country's eastern coast, after weeks of concern that Pyongyang had been poised for a test-launch.
A US defence official said on Monday that Washington did not believe the Musudan missiles had gone to an alternate launch site and that they were now believed to be in a non-operational location.
The move coincided with preparations by US President Barack Obama to meet South Korean President Park Guen-hye at the White House on Tuesday, where they will hold talks and have a working lunch followed by a joint news conference.
Pentagon spokesman George Little noted the change in North Korea's words, telling reporters on Monday the "provocation pause" was a positive development.
"I wouldn't again comment on intelligence. But what we have seen recently is a 'provocation pause.' And we think that's obviously beneficial to efforts to ensure we have peace and stability on the Korean peninsula," Little told reporters.
North Korea's move meant there was no longer an imminent threat of a launch, and Pyongyang would have to make preparations before returning to a launch-ready status, two other US officials said.
Tension
Amid dire threats and bellicose language from North Korea, two Musudan missiles had been deployed to the east coast, and the United States and its allies Japan and South Korea had braced for a possible test-launch in the run-up to national celebrations on April 15.
US Secretary of State John Kerry warned North Korea last month that it would be a "huge mistake" to launch the medium-range missiles, but the prospects of a test had put Seoul, Washington and Toyko on edge.
Japan and South Korea stepped up its missile defences, while the US military deployed two destroyers equipped with anti-missile weapons and a powerful radar to the area to thwart any possible launch.
Commanders told MPs US forces would be ready to shoot down any missile that threatened allies or US facilities in Guam.
But North Korea never launched a missile and eventually toned down its inflammatory rhetoric, with the crisis appearing to ease in recent days.
A Musudan missile has an estimated range of roughly 3,000 to 3,500km, according to military officers.
North Korea has several hundred short and medium-range missiles available that could reach targets in Japan or South Korea, according to the Pentagon.

DeleteLa Corée du Nord a retiré deux missiles de leur site de lancement sur la côte est du pays, ont affirmé des responsables américains, dans un contexte de décrue des tensions sur la péninsule, même si Pyongyang a de nouveau menacé Séoul de représailles, mardi 7 mai.
Les missiles "Musudan" étaient prêts à être tirés à tout moment mais ils ont "été retirés" de leur site de lancement, a déclaré lundi soir un responsable de la défense américaine sous couvert d'anonymat.

- UN Secretary-General Ban Ki-moon welcomed reports that North Korea has taken two Musudan missiles off launch-ready status as "a step in the right direction," his spokesman said on Tuesday.
US officials told Reuters on Monday that the missiles, which have a range of 3,000 to 3,500 km (1,900 to 2,200 miles), had been moved from North Korea's east coast after weeks of concern that Pyongyang had been poised for a test-launch.
"If the reports about the removal of ballistic missiles from their launch pads are correct, we would welcome that as a step in the right direction," Ban's spokesman, Martin Nesirky, told reporters.
"The Secretary-General has been consistent in urging the Democratic People's Republic of Korea to refrain from threats and other provocative actions and to reengage in dialogue with the parties concerned," Nesirky said.

Εκτόξευση διηπειρωτικού πυραύλου από ΗΠΑ ..... ΘΑ ΤΑΞΙΔΕΨΕΙ 6.500 ΧΛΜ.
ReplyDeleteΗ αμερικανική Αεροπορία (USAF) ανακοίνωσε ότι θα πραγματοποιήσει την δοκιμή του διηπειρωτικού πυραύλου Minuteman ΙΙΙ, που είχε αναβληθεί με απόφαση του υπουργού Άμυνας, Τσακ Χέιγκελ, εξαιτίας της κρίσης που είχε που βρισκόταν σε εξέλιξη με ρη Βόρεια Κορέα και των αρνητικών μηνυμάτων που θα μπορούσε να λάβει η Πιονγκ Γιανγκ.
Ο πύραυλος θα εκτοξευθεί από την αεροπορική βάση Βάντερμπεργκ στην Καλιφόρνια εκτελώντας την βαλλιστική του πορεία (μεγαλύτερη των 6.500 χιλιομέτρων, προς την ατόλη «Kwajalein» στον Ειρηνικό Ωκεανό.
Δεν θα φέρει, φυσικά, κεφαλή.
Οι ΗΠΑ διαθέτουν 450 ΙCBM Minuteman ΙΙΙ σε υπόγειες εγκαταστάσεις εκτόξευσης σε πέντε πολιτείες της χώρας, σε μία διάταξη που είχε αποδοκιμαστεί κατά την διάρκεια του "ψυχρού πολέμου" από πολλούς αναλυτές λόγω της στατικότητας και του σταθερού στόχου που έδιναν.

