Η Βρετανία, η οποία ηγείται του Συμβουλίου των 15 εθνών, είχε διανείμει στα λοιπά μέλη μια έκθεση στην οποία εκφράζει «τη βαθιά της ανησυχία για την κατάσταση στην αλ-Κιουσέιρ και ιδίως για τον αντίκτυπο που οι συνεχιζόμενες μάχες θα έχουν στους πολίτες».
Στην πόλη Κιουσέιρ, η οποία βρίσκεται κοντά στα σύνορα μεταξύ Συρίας-Λιβάνου, κατοικούν περίπου 30.000 άτομα. Οι μάχες για τον έλεγχο της πόλης μαίνονται επί δύο συνεχείς εβδομάδες.
Όπως αναφέρει το πρακτορείο Ρόιτερς, οι διακηρύξεις του Συμβουλίου πρέπει να έχουν την ομόφωνη έγκριση όλων των μελών. Η Ρωσία απέκλεισε τη διακήρυξη, υποστηρίζοντας ότι «δεν είναι φρόνιμο το Συμβούλιο Ασφαλείας του ΟΗΕ να μιλάει ανοιχτά αφού δεν το έκανε όταν το Κιουσέιρ πολιορκήθηκε από την αντιπολίτευση», δήλωσε ένας διπλωμάτης στο Ρόιτερς, ο οποίος δεν θέλησε να κατονομαστεί. Ένας δεύτερος διπλωμάτης επιβεβαίωσε αργότερα τα σχόλια.
Η κίνηση της Μόσχας να εμποδίσει τη διακήρυξη υποδηλώνει το βαθύ χάσμα μεταξύ της Ρωσίας και των δυτικών χωρών σχετικά με τον τρόπο με τον οποίο πρέπει διευθετηθεί ο εμφύλιος πόλεμος στη Συρία, που μαίνεται εδώ και δύο χρόνια και έχει προκαλέσει το θάνατο τουλάχιστον 80.000 ατόμων. Σύμφωνα με το Ρόιτερς, Ρώσοι διπλωμάτες δεν δέχτηκαν να κάνουν οποιοδήποτε σχόλιο επί του θέματος.
Στη διακήρυξη, την οποία προσκόμισε το Ρόιτερς, γίνεται έκκληση στις δυνάμεις που πρόσκεινται στον πρόεδρο Μπασάρ αλ-Άσαντ και τους αντάρτες που επιθυμούν να τον εκδιώξουν από την εξουσία, «να καταβάλλουν κάθε δυνατή προσπάθεια για την αποφυγή των θανάτων άμαχων ανθρώπων, ενώ παράλληλα η συριακή κυβέρνηση πρέπει να αναλάβει τις ευθύνες της προκειμένου να προστατεύσει τους πολίτες». Αποτελεί επίσης μια έκκληση προς την κυβέρνηση Άσαντ «να επιτρέψει την άμεση, πλήρη και ανεμπόδιστη πρόσβαση των ανεξάρτητων ανθρωπιστικών φορέων του ΟΗΕ στους αμάχους που έχουν παγιδευτεί στην πόλη Κιουσέιρ». Επαναστάτες, παγιδευμένοι στην Κιουσέιρ, έκαναν έκκληση για στρατιωτική και ιατρική βοήθεια για τους εκατοντάδες ανθρώπους που τραυματίστηκαν κατά τη διάρκεια των επιθέσεων από τις κυβερνητικές οργανώσεις.
Η Ρωσία και η Κίνα αντιτίθενται στις προσπάθειες του Συμβουλίου Ασφαλείας του ΟΗΕ για την επιβολή κυρώσεων στην κυβέρνηση Άσαντ και μέχρι στιγμής έχουν ασκήσει βέτο σε τρία σχετικά ψηφίσματα.
Από την άλλη, η Μόσχα και η Ουάσινγκτον προσπαθούν να οργανώσουν μια ειρηνευτική διάσκεψη στη Γενεύη, αυτό το μήνα, με τη συμμετοχή της κυβέρνησης και των ανταρτών προκειμένου να βρεθεί μία λύση στον εμφύλιο πόλεμο που μαστίζει τη Συρία. Μέχρι στιγμής δεν έχει αποφασιστεί ποια από τις δύο πλευρές θα συμμετάσχει στη διάσκεψη, ούτε και έχει οριστεί συγκεκριμένη ημερομηνία για αυτή.

