Η Πιονγιάνγκ υπερέβη σήμερα ένα ακόμη όριο στην αντιπαράθεση της (με τις ΗΠΑ) ανακοινώνοντας ότι έχει εγκρίνει το σχέδιο των στρατιωτικών επιχειρήσεων εναντίον των Ηνωμένων Πολιτειών, συμπεριλαμβανομένων πιθανών πυρηνικών πληγμάτων, προκαλώντας αντιδράσεις ανησυχίας από πολλές πρεσβείες στο εξωτερικό.
«Καλώ τις αρχές σε πρώτη φάση να μειώσουν τις εντάσεις. Η ειρήνη και η ασφάλεια στην κορεατική χερσόνησο έχουν πολύ σοβαρές επιπτώσεις σε περιφερειακό επίπεδο καθώς και σε παγκόσμιο επίπεδο», τόνισε ο Μπαν.
Ο ίδιος υπογράμμισε ότι «οι ειδήσεις και οι καθημερινές και ανακοινώσεις από την Πιονγιάνγκ είναι πραγματικά ανησυχητικές, τόσο στον τομέα της ανθρωπιστικής κρίσης όσο και λόγω της τρέχουσας κρίσης για την ειρήνη και την ασφάλεια στην κορεατική χερσόνησο».
«Ελπίζω ειλικρινά ότι τα ενδιαφερόμενα μέρη θα συνεργαστούν σε πρώτη φάση για να ηρεμήσει η κατάσταση και να ξεκινήσουν διάλογο για την επίλυση όλων των εκκρεμών ζητημάτων», σημείωσε ο γγ του ΟΗΕ.

Ban Ki-moon, himself a South Korean diplomat, called for urgent talks with the North after it said it would reactivate the weapons-making facilities on its Yongbyon nuclear complex.
“The current crisis has already gone too far,” he said. “Things must begin to calm down, there is no need for [North Korea] to be on a collision course with the international community. Nuclear threats are not a game.” .....

Earlier this week, the communist state had moved the "Musudan" medium-range missiles to its east coast, prompting the United States to send its advanced missile defense system to its base on the Pacific Ocean island of Guam.

Japan extends unilateral sanctions on DPRK for two years.....

-- Japan decided on Friday to extend its own sanctions against the Democratic People's Republic of Korea (DPRK) for two years due to the DPRK's provocative actions.
The decision was made at a cabinet meeting, marking the ninth extension of Japan's sanctions against the DPRK, as the current sanctions will expire on April 13.
Japan has unilaterally imposed sanctions on the DPRK, including ban on trade and port calls, since the latter conducted its first underground nuclear test in 2006.
On February 12, the DPRK carried out its third nuclear test, escalating tensions in the Korean Peninsula.
The UN Security Council adopted new sanctions against the DPRK last month while the United States and South Korea went ahead with annual joint war games.
However, the DPRK hit back, declaring a state of war with South Korea and restarting its nuclear complex on Tuesday.
Japanese Chief Cabinet Secretary Yoshihide Suga said Thursday that repeated provocations made by the DPRK are "extremely regrettable."

DeleteΗ κυβέρνηση της Ιαπωνίας αποφάσισε σήμερα να παρατείνει για 2 χρόνια τις μονομερείς κυρώσεις κατά της Βόρειας Κορέας, η ισχύς των οποίων λήγει στις 13 Απριλίου.
Η είδηση αυτή μεταδόθηκε από το πρακτορείο Κιόντο. Οι κυρώσεις που είχαν επιβληθεί το 2006, περιλαμβάνουν την απαγόρευση των εισαγωγών εμπορευμάτων από τη Βόρεια Κορέα, τον ελλιμενισμό των πλοίων της Βόρειας Κορέας στα ιαπωνικά λιμάνια, καθώς επίσης και αυστηρό έλεγχο των εξαγόμενων προς τη Βόρεια Κορέα εμπορευμάτων.
Μετά τη διεξαγωγή των πυρηνικών δοκιμών στη Βόρεια Κορέα το2009, η Ιαπωνία ανακοίνωσε την πλήρη διακοπή των εμπορικών συναλλαγών με τη χώρα αυτή.

