εμφυτευμένο στο σώμα τους... Όχι, δεν είναι νομοθεσία, είναι φανταστικό
σενάριο... Το σενάριο που αποφάσισαν να χρησιμοποιήσουν οι μαθητές
βελγικού σχολείου στο παιχνίδι ρόλων στο κέντρο επισκεπτών του ΕΚ. Ένα
παιχνίδι στο οποίο οι μαθητές είναι ευρωβουλευτές για μια μέρα,
μαθαίνοντας τις διαδικασίες, τις διαπραγματεύσεις και την Ευρώπη. Την 9η
Μαΐου, Ημέρα της Ευρώπης, δείτε το βίντεο της συνεδρίασής τους.Το κέντρο επισκεπτών του ΕΚ, Parlamentarium, στεγάζεται στο κτίριό του στις Βρυξέλλες και ένα από τα πιο κεντρικά προγράμματα που προσφέρει είναι το παιχνίδι, στο οποίο ομάδες μαθητών γίνονται, για μια μέρα ευρωβουλευτές, με όλες τις διαδικασίες, τις υποχρεώσεις και τις εξουσίες του ρόλου.
Περίπου 400 ομάδες ή 10.000 μαθητές και μαθήτριες συμμετέχουν κάθε χρόνο στο παιχνίδι, που οργανώνεται από το κέντρο επισκεπτών σε ειδικά διαμορφωμένο χώρο του και μπορεί να παιχτεί σε οποιαδήποτε από τις 23 επίσημες γλώσσες της Ένωσης.
Ημέρα της Ευρώπης
Η 9 Μαΐου έχει καθιερωθεί ως η "Ημέρα της Ευρώπης", η μοναδική πραγματικά πανευρωπαϊκή επέτειος της ίδιας της Ένωσης. Είναι η ημέρα, το 1950, που ο τότε Γάλλος υπουργός Εξωτερικών και από τους ιδρυτές της Ένωσης, Ρομπέρ Σουμάν, εκφώνησε την ιστορική του ομιλία στο Παρίσι, στην Αίθουσα του Ωρολογίου του Υπουργείου Εξωτερικών της Γαλλίας. Μίλησε για την αναγκαιότητα να γίνει αδιανόητος ένας τρίτος μεγάλος πόλεμος στην Ευρώπη μέσα από την ένωση των παραγωγικών δυνατοτήτων της Γαλλίας, της Γερμανίας και των άλλων χωρών. Ως αρχή έθεσε τα δύο βασικότερα της βαριάς βιομηχανίας της εποχής, τον άνθρακα και τον χάλυβα.
Η ομιλία ή "διακήρυξη" του Σουμάν υπήρξε το εναρκτήριο λάκτισμα της διαδικασίας που,το 1957, απέφερε την Ευρωπαϊκή Κοινότητα Άνθρακα και Χάλυβα και από εκεί την Ευρωπαϊκή Οικονομική Κοινότητα και την Ευρωπαϊκή Ένωση.

Αύριο Πέμπτη 9 Μαΐου και ώρα 11.00, ο Υφυπουργός Εξωτερικών Δημήτρης Κούρκουλας θα εκφωνήσει ομιλία με θέμα «Δίχως Ευρώπη: Όνειρο ή Εφιάλτης;» σε εκδήλωση που θα πραγματοποιηθεί με την ευκαιρία του εορτασμού της Ημέρας της Ευρώπης.
Η εκδήλωση διοργανώνεται από το Ευρωπαϊκό Κοινοβούλιο και την Αντιπροσωπεία της Ευρωπαϊκής Επιτροπής στην Αθήνα στο γραφείο του Ευρωπαϊκού Κοινοβουλίου στην Ελλάδα.

Joschka Fischer : «L'Europe est au milieu du fleuve»....

Si l’envie vous prenait de chercher quelques paroles réconfortantes sur la gestion de la crise par le couple franco-allemand, d’imaginer un avenir à cette Europe secouée chaque semaine dans tous les sens et de vous préparer à voter sereinement l’année prochaine aux élections du Parlement européen, il est tout à fait déconseillé d’interviewer Joschka Fischer, l’ancien ministre Vert des affaires étrangères allemand.
C’est ce que Libération a fait devant le public attentif du European Lab à Lyon, en ce 8 mai, date anniversaire d’un armistice dont Joschka Fischer considère qu’il marque le début de la fin. «C’est l’histoire qui a fait l’Europe et c’est aujourd’hui notre plus gros problème Avant le 8 mai 1945, l’Europe était fondée sur la concurrence d’Etats souverains, sur la méfiance, les conflits de pouvoirs, et, in fine, sur la guerre. Le nouveau système européen a été construit sur la confiance, la solidarité et le compromis.» Pour l’ancien ministre, il est clair que depuis, on n’a pas trouvé la bonne martingale et si sa vision des trois grandes puissances aux commandes n’est pas sans humour, elle n’en décrit pas moins une désespérante réalité. «Les Anglais vivent sur une île avec des relations privilégiées avec les Etats-Unis et ne se sentent pas particulièrement attachés au continent, les Français pensent que la France c’est vraiment très joli –et c’est vrai !- et ne voient pas pourquoi ça changerait, et les Allemands pensent qu’ils fabriquent les meilleurs produits et disent Laissez nous exporter ! Bref, chaque Etat souverain est dans une position isolationniste. »
A la nage
Joschka Fischer ne manque pas d’images très parlantes pour décrire aussi la situation actuelle dans une version dynamique. «On nage et on est au milieu du fleuve. On a trois solutions. Soit on revient sur la berge de départ et on arrête l’euro et je vous laisse imaginer la tête des Américains et des Chinois, soit on ne fait rien et on se suicide en se laissant emporter par le courant, soit, et pour moi c’est l’unique solution, on essaye d’atteindre l’autre rive qui est l’union politique.» Joschka Fischer se prononce ainsi pour des transferts massifs de souveraineté, notamment en matière financière, bancaire et fiscale. Gérard Collomb, le maire de Lyon ne dira pas autre chose un peu plus tard. «Je suis fédéraliste. S’il n’y a pas une véritable politique de coordination, l’Europe se défera.»
Accord sur le diagnostic, et pourtant. Sans attaques ad hominem, avec ce discours entre les lignes qui sied à l’ex patron de la diplomatie, il est clairement apparu que pour Joschka Fischer, Angela, François, José Manuel et les autres ne lui paraissent pas être la bande d’amis idéale qui combinerait courage, audace et détermination pour faire cause commune. Alors lui, peut-être ? Homme de consensus unanimement apprécié des deux côtés du Rhin. «Non, je suis à la retraite désormais et pour des raisons personnelles, je ne reprendrai pas du service.» Reste encore les futures élections européennes. Joschka Fischer admet que des élections à cette échelle géographique de circonscriptions et non plus Etat membre par Etat membre pourrait changer la donne, manque probablement 27 et bientôt 28 majorités pour changer le mode de scrutin. Désespérant ? «Non, seulement très dangereux» assure-t-il. Joschka Fischer nous offre une dernière image joyeuse pour la route, «c’est comme une infection, si vous ne la soignez pas avec les bons médicaments, elle s’étend et il n’y a plus de solutions durables».
On vous avait prévenus, si vous voulez encore croire au Père Noël en costume bleu avec 27 étoiles scintillantes, n’en parlez pas à Joschka Fischer.