- Russia blocks UN condemnation of Syrian fighting
UNITED NATIONS (AP) — Russia blocked a Security Council declaration that would have criticized the Syrian regime’s offensive against the rebel-held town of Qusair, a UN diplomat said late Saturday. The Security Council diplomat said Russia blocked the declaration because the council made no statement when rebels seized the town. The diplomat spoke on condition of anonymity because the discussions Saturday were private.
Qusair has become a flashpoint in Syria’s
civil war, with the Lebanese militant group Hezbollah joining the
regime’s offensive. Syria’s political opposition cited Hezbollah’s role
in the war and the dire situation in Qusair as reasons for not attending
peace talks with the regime in Geneva.
Earlier Saturday, the International Committee
of the Red Cross and the United Nation’s two top officials dealing with
human rights and humanitarian issues said they were alarmed by reports
that thousands of civilians are trapped in Qusair and that hundreds of
wounded people are in urgent need of medical care.
The UN officials called for a cease-fire to
allow the wounded to be evacuated. They said more than 10,000 people
have fled to two nearby towns and need food, bedding, water and medical
care.
The Red Cross said it has requested access to Qusair and is prepared to enter the city immediately to help the civilians there.
Syria’s political opposition cited Hezbollah’s
role in the war and the dire situation in Qusair as reasons for not
attending peace talks with the regime in Geneva, which the US and Russia

Damasco impedirá la entrada de ayuda humanitaria en la ciudad de Al Quseir.....
ReplyDeleteEl Gobierno sirio no permitirá la llegada de ayuda humanitaria a la ciudad de Al Quseir hasta que finalicen los combates, aseguró hoy el ministro sirio de Exteriores, Walid al Mualem, tras una petición al respecto de la ONU.
Al Mualem hizo estas declaraciones durante una conversación telefónica con el secretario general de la ONU, Ban Ki-moon, en la que trataron de la situación en la estratégica Al Quseir, blanco de una ofensiva de las tropas del régimen desde hace tres semanas.
Según la agencia oficial Sana, Al Mualem señaló que el Comité Internacional de la Cruz Roja y la Media Luna Roja siria podrán entrar en Al Quseir "inmediatamente después de que finalicen las operaciones militares".
El jefe de la diplomacia siria dijo a Ban que el ejército defiende a los residentes de Al Quseir "de la intimidación de los grupos terroristas armados y ayuda en la recuperación de la seguridad y estabilidad en esa localidad".
Ayer, la ONU denunció que miles de civiles están atrapados en medio de intensos enfrentamientos en Al Quseir y afirmó que unos 1.500 heridos necesitan ser evacuados de inmediato para recibir atención médica urgente.
La alta comisionada de la ONU para los Derechos Humanos, Navi Pillay, y la coordinadora de Socorro Humanitario de la ONU, Valery Amos, pidieron un alto el fuego, de modo que las organizaciones humanitarias puedan evacuar a los civiles y suministrarles tratamientos de emergencia.