Οι Αρχές των Φιλιππίνων έχουν προετοιμάσει δύο μαχητικο-μεταγωγικά αεροσκάφη C-130 για την μεταφορά συμπολιτών τους από τη Νότια Κορέα. Η είδηση αυτή μεταδόθηκε σήμερα από το τοπικό τηλεοπτικό κανάλι CBN.

This reflects the will of the Korean People's Army and the people of the country to fight a decisive battle to put a final end to the long-standing history of confrontation with the U.S., and to win a final victory in the great war for national reunification.
As the state of war was declared, all agreements which had so far guaranteed the armistice and non-aggression on the Korean Peninsula have been completely scrapped in practice.
In case there is a slight sign of provocation, the offensive weapons mounted with nuclear warheads as well as long-range artillery pieces will immediately deal physical counter-strikes at the provocative bases without any notice.
It is by no means threat and demonstration of armed forces.
The DPRK will mount preemptive nuclear strikes, merciless and thoroughgoing, to any place whether it is the Military Demarcation Line, the five islands in the West Sea of Korea and the U.S. mainland, once the sign of provocation is observed, so that the provocateurs can no longer pursue any daydream.
The strike of the DPRK will not be confined to a local war, but will be a signal flare marking the start of a holy war for national reunification.
If a war is unleashed on this land against the will of the Koreans as a result of the consequences entailed by the U.S. and its south Korean puppets' unpardonable actions, the provocateurs can not escape their ultimate doom in the war. -0-

DeleteLas autoridades norcoreanas se han declarado incapaces de garantizar la seguridad de las embajadas en Pyongyang a partir del 10 de abril en caso de conflicto, según ha anunciado en Londres el Foreign Office, que ha respondido a Corea del Norte que su obligación es proteger las misiones diplomáticas.
"El discurso del Gobierno norcoreano es que a partir del 10 de abril será incapaz de garantizar la seguridad de las embajadas y organizaciones internacionales en el país en caso de que se desarrolle un conflicto", ha declarado una portavoz del Ministerio de Asuntos Exteriores británico. "Corea del Norte tiene la responsabilidad, según la Convención de Ginebra, de proteger las misiones diplomáticas", ha sentenciado la portavoz.
Corea del Norte propuso en un primer momento a Rusia que evacuara al personal de su embajada en Pyonyang debido a la escalada de la tensión en la península coreana, según informó entonces un portavoz de la legación rusa en la capital norcoreana.
Minutos después, la misma recomendación era realizada a Reino Unido y al resto de las escasas embajadas que se encuentran en territorio norcoreano.
"Hoy 5 de abril un representante del Ministerio de Asuntos Exteriores de Corea del Norte ha propuesto a la parte rusa que estudie la evacuación del personal de la embajada de Rusia, junto a otras legaciones diplomáticas en Pyongyang, debido al agravamiento de la situación en la península coreana", dijo Denís Samsónov, portavoz de la embajada rusa.
Moscú toma 'nota'
El diplomático agregó que Moscú "tomó nota" de la propuesta y que actualmente estudia qué decisión tomar.
Al mismo tiempo, Samsónov subrayó que la situación en la capital norcoreana es de normalidad.
"No pasa nada extraordinario. La embajada trabaja en su régimen habitual", dijo.
Y añadió que en Pyongyang "no se observa ninguna manifestación de tensión" y que "no ocurre nada extraordinario, salvo que hoy es festivo".
Rusia, que comparte apenas 20 kilómetros de frontera con Corea del Norte, considera inadmisible la decisión de Pyongyang de buscar vías para refrendar jurídicamente su estatus de país nuclear.
El portavoz del Ministerio ruso de Asuntos Exteriores, Alexandr Lukashévich, advirtió ayer de que declaraciones como ésa "complican gravemente, si no cierran prácticamente, las perspectivas de reanudación de la conversaciones a seis bandas para el arreglo del problema nuclear en la península de Corea".
El pasado 26 de marzo, Corea del Norte anunció que había puesto sus misiles y unidades de artillería "en posición de combate", con el punto de mira en Corea del Sur, así como en el territorio continental de EEUU y las bases militares del país norteamericano en el Pacífico.
Además, el 30 de marzo, Pyongyang declaró que "desde ahora, las relaciones Norte-Sur entrarán en estado de guerra".

