At a Friday morning meeting on the sidelines of the summit, the UN chief called on world leaders to convene as soon as possible the international conference on Syria in Geneva (known as “Geneva 2”), with the participation of senior Russian, US and UN officials.
Secretary General Ban said the humanitarian crisis in Syria is unprecedented in scale in recent history and the world should do everything to put an end to the sufferings of the Syrian people. He urged the participants to study the possible options for preventing further militarization of the conflict.
Russia and the US agreed in early May to hold an international conference aimed at facilitating a solution through political dialogue to the Syrian crisis. The US postponed the conference in late June.
US President Barack Obama recently asked the US Congress to support a limited military intervention in Syria because of the regime’s alleged use of chemical weapons, which the US claims killed over a thousand civilians in one attack last month. The Senate's Foreign Relations Committee approved a motion backing a military strike Wednesday, with a final vote expected next week after Congress reconvenes Monday.
Russian Foreign Minister Sergei Lavrov said Monday any US military strike against Syria would push the planned conference “a long way back.”
Moscow has repeatedly insisted that the United Nations is the only body that can legitimize military action in Syria.
Highlighting the human toll of the conflict, Ban said Thursday over 100,000 people have died and 4.25 million people have been displaced within the country, while at least another two million Syrians are now refugees abroad.

Les Etats-Unis prennent leurs précautions. Alors que l'éventualité d'une intervention militaire en Syrie se précise, Washington a évacué vendredi 6 septembre une partie du personnel de son ambassade au Liban voisin. Le département d'Etat recommande également aux Américains d'éviter de se rendre dans ce pays ou en Turquie. Les Etats-Unis craignent d'éventuelles représailles contre leurs intérêts et leurs ressortissants dans la région s'ils se décident à intervenir contre le régime syrien.
La Russie s'inquiète également de l'intervention qui se prépare, mais pour des raisons différentes. Moscou a mis en garde vendredi les Etats-Unis contre les risques de frapper l'arsenal chimique syrien. "Il y aurait une menace de rejets de substances hautement toxiques, avec des conséquences pour la population civile et l'environnement", s'inquiète le ministère russe. "On ne peut pas exclure qu'en outre, de tels actes inconsidérés n'offrent l'accès à des armes chimiques aux rebelles et aux terroristes", poursuit le communiqué.
Cette mise en garde intervient alors que le principal allié de la Syrie a dépêché, jeudi et vendredi, trois de ses navires de guerre en Méditerranée orientale, à proximité des côtes syriennes où se trouvent déjà plusieurs navires américains. L’ambassade américaine à Beyrouth a annoncé vendredi qu’elle évacuait son personnel non-essentiel, alors que les Etats-Unis menacent de lancer une frappe contre le régime syrien accusé d’avoir fait usage d’armes chimiques contre la population civile.
«Le 6 septembre, le département d’État a décidé de réduire le nombre de personnel non-essentiel et celui des membres de leurs familles de l’ambassade à Beyrouth en raison des menaces contre les sièges des missions américaines et contre le personnel», indique l’ambassade dans un communiqué.
L’ambassade n’a pas donné de détails sur le type de menaces et d’informations sur le nombre de personnes concernées par cette évacuation.

US issues southeastern Turkey travel warning over threats...
ReplyDeleteThe United States tightened security at diplomatic missions in Lebanon and Turkey on Friday because of threats, ordering personnel out of Lebanon and offering to evacuate those in Adana in southeastern Turkey.
The State Department also warned U.S. citizens against traveling in Lebanon and southeastern Turkey, and urged Americans in the rest of Turkey "to be alert to the potential for violence."
Officials did not offer specifics about the threats, which were revealed less than a week before the 12th anniversary of the Sept. 11 attacks and amid an intensifying U.S. debate over President Barack Obama's plans to strike Syria.

Syria Parliament Urges US Congress to Block Strike ...
ReplyDeleteThe head of Syria's parliament has urged the US Congress to vote against military action targeting Syria, state news agency SANA said on Friday.
"We urge you not to take reckless measures as you have the power to steer the United States from the path of war to that of diplomacy," SANA quoted parliament chief Jihad al-Lahham as saying.
The message is intended to be sent to every member of the US Congress before they vote on a request from US President Barack Obama for authorization to use military force against Syria.
"Any military intervention would be illegal because Syria is a sovereign country and does not represent a threat to the United States, and any strike would not be authorized by the (UN) Security Council," Lahham said.

ReplyDeleteBei einer Wahlkampfveranstaltung der SPD hat sich Altkanzler Helmut Schmidt gegen einen Militäreinsatz der USA ausgesprochen. Der treffe im Zweifel nur die Bevölkerung.
Der frühere Bundeskanzler Helmut Schmidt (SPD) hat vor einem Militärschlag der USA in Syrien gewarnt. Die Leichtfertigkeit, mit der manche glaubten, eine militärische Lösung sei der richtige und bessere Weg, erschrecke ihn, sagte der 94-Jährige bei einem Auftritt mit SPD-Fraktionschef Frank-Walter Steinmeier in dessen Wahlkreis in Brandenburg an der Havel.
"Ich bin weiß Gott kein Pazifist, ich bin ein alter Soldat", sagte Schmidt. Es sei aber nicht klar, welche Kräfte in der Opposition zu Syriens Machthaber Baschar al-Assad stünden. Es gebe keine sich anbietende Lösung der Vernunft. Ein Militärschlag treffe am Ende nur die Bürger Syriens.
Steinmeier sagte, zwei Tage Bombardierung wären für Assad weniger gefährlich als eine gemeinsame Haltung von Russland und den USA.
Der Auftritt in Brandenburg, wo Steinmeier seinen Wahlkreis hat, ist Schmidts einziger geplanter Wahlkampftermin. Schmidt hat einen guten Draht zu Steinmeier, aber auch zu Kanzlerkandidat Peer Steinbrück, den er früh als Kanzlerkandidat unterstützt hatte.
Viele Fehler bei der Deutschen Einheit
In dem vom früheren ZEIT-Herausgeber Theo Sommer moderierten Gespräch ging es auch um die frühere Ost-Politik. Über den früheren SED-Generalsekretär Erich Honecker sagte Schmidt: "Erich Honecker war ein unsicherer Mensch. Er hat mir leid getan."