Russia Blocks UN's Qusair Resolution, Calls It ‘Unilateral’....
ReplyDeleteMOSCOW, June 2 (RIA Novosti) – Russia has blocked British-drafted resolution that criticizes the Syrian regime’s offensive in the strategic town of Qusair in Syria, UN diplomatic sources told RIA Novosti on Sunday.
Russia called the draft text “unilateral” and “not reflecting the real situation in Syria, particularly in Qusair,” which is close to the border with Lebanon. A diplomat said Moscow blocked the resolution as the UN had failed to make a statement when the rebels seized the town.
According to UN figures, some 1,500 wounded civilians have been trapped in the besieged Syrian town and are in need of emergency.
The UK-drafted UN statement obtained by RIA Novosti said the Syrian government must allow “immediate, full and unimpeded access” to UN humanitarian agencies to reach the civilians in Qusair.
Syria’s Foreign Minister Walid Muallem told UN Secretary-General Ban Ki-moon on Sunday the country will allow the Red Cross into Qusair after the military operation is over, according to the Syrian State Television.

UN Secretary General Ban Ki-moon stated on Tuesday that he found the report of UN Commission of Inquiry on Syria "shocking".
The UN Commission of Inquiry on Syria presented its latest report on the human rights situation in Syria.
Spokesperson for the UN Secretary General Martin Nesirky assessed the report at a daily press meeting in New York on Tuesday.
Nesirky underscored that the commission has noted there were 'reasonable grounds' to believe chemical weapons were used in Syria. Ban's spokesperson also stressed that the conflict has reached new levels of brutality and that war crimes and crimes against humanity became a daily reality in Syria.
Nesirky said, when the Secretary-General Ban went throught the report, he found it staggering and sickening.
"The Secretary-General would like to see progress towards a political solution during the three-way meeting that is to take place in Geneva on Wednesday," spokesperson said.

Russia probes mortar shelling of its Syria embassy ....
ReplyDeleteMoscow has launched an investigation into yesterday’s mortar shelling of its Syrian embassy in Damascus to determine whether the shellfire was a premeditated attack of Syrian rebels against the Russian diplomatic outpost.
A statement to this effect was made today by the Russian foreign office. “The inquest will determine whether the attack was planned by militants to target Russian nationals and our interests in Syria,” the message said.
It cited Syrian rebel leader Salim Idris, chief of staff of the Syrian Military Council, as saying recently that opposition forces would blur the borders of the Syrian conflict to involve other nations.

ReplyDeleteDie Zahlen sind alarmierend: Jeder fünfte Syrer bekommt wegen der Kämpfe zwischen Regierung und Rebellen nicht genug zu essen. Die Uno warnt vor einer weiteren Verschärfung der humanitären Situation in dem Bürgerkriegsland.
Rom - Die Vereinten Nationen befürchten eine Hungersnot in Syrien, sollte sich der Bürgerkrieg wie bisher fortsetzen. Schon jetzt bekommen vier Millionen Menschen - ein Fünftel der Bevölkerung - nicht ausreichend Nahrung, wie aus einem Uno-Bericht vom Freitag hervorgeht. Die Situation habe sich im vergangenen Jahr deutlich verschärft, könnte jedoch noch weitaus kritischer werden, warnt die Organisation.
"Getreide und Viehbestand, die Verfügbarkeit von und der Zugang zu Nahrungsmitteln" würden immer stärker Opfer des Konflikts, erklärte die Uno und warnt: "Die Produktion der kommenden zwölf Monate ist ernsthaft gefährdet." Für ihren Bericht bereisten Uno-Mitarbeiter des Welternährungsprogramms zwischen Mai und Juni das Land.
Der Report geht davon aus, dass Syrien innerhalb dieses Zeitraums bis zu 1,5 Millionen Tonnen Weizen importieren müsse. Die Ernteerträge seien zuletzt um rund 2,4 Millionen Tonnen gefallen. Dies seien rund 40 Prozent weniger als zu Friedenszeiten und 15 Prozent weniger als 2011/12. Die jährliche Weizenernte vor dem Ausbruch des Konflikts lag bei etwa vier Millionen Tonnen. Zudem sei in einigen Gebieten Weizenmehl nun doppelt so teuer als noch vor zwei Jahren.