La Corée du Nord a proposé vendredi 5 avril à la Russie d'"envisager" l'évacuation de son ambassade, a déclaré le porte-parole de l'ambassade russe à Pyongyang.
"Un représentant du ministère nord-coréen des Affaires étrangères a proposé le 5 avril à la partie russe d'examiner la question de l'évacuation des collaborateurs de l'ambassade russe", a déclaré le porte-parole, Denis Samsonov, cité par les agences russes.
Londres a rappelé pour sa part à la Corée du Nord son obligation de protéger les missions diplomatiques, après que Pyongyang se fut déclaré incapable de garantir la sécurité des ambassades à partir du 10 avril en cas de conflit, selon le Foreign office.

"Je peux vous assurer que la situation est en ce moment absolument calme à Pyongyang. On n'observe aucune tension. C'est un jour férié qui ne présage rien d'extraordinaire", a conclu le diplomate.
Les chefs de missions diplomatiques des pays de l'Union européenne présents en Corée du Nord se réuniront par ailleurs samedi à Pyongyang pour décider d'une éventuelle action pour retirer leur personnel diplomatique, a annoncé ce vendredi le ministère bulgare des Affaires étrangères.

Deutschland soll Botschaft räumen....
Delete05.04.2013 · Nordkorea hat der Bundesregierung empfohlen, die deutsche Botschaft in Pjöngjang zu räumen. Im Laufe des Tages war eine ähnliche Empfehlung auch an Großbritannien und Russland ergangen. Das Auswärtige Amt gab an, die Sicherheit der Botschaft laufend zu überprüfen.
Nordkorea hat der Bundesregierung nach Informationen der dpa empfohlen, die deutsche Botschaft in Pjöngjang zu räumen. Vom Auswärtigen Amt gab es zunächst keine offizielle Bestätigung. Auch Russland, Bulgarien, die Tschechische Republik sowie Großbritannien haben mitgeteilt, dass Nordkorea ihre und die Botschaften weiterer Länder aufgefordert habe, Evakuierungspläne zu prüfen. Nordkorea hat die Botschaften in der Hauptstadt Pjöngjang nach britischen Angaben vor Auswirkungen auf ihre Sicherheit im Falle eines Konfliktes gewarnt. Pjöngjang habe erklärt, dass die Sicherheit der diplomatischen Vertretungen ab dem 10. April nicht mehr garantiert werden könne, wenn es zu einem Konflikt komme, teilte die Regierung in London am Freitag mit.
Deutschland wird in Nordkorea durch Botschafter Gerhard Thiedemann vertreten. Die Bundesrepublik nimmt in der Hauptstadt Pjöngjang auch die Interessen mehrerer anderer Staaten wahr, die dort keine eigene Vertretung haben. Erst am Vormittag hatte Außenminister Guido Westerwelle (FDP) Nordkoreas Botschafter in Berlin einbestellen lassen. Dort sei dem Diplomaten „in deutlichen Worten die sehr große Sorge der Bundesregierung angesichts der von Nordkorea zu verantwortenden Eskalation“ vermittelt worden, sagte ein Sprecher des Ministeriums. DeleteAs autoridades da Coreia do Norte propuseram esta sexta-feira à Rússia e ao Reino Unido que ponderem a retirada do seu corpo diplomático instalado em Pyongyang e já avisaram que, em caso de conflito, não garantem a segurança das embaixadas a partir do dia 10 de abril.
O porta-voz britânico do Ministério dos Negócios Estrangeiros declarou que "a Coreia do Norte tem a responsabilidade, segundo a Convenção de Genebra de proteger as missões diplomáticas".
Segundo Denis Samsonov, porta-voz da embaixada da Rússia na capital da Coreia do Norte, as autoridades explicam essa proposta de retirada com "a deterioração da situação na Península da Coreia".
O diplomata acrescentou que "foi tomado conhecimento da proposta, mas, por enquanto, não há qualquer decisão".
A mesma proposta foi feita ao Reino Unido, noticia, esta sexta-feira, o jornal "The Telegraph".
Em Pyongyang, as embaixadas russa, britânica, chinesa e cubana situam-se muito próximas umas das outras.
A Coreia do Norte anunciou na quinta-feira ter aprovado o projeto de operações militares contra os Estados Unidos, incluindo eventuais ataques nucleares.
O exército norte-coreano declarou ter informado Washington que os norte-americanos seriam "esmagados" por "meios de ataque nuclear", considerando que os voos dos bombardeiros 'B-52' e 'B-2' norte-americanos sobre a Coreia do Sul, aliada dos Estados Unidos, tinham levado a um agravamento da situação.
Pyongyang ameaçou atacar Guam e Havai, além de ter capacidade para atingir a Coreia do Sul e o Japão, onde estão estacionados 28500 e 50 mil militares norte-americanos, respetivamente.
Tecnicamente, as duas Coreias continuam em guerra, uma vez que o conflito de 1950-53 não terminou com a assinatura de um tratado de paz.

