EU urges 'strong response' to Syria attack. - Ministers point finger for alleged chemical weapons use at Assad's regime, but stop short of endorsing military action. (1+1 VIDEO)

Catherine Ashton, the European Union's foreign policy chief, has said that "a clear and strong response" must be delivered on the use of chemical weapon weapons in Syria, but has urged those advocating military strikes to wait for a UN inspectors' report.
Speaking in the Lithuanian capital, Vilnius, on Saturday, Ashton said that the EU's 28 governments agreed that available information showed strong evidence that the Syrian government was responsible for an alleged chemical weapons attack on civilians on August 21 that killed hundreds.
"[The Syrian government] is the only one that possesses chemical weapons agents and the means of their delivery in a sufficient quantity," Ashton told reporters as she read out a joint statement prepared by the ministers.


'War crime'
Ashton said the August 21 attack was a "blatant violation of international law, a war crime and a crime against humanity" and that the ministers "were unanimous in condemning in the strongest terms this horrific attack".

The ministers agreed, she said, that the world "cannot remain idle" and said a clear and strong response was needed to prevent any future use of chemical weapons in Syria.
The ministers stopped short, however, of explicitly supporting military action against Syria, as proposed by the United States, France and others.
US Secretary of State John Kerry, in Vilnius trying to make the US administration's case for a strike, thanked the EU for a "strong statement about the need for accountability".
Kerry said he would share his counterparts' concern with US officials.
President Barack Obama has asked the US Congress to approve the use of force. A final vote in the US Senate is expected at the end of the coming week. A US House of Representatives vote is likely the week of September 16.
Ashton said EU ministers welcomed French President Francois Hollande's commitment to wait for a report by United Nations inspectors on the August 21 attack before taking any action.
"The EU underscores [...] the need to move forward with addressing the Syrian crisis through the UN process," she said.
The US says that 1,429 people were killed in the August 21 attack, while aid agencies have confirmed at least 355 deaths, with thousands more wounded.
Fighting rages in Syria
Meanwhile, fighting continues on the ground in Syria, where rebels and government forces have continued to battle for control of the mainly Christian town of Maaloula, according to a UK-based anti-government rights group.
"There are clashes just inside the town in the western district between [a pro-government militia group] and rebel forces," Rami Abdul Rahman, director of the Syrian Observatory for Human Rights, told AFP.
"There are also clashes between soldiers backed by militias and rebel fighters around the area of one of the entrances to Maaloula," he said.
The fighting on the outskirts of the town started with an army attack on a group of rebels in a hotel on a nearby hill.
State television, meanwhile, citing a military source, said the army had targeted the hotel and surrounding positions where "terrorists" were stationed, killing several and destroying their weapons.
Elsewhere in Syria, the Observatory said on Saturday that 14 rebels and two civilians were killed in government shelling of the Kiswa and Maqbaliya, two areas south of Damascus.
The group also reported bombardments in Zamalka, east of Damascus, as well as Daraya and Moadamiyat al-Sham in the southern outskirts of the capital.

    BRUSSELS, September 7 (Itar-Tass) - The European Union said that no “further action” should be taken with regard to Syria before the U.N. chemical weapons experts investigating alleged chemical attacks in Damascus’ suburbs release their findings.

    At their informal meeting on Saturday, September 7, the EU foreign ministers called for “a clear and strong response” to the chemical attack in Syria.

    “On 21 August, a large-scale chemical attack was perpetrated in the outskirts of Damascus, killing hundreds of people, including many women and children. That attack constituted a blatant violation of international law, a war crime, and a crime against humanity. We were unanimous in condemning in the strongest terms this horrific attack,” Catherine Ashton, the High Representative of the Union for Foreign Affairs and Security Policy, said in a statement after the ministerial meeting.

    “Information from a wide variety of sources confirms the existence of such an attack. It seems to indicate strong evidence that the Syrian regime is responsible for these attacks as it is the only one that possesses chemical weapons agents and means of their delivery in a sufficient quantity,” she said.