EU referendum: Tory MPs to force vote next week.....Commons expected to vote on Tuesday on amendment expressing regret over lack of referendum bill in Queen's speech....
ReplyDeleteConservative MPs are seeking to engineer a vote on an EU referendum by tabling an amendment to the Queen's speech next week, expressing regret that the government's legislative programme does not contain a bill introducing a referendum.
The move has the support of hardline Eurosceptics such as John Redwood, Peter Bone, Edward Leigh and David Davis.
It is normal practice for amendments to be tabled to the Queen's speech, but it is for the Speaker to decide whether to accept them. It is likely that the Speaker will accept this amendment, with a vote on Tuesday next week.
It is very unlikely the amendment will be passed, but a sizeable show of Eurosceptic strength would be taken as a sign that David Cameron is struggling to control the mood on his backbenches.
He might have to bring forward his plans to hold a referendum on EU membership one way or another. At present Cameron wants to hold the referendum after he has completed negotiations with his EU partners in the wake of the 2015 general election.
Some Tory MPs either want the referendum at the time of the general election or even in the next two years. An alternative is simply for the government to table a bill to be passed in this parliamentary session enshrining a referendum to be held after 2015.
Earlier on Thursday Nick Clegg, speaking on LBC radio, insisted Britain had to remain in the EU, saying: "I can respect someone who disagrees but nonetheless disagree with them very firmly. So many companies invest in our country precisely because they use the United Kingdom as a launch paid, ie for exports into what is the world's biggest market."
He said it was not possible for people to have their cake and eat it on the EU.
Lord Lamont, another former Tory chancellor, joined the stampede of former Tory cabinet ministers saying it was possible for the UK to survive outside the EU.
Nadine Dorries, the MP who was handed back the Conservative whip only on Wednesday, said she would be joining the rebellion. She said: "People deserve a choice about whether to stay in or out and they deserve it soon. Many of us who talk to our constituents now want the choice to go out and we have to provide it to people."
She said the UK gave £53m a day to the EU and people wanted it kept in the UK to boost growth.
She said: "Europe is failing. It is dying on its feet and it is a very small part of our global opportunity. Instead of looking to a sick and ailing Europe, we should be looking to burgeoning, expanding economic markets in India, Japan and China.
"If David Cameron wanted to shoot Ukip's fox the way to do it is to come out right now and promise the British people a referendum on Europe between now and the next general election. If he did that he would take away the reason for Ukip to exist."
She added: "The local elections have demonstrated that people are concerned about this issue more than people thought."

Turkish EU Minister and Chief Negotiator Egemen Bagis has said "Don't worry about the economic crisis, we are coming there to rescue!" about the current economic crisis in EU at the Europe Day Reception on Thursday.
Egemen Bagis attended a reception on the occasion of Europe Day in Turkish capital of Ankara.
In his speech, Bagis stated that Turkey has very crucial role in EU and added "Turkey have transformed EU's continental peace project into a global one."
"I'm enthusiastic today. After a three year gap, during the Irish presidency, we are getting ready to open a new chapter, the chapter of regional policy, a chapter which emphasizes closing the gap among different regions of our country, a chapter that very much enlighted the solution process that we all focused on" Bagis said.
-"Turkey and EU will make a great match together"-
The chief negotiator said Europe is not only important for each citizen of Europe but also important for the each and every citizen of world.
"Don't worry about the economic crisis, we are coming there to rescue! Hold tight, Turkey and EU will make a great match together" Bagis added.
-"EU will get stronger"-
The head of the European Union Delegation to Turkey Jean-Maurice Ripert said Europe would overcome the financial crisis and they would continue the dignity of all people without discrimination in his speech.
"Since the beginning of year, there is a new momentum in relations between Turkey and EU and my deep conviction is that Europe is the common future of EU and Turkey" said Ripert.
Commissioner responsible for employment, social affairs and inclusion Lazlo Andor stated that EU was a social dynamism and a single market.
"It is very hard time for European Union due to the financial crisis but I'm very confident this complexity will be overcome" said Andor.
At the occasion, Bagis and Andor were presented declaration from two students who participated in the Bosphorus conference in Istanbul.