DeleteΟι Αρχές της Βόρειας Κορέας ενδιαφέρονται να μάθουν, αν σκοπεύουν οι υπάλληλοι της βρετανικής διπλωματικής αποστολής να εγκαταλείψουν τη χώρα σε περίπτωση ένοπλης σύγκρουσης, ανακοίνωσε σήμερα Παρασκευή το Υπουργείο Εξωτερικών της Μ. Βρετανίας.
Σύμφωνα με τον εκπρόσωπο του Υπουργείου, στο Λονδίνο ακόμη δεν υιοθέτησαν απόφαση, αν θα απομακρυνθούν οι υπάλληλοι της Πρεσβείας. Και θεωρούν την ίδια την πρόταση για την εκκένωση της Πρεσβείας ως μέρος της αντιαμερικανικής ρητορικής.
Νωρίτερα οι Αρχές της Βόρειας Κορέας είχαν εισηγηθεί στη Μ. Βρετανία να απομακρύνει τους διπλωμάτες της από τη χώρα, γιατί «δεν μπορούν να εγγυηθούν την ασφάλεια των πρεσβειών σε περίπτωση σύγκρουσης, αρχίζοντας από τις 10 Απριλίου».

Fidel: Evitar una guerra en Corea es uno de grandes desafíos de la humanidad....
ReplyDeleteEl líder de la Revolución Cubana, Fidel Castro, destacó este viernes que “el deber de evitar una guerra en Corea” es uno de los grandes desafíos que hoy enfrenta la humanidad, debido a que en la región del Asia-Pacífico se agrupan casi cinco mil de los siete mil millones de personas que habitan en el planeta actualmente.
En sus acostumbradas Reflexiones, Fidel tilda el conflicto en la península coreana como “un hecho tan increíble y absurdo” y “uno de los más graves riesgos de guerra nuclear después de la Crisis de Octubre en 1962 en torno a Cuba”. Aseveró que el desenlace de este conflicto recae en el Gobierno de Estados Unidos, por ser el principal responsable de la situación.
Recordó que en 1950 se desató en esa misma región coreana una guerra que costó millones de vidas, tan sólo cinco años después de que dos bombas atómicas estallaran sobre las indefensas ciudades japonesas de Hiroshima y Nagasaki, que en cuestión de minutos mataron e irradiaron a cientos de miles de personas.
“En la península coreana el General Douglas MacArthur quiso emplear las armas atómicas contra la República Popular Democrática de Corea. Ni siquiera (el presidente de los Estados Unidos entre 1945 t 1953) Harry Truman se lo permitió”, aludió Fidel en sus líneas.
En aquel entonces, el líder cubano sostiene que China perdió un millón de soldados para impedir que un ejército enemigo se instalara en la frontera coreana, así como la Unión Soviética suministró armas, apoyo aéreo, ayuda tecnológica y económica a los asiáticos.
En la realidad actual, Fidel aseguró que de estallar una guerra, “los pueblos de ambas partes de la Península serán terriblemente sacrificados, sin beneficio para ninguno de ellos”.
Asimismo, advirtió que una guerra entre las dos Coreas significaría que “el Gobierno de Barack Obama, en su segundo mandato, quedaría sepultado por un diluvio de imágenes que lo presentarían como el más siniestro personaje de la historia de Estados Unidos”.
Por ello, el expresidente cubano envió un mensaje al Mandatario norteamericano, afirmando que el deber de evitar una guerra “es también suyo y del pueblo de Estados Unidos”.
“La República Popular Democrática de Corea siempre fue amistosa con Cuba, como Cuba lo ha sido siempre y lo seguirá siendo con ella”, puntualizó el Comandante revolucionario.
Por último, elogió los avances técnicos y científicos alcanzados por Pionyang, pero les recordó sus deberes con los países que han sido sus grandes amigos, señalando que “no sería justo olvidar que tal guerra afectaría de modo especial a más del 70 por ciento de la población del planeta”.