    Ashton noted that “a clear and strong response is crucial to make clear that such crimes are unacceptable and that there can be no impunity. We must prevent creating a dreadful precedent for the use of chemical weapons in Syria again, or elsewhere.”

    At the same time, the EU ministers stressed the need to move forward with addressing the Syrian crisis through the U.N. process. “We note the on-going UN investigation on the 21st of August attack and further investigations on other chemical weapons attacks carried out in this conflict. It hopes a preliminary report of this first investigation can be released as soon as possible,” Ashton said, adding that “the EU urges the UN Security Council to unite in its efforts to prevent any further chemical attack.”

    The ministers pointed out that “only a political solution can end the terrible bloodshed, grave violations of human rights and the far-reaching destruction of Syria. An encompassing diplomatic process leading to a political solution is now more urgent than ever. The initiative for a ‘Geneva II’ peace conference, must move ahead swiftly. The EU is ready to provide all support needed to achieve a political settlement and work with partners and international actors, particularly the United Nations.”

    MOSCOW, September 7 (RIA Novosti) – EU foreign ministers have called for a “clear and firm” response to those guilty of using chemical weapons in the conflict in Syria, the EU’s top diplomat Catherine Ashton said Saturday at a security policy meeting in Vilnius attended by US Secretary of State John Kerry.

    "It seems to indicate strong evidence that the Syrian regime is responsible for these attacks as it is the only one that possesses chemical weapons agents and means of their delivery in a sufficient quantity," Ashton said in a statement on the EU website.

    L'UE a appelé samedi les Etats-Unis à ne pas lancer une opération militaire contre la Syrie avant la publication d'un rapport d'experts de l'ONU sur l'attaque chimique de Damas du 21 août.

    Les pays membres de l'UE ont fait cette proposition lors d'une conférence interparlementaire pour la politique étrangère et de sécurité commune et la politique de sécurité et de défense commune à Vilnius, en Lutuanie.

    Le président américain Barack Obama cherche à obtenir le feu vert du Congrès pour une opération militaire contre Damas que Washington accuse d'avoir utilisé des armes chimiques le 21 août.

    Die EU hat die USA aufgerufen, keine Kampfhandlungen gegen die syrischen Behörden aufzunehmen, bis die UN-Chemiewaffenexperten ihren Bericht vorgelegt haben.

    Das meldete die Nachrichtenagentur AP am Samstag nach einem Treffen der EU-Außenminister in der litauischen Hauptstadt Vilnius. US-State-Secretary John Kerry versprach, Präsident Barack Obama über die Meinung seiner europäischen Kollegen zu informieren. Zugleich gab Kerry klar zu verstehen, dass die USA bislang nicht beschlossen haben, den UN-Bericht abzuwarten.

    Unterdessen versicherte Obama in seiner traditionellen Fernsehansprache, dass die geplante Syrien-Operation "im Interesse der USA liegt und nicht zu einem zweiten Irak oder Afghanistan wird". "Wir reden nicht von einer Intervention mit unbestimmter Frist… Eine Bodenoperation (der US-Truppen) wird es nicht geben. Unsere Handlungen werden darauf gerichtet sein, die syrische Regierung um die Möglichkeit weiterer Giftgasattacken zu bringen."

    NICE - A UN weapons inspectors' report on chemical arms use in Syria is likely to be handed in at the end of next week, French President Francois Hollande said on Saturday.

    "When the (US) Congress will have voted on Thursday or Friday and when we will have the inspectors' report, likely at the end of the week, a decision will have to be made," Hollande said, speaking from the southeastern city of Nice.

    Sechs türkische Kampfflugzeuge F-16 sind auf Alarmbefehl zu einem Aufklärungsflug in Richtung der syrischen Grenze gestartet. Wie die Zeitung „Sabah“ am Sonntag schreibt, sind die Piloten dazu berechtigt, im Bedarfsfall das Wirkungsfeuer zu eröffnen.