On May 22, the U.S. fired the intercontinental ballistic missile Minuteman 3 from a California base as part of the country's test flight aimed at determining weapon accuracy. The original test plan scheduled for mid-April was delayed amid tensions with North Korea.

S. Korea proposes final talk with DPRK on Kaesong issue...
ReplyDeleteSEOUL, July 28 (Xinhua) -- South Korean Unification Minister Ryoo Kihl-jae said Sunday South Korea will propose a final offer of talk with the Democratic People's Republic of Korea (DPRK) on reopening the Kaesong complex.
"South Korea will make a final talk proposal with DPRK to discuss (Kaesong issues)," the minister said in a statement that came three days after the sixth round of talks on reopening Kaesong broke down.
"Our government cannot help making a grave decision unless North Korea (DPRK) gives a clear answer towards measures to prevent recurrence of its unilateral shutdown of Kaesong complex," Ryoo warned.
The minister also said the South Korean government will approve five civic organizations' aids to DPRK and continue to support UNICEF's projects for infants.
During the sixth round of talks between South Korea and DPRK on reopening the Kaesong complex, the two sides failed to reach an agreement and set a date for next talk, as differences remained over whether administrative assurances should be taken to prevent recurrence of the DPRK's unilateral shutdown of the complex.
Operations of 123 South Korean companies in the industrial complex in DPRK's border town of Kaesong have been suspended for over three months after Pyongyang pulled out 53,000 DPRK workers from the industrial zone.
The inter-Korean industrial zone, launched in late 2004 and jointly managed by South Korea and DPRK, has been one of the key symbols of economic cooperation between the two countries.

Corée du Nord : nouveaux travaux sur un site de lancement de missile...
ReplyDeleteLa Corée du Nord s'est lancée dans un nouveau programme de construction d'envergure sur le site depuis lequel a été lancé un missile de longue portée en décembre, selon les images satellites d'un centre d'études américano-coréen. La construction comprend ce qui semble être une nouvelle rampe de lancement pour tester des missiles balistiques mobiles, a annoncé l'Institut américano-coréen de l'université Johns Hopkins samedi 31 août sur son site internet 38 North. Elle a commencé mi-2013 sur le site de lancement de satellites Sohae, aussi appelé Tongchan-ri, selon le site internet.
Sohae, proche de la côte située au nord-ouest du pays, a servi au lancement réussi d'une fusée Unha-3 en décembre, condamné par l'Occident qui l'avait considéré comme un essai déguisé de missile balistique de longue portée, interdit par des résolutions de l'ONU. Ces nouvelles images satellites montrent une nouvelle route, la reconstruction d'un bâtiment destiné aux troupes, la reprise de la construction d'un système de radar et la construction d'une nouvelle rampe, a précisé l'institut.
"RAMPE DE LANCEMENT PLATE"
"Même s'il est trop tôt pour déterminer la fonction exacte de ce site, une possible explication est que Pyongyang construit une rampe de lancement plate, utilisée pour le test de missiles balistiques mobiles", est-il précisé. "Une version modifiée du missile de longue portée KN-08 pourrait aussi lancer de petits satellites depuis la rampe même si cela exigerait une installation plus complexe", selon l'institut. "Des fusées tirées depuis ce site... pourraient parcourir plus de 4 000 kilomètres avant d'atteindre une terre étrangère. Cela permettrait le test complet de missiles nord-coréens Musudan", indique-t-on de même source.
L'état d'avancement de cette nouvelle construction à Sohae ainsi que l'interruption l'an dernier d'une construction sur le site de Tonghae rendent toutefois "peu probable que la Corée du Nord fasse des essais de tirs de missile au cours des six prochains mois", selon l'institut. Pyongyang soutient que son programme spatial suit un dessein purement scientifique tandis que Séoul et ses alliés, en particulier les Etats-Unis, accusent le régime de développer des missiles intercontinentaux, en infraction aux sanctions de l'ONU.
Après son essai nucléaire de février, la Corée du Nord avait indiqué avoir "utilisé un engin miniaturisé et plus léger" susceptible d'être fixé sur l'ogive d'un missile à longue portée. Puis elle avait brandi le spectre d'une "guerre thermonucléaire" et menacé Washington d'une frappe nucléaire "préventive".