DeleteΣε περίπτωση πυρηνικής αντιπαράθεσης οι λαοί της κορεατικής χερσονήσου θα «θυσιαστούν οικτρά» και ο πρόεδρος Μπαράκ Ομπάμα θα γίνει το «πιο καταστροφικό» πρόσωπο στην Ιστορία των ΗΠΑ, εκτιμά ο Φιντέλ Κάστρο.
«Εάν ξεσπάσει πόλεμος, οι λαοί της κορεατικής χερσονήσου θα θυσιαστούν οικτρά, χωρίς κανένα όφελος για κανέναν από τους δύο», αναφέρει στο άρθρο του που δημοσιεύεται στην εφημερίδα Γκράνμα, επίσημο όργανο της κεντρικής επιτροπής του ΚΚ Κούβας.
«Εάν ξεσπούσε μία τέτοια σύρραξη, η δεύτερη θητεία του Μπαράκ Ομπάμα θα χαρακτηριζόταν από σκηνές που θα τον καθιστούσαν την πιο καταστροφική προσωπικότητα στην Ιστορία των ΗΠΑ», προσθέτει.
Απευθυνόμενος στον Αμερικανό πρόεδρο, ο τέως πρόεδρος της Κούβας —που εγκατέλειψε την εξουσία το 2006 για λόγους υγείας— υποστηρίζει πως «το καθήκον να αποφευχθεί ο πόλεμος είναι τόσο δικό του, όσο και του αμερικανικού λαού».
Ο 86χρονος Κάστρο —που ήταν ηγέτης της χώρας του το 1962, όταν είχε ξεσπάσει η ‘κρίση των πυραύλων’— προσθέτει πως η βορειοκορεάτικη κυβέρνηση «που σήμερα αποδεικνύει την τεχνολογική και επιστημονική της πρόοδο, θα πρέπει να θυμηθεί το καθήκον της απέναντι στις χώρες που τις στάθηκαν καλοί φίλοι και θα ήταν άδικο να λησμονήσει πως ένας τέτοιος πόλεμος θα είχε επιπτώσεις σε πάνω από το 70% του παγκόσμιου πληθυσμού».
Ο ηγέτης της κουβανικής επανάστασης, ο οποίος είχε να παρέμβει με άρθρο του στον Τύπο από τις 19 Ιουνίου 2012, υπενθυμίζει πως είχε «την τιμή να γνωρίσει τον Κιμ Ιλ Σουνγκ, μία ιστορική προσωπικότητα, αξιοσημείωτα θαρραλέα και επαναστατική» και πως η Βόρειος Κορέα «υπήρξε πάντοτε φιλική προς την Κούβα, όπως και η Κούβα υπήρξε πάντοτε και θα παραμείνει φιλική μαζί της».
Η κατάσταση στην κορεατική χερσόνησο παραμένει και σήμερα ιδιαιτέρως τεταμένη καθώς η Πιονγκγιάνγκ μετακίνησε και δεύτερο πύραυλο μέσου βεληνεκούς στις ανατολικές της ακτές και τον εγκατέστησε σε εκτοξευτήρα, σύμφωνα με το νοτιοκορεάτικο πρακτορείο Γιονχάπ.