    Die in der Provinz Diyarbakir im Südosten der Türkei stationierten Flugzeuge haben komplette Munitionsausstattungen an Bord.

    Angesichts der zu erwartenden Invasion in Syrien hat die Türkei verstärkte Sicherheitsmaßnahmen an ihrer Grenze zu diesem Land getroffen. Im Südosten der Türkei sind derzeit 15 000 Soldaten sowie rund 450 Panzer und mehr als 150 großkalibrige Maschinengewehre stationiert.     Le président de la Commission européenne a profité de son discours annuel sur l’état de l’Union pour affirmer que l’usage d’armes chimiques « devait être condamné ».

    A l’occasion de son discours annuel sur l’état de l’Union, le président de la Commission européenne, José Manuel Barroso, a estimé que le recours aux armes chimiques en Syrie devait être « condamné et nécessite une réponse forte ». « La communauté internationale avec en son centre les Nations unies doit assumer une responsabilité collective pour mettre un terme à ce conflit », a-t-il ajouté.

    Σε δήλωση της, στην Ολομέλεια του Ευρωπαϊκού Κοινοβουλίου, σχετικά με την κατάσταση και τις εξελίξεις στη Συρία, η Υπατη Εκπρόσωπος Εξωτερικής Πολιτικής της ΕΕ Κάθριν Αστον, υποστήριξε ότι, με βάση νεότερα στοιχεία, επιβεβαιώθηκε αυτό που ήδη όλοι γνώριζαν.

    "Μόνο το καθεστώς Ασαντ είχε τις απαιτούμενες ποσότητες και τα μέσα, για την χρήση χημικών όπλων στις επιθέσεις της 21ης Αυγούστου", τόνισε χαρακτηριστικά.

    Η βαρώνη Αστον χαρακτήρισε έγκλημα κατά της ανθρωπότητας την χρήση χημικών όπλων στη Συρία και αποκάλυψε ότι, το συριακό καθεστώς έχει εντείνει τις πολεμικές του επιχειρήσεις τόσον κατά των επαναστατών όσον και κατά των κούρδων της Συρίας.

    Αυτό έχει προκαλέσει μία αυξημένη ροή προσφύγων από την Συρία προς το Ιράκ, είπε χαρακτηριστικά.

    Αφού εξέφρασε τη λύπη της για το γεγονός ότι τα μέλη του Συμβουλίου Ασφαλείας δεν κατέληξαν σε συμφωνία, για να υπάρξει μία σθεναρή αντίδραση στο καθεστώς Ασαντ στην Συρία, η κυρία Αστον αναφέρθηκε στις εξελίξεις που σημειώνονται μετά την Ρωσική πρόταση να τεθούν υπό διεθνή έλεγχο τα χημικά όπλα της Συρίας.

    Είναι πολύ σημαντικό να αξιοποιήσουμε αυτή την πρόταση, υποστήριξε αλλά, τόνισε, το συριακό καθεστώς θα πρέπει να συμμορφωθεί στην παράδοση του χημικού του οπλοστασίου, "γρήγορα, πλήρως και άνευ όρων."

    Η Καθριν Αστον χαρακτήρισε εξίσου σημαντικο και το γεγονός της ενασχόλησης της ΕΕ με την μοίρα των προσφύγων, διευκρινίζοντας ότι ήδη η Ευρωπαϊκή Ενωση έχει δώσει 1,3 δις ευρώ για βοήθεια στους πρόσφυγες από την Συρία.

    Ανέφερε δε ότι, σύμφωνα με εκτιμήσεις του ΟΗΕ, θα χρειασθούν ακόμη περισσότερα χρήματα για την ανοικοδόμηση της Συρίας δεδομένου ότι, όπως υπογράμμισε, το 75% των κτιριακών και άλλων υποδομών της χώρας έχει ήδη καταστραφεί.