La Corée du Nord a transporté un deuxième missile de moyenne portée sur sa côte orientale et l'a hissé sur un lance-missiles mobile, annonce l'agence sud-coréenne Yonhap vendredi 5 avril, alimentant les craintes d'un tir imminent qui aggraverait une situation déjà explosive.
"Il a été confirmé que la Corée du Nord a transporté par train, en début de semaine, deux missiles Musudan de moyenne portée, vers la côte est, et les a installés sur des véhicules équipés d'un dispositif de lancement", a déclaré un haut responsable du gouvernement à Séoul, cité vendredi par l'agence. Le ministère de la Défense, qui avait confirmé la veille l'installation par Pyongyang d'un premier missile sur la côte est, n'a pas fait de commentaires sur cette nouvelle information.
Un responsable de la Marine a indiqué à Yonhap que deux destroyers sud-coréens équipés de radars perfectionnés avaient été déployés, un au large de la côte est et l'autre de la côte ouest. "Si le Nord lance un missile, nous suivrons sa trajectoire", a déclaré le militaire.
Le transport de missiles est le dernier geste en date de Pyongyang, qui multiplie les menaces apocalyptiques depuis quelques semaines, furieux du nouveau train de sanctions pris par l'ONU après un nouvel essai nucléaire, conduit début février.
Berlin a convoqué vendredi matin l'ambassadeur de Corée du Nord pour lui signifier "son inquiétude" face à l'aggravation quotidienne de la crise. "Il lui a été clairement signifié que la récente escalade de la Corée du Nord aussi bien dans le ton que dans le contenu n'était absolument pas acceptable pour le gouvernement allemand", a déclaré le porte-parole du ministère des Affaires étrangères, Andreas Peschke. South Korea 'deploys warships to track North missiles'....
DeleteSouth Korea has deployed two warships with missile-defence systems, reports say, a day after the North apparently moved a missile to its east coast.
Military officials told South Korean media the two warships would be deployed on the east and west coasts.
Seoul has played down the North's missile move, saying it may be for a test rather than a hostile act.
In recent weeks, the North has ramped up its rhetoric and made specific threats to target US territory.
One of the targets named by Pyongyang was the Pacific island of Guam, which hosts a US military base.
On Thursday, the US confirmed it would deploy a missile-defence system to Guam in response to the threats.
"The moves that we have been making are designed to ensure and to reassure the American people and our allies that we can defend the United States," said state department spokeswoman Victoria Nuland.
South Korea's foreign minister told MPs on Thursday that the North had moved a missile to the east coast, which is the location for previous military tests.

North Korea restarts Yongbyon reactor, says Seoul...
ReplyDeleteSouth Korean national intelligence service has confirmed that Pyongyang has restarted its nuclear reactor in Yongbyon that was shut down in 2007, Yonhap News Agency reported on Tuesday.
According to the report, North Korea launched its 5 megawatt graphite reactor in Yongbyon.
Earlier on Tuesday, reports said North Korea had placed its forces on heightened alert due to the scheduled naval exercises involving the navies of the US, South Korea and Japan.

South Korea spy agency says North Korea restarted reactor...
ReplyDeleteSEOUL — South Korea’s spy agency told lawmakers today (Oct 8) that North Korea has restarted a plutonium reactor at its main nuclear facility, according to two parliamentary members who attended the closed-door briefing session.
North Korea said in April it would restart the reactor after tensions ran high following its third nuclear test in February, but it has not confirmed that it has done so. Recent satellite photos have shown signs that the reactor may be operating.
The National Intelligence Service told a parliamentary committee meeting today that North Korea restarted the five-megawatt reactor at its Nyongbyon complex in August, but did not say how it obtained the information, according to the office of lawmaker Jung Chung-rae.
The office of another lawmaker, Mr Cho Won Jin, confirmed the spy service presented a similar assessment.
Mr Jung’s office cited the spy agency as saying North Korea also conducted long-range missile engine tests at a northwestern site in August and has moved artillery systems closer to the tense border dividing the peninsula in possible signs of provocation.
Defence officials said the reported engine tests showed North Korea is continuing to pursue its missile programmes, but do not mean a launch is imminent. They said they have not detected any signs that North Korea’s military has done anything suspicious.
The spy agency declined to comment.
The North Korean nuclear reactor was shuttered under a now-stalled international disarmament-for-aid deal. The reactor can be weaponised to make atomic bombs. Once it is operating, it can produce about 6kg of plutonium a year, enough for one or two bombs.
