government will support an EU decision next week on opening a new
chapter in Turkey’s EU membership talks, media reported on Sunday.

for the progress in Turkey’s accession talks, Spiegel reported.
EU ministers are set to meet in Luxembourg early this week and Turkey’s EU process is among the key items on the agenda. On Tuesday ministers will discuss determining a date for opening the new policy chapter in Turkey’s membership talks, the Chapter 22 on "Regional Policy."
It would be the first chapter to be opened in three years and has been widely regarded as an important step to revive Turkey’s stalled EU membership process. An agreement for opening the chapter had become far from certain following the outcome of September 22 elections in Germany, but Merkel’s “green light” is highly likely to clear the way for a positive decision.

German conservatives, who won a resounding victory in the September 22 elections, are opposing a full EU membership perspective to Turkey.
Following the publication of European Commission’s Progress Report on Turkey last week, German conservative member of the European Parliament, (MEP) Markus Feber, told press that the time has come for the EU “to show Turkey the red card”. Feber, who is a member of Christian Social Union (CSU), the sister party of Merkel’s Christian Democrats (CDU), argued that Turkey has already lost her interest in the EU process and is not a democratic partner.

Despite opposition by some outspoken conservatives, German Foreign Ministry has called for opening new chapters in Turkey’s accession talks.
According to Spiegel, Foreign Ministry’s evaluation ahead of talks in Luxembourg has underlined that Turkey’s recent democratization package “has been the right step in the right direction,” following the developments after Gezi Park protests.
German Foreign Ministry pointed out ongoing discussions on democracy and freedom of expression and further suggested opening new chapters in Turkey’s membership talks which are related to human rights and judiciary.
The EU had initially planned to open Chapter 22 in Turkey’s accession talks in June. But due to the disagreements between Brussels and Ankara in the aftermath of the Gezi Park protests and due to the opposition by Berlin, the final decision has been delayed to October.
EU foreign ministers reached a political agreement on June 25 to open the Chapter 22 but said that they would determine the date for the Inter-Governmental Conference on opening the chapter on October 22, after the presentation of the European Commission's progress report ***on Turkey and following to review the political situation.
As a candidate country, Turkey has to successfully conclude negotiations in 35 policy chapters, which foresee reforms and adoption of European standards, in various policy areas for its EU membership. Since 2005, Turkey has started negotiations on 13 chapters.

- No new chapters have been opened in the past three years, mainly due to the Cyprus issue and the blockage by former French President Nicolas Sarkozy, who opposed Turkey's EU membership.

ReplyDeleteΗ Γερμανία πρόκειται να άρει την αντίθεση που εξέφρασε τον Ιούνιο σχετικά με το άνοιγμα ενός νέου κεφαλαίου στις ενταξιακές διαπραγματεύσεις της Τουρκίας με την ΕΕ ύστερα από την βίαιη καταστολή των αντικυβερνητικών διαδηλώσεων το καλοκαίρι, σύμφωνα με μία πηγή.
Η Ευρωπαϊκή Επιτροπή πρότεινε την επανέναρξη των ενταξιακών διαπραγματεύσεων με την Τουρκία στην ετήσια έκθεση προόδου των υποψηφίων προς ένταξη χωρών την περασμένη εβδομάδα παρότι ανέφερε ότι η τουρκική αστυνομία χρησιμοποίησε υπερβολική βία για την αποκατάσταση της τάξης.
Οι κυβερνήσεις των χωρών μελών της ΕΕ πρόκειται να εξετάσουν στις 22 Οκτωβρίου την έκθεση της Κομισιόν στο Συμβούλιο Γενικών Υποθέσεων της ΕΕ όπου και θα αποφασίσουν αν θα ανοίξει το κεφάλαιο της Περιφερειακής Πολιτικής για την Τουρκία.
Πηγή που πρόσκειται στη γερμανική κυβέρνηση δήλωσε ότι το Βερολίνο θα άρει την αντίθεσή του.
Πηγές της ΕΕ έχουν δηλώσει ότι ενδεχομένως να αποφασίσουν την έναρξη νέου γύρου ενταξιακών διαπραγματεύσεων με την Τουρκία στις αρχές Νοεμβρίου.
Στις 25 Ιουνίου το Συμβούλιο Γενικών Υποθέσεων είχε συμφωνήσει κατ’ αρχήν στο άνοιγμα του εν λόγω κεφαλαίου, ωστόσο παρέπεμψε τη λήψη της τελικής απόφασης για το φθινόπωρο, ώστε να ληφθεί υπόψη η ετήσια έκθεση προόδου της Κομισιόν για την Τουρκία.
Την αναβολή της λήψης απόφασης είχαν ζητήσει η Γερμανία, η Αυστρία και η Ολλανδία εκφράζοντας με τον τρόπο αυτό τη δυσφορία τους για τη βίαιη καταστολή των διαδηλώσεων στην Κωνσταντινούπολη και την Άγκυρα.

L'Union européenne rouvre mardi les négociations d'adhésion avec la Turquie...
ReplyDeleteLes Etats membres de l'Union européenne rouvrent mardi les discussions concernant l'adhésion de la Turquie. Pour la première fois depuis 2010, un nouveau chapitre des négociations va s'ouvrir. "C'est bien d'activer la dynamique, mais ne soyons pas aveugle, il reste encore beaucoup à faire", indique une source européenne.
En juin, les ministres des Affaires européennes étaient tombés d'accord pour entamer un nouveau chapitre mais, sous la pression allemande, les négociations avaient été repoussées, notamment en raison de l'intervention musclées des services d'ordre turcs contre les manifestants de la place Taksim à Instanbul et à d'autres endroits du pays. La reprise des discussions avait été conditionnée au rapport sur la Turquie de la Commission européenne.
Ce "rapport sur l'élargissement" a été présenté mercredi dernier. Le commissaire européen Stefan Füle estime que le temps est venu de reprendre les discussions. "La Turquie a enregistré de nombreuses avancées depuis juin", analyse un diplomate qui suit le dossier de près depuis des années. "Des gestes clairs ont été posés sur le plan de la liberté d'expression et les services d'ordre (accusés d'avoir trop utilisé la force, ndlr) ont été poursuivis."
Lundi matin, les ambassadeurs des Etats membres ont tranché: on peut ouvrir un nouveau chapitre. Sauf incident, les ministres devraient confirmer mardi cette décision.
La Turquie est désireuse depuis des décennies d'un rapprochement avec l'Union européenne. La demande formelle d'adhésion a été déposée en 1987 et la Turquie est officiellement candidate à l'Union européenne depuis 1999. Sur les 35 chapitres de négociations, treize ont été ouverts et un seul a pu être bouclé. A l'automne 2010 la Belgique, qui présidait alors l'Union européenne, avait encore fait des tentatives pour rouvrir le chapitre "concurrence", en vain.
Le chapitre qui sera entamé maintenant concerne la politique régionale en Europe. "Un très petit chapitre, mais symboliquement important", souligne le diplomate. "Les chapitres concernant les droits fondamentaux, la justice et la liberté et la concurrence sont ceux qui sont vraiment importants."

Turkey’s EU Minister and Chief Negotiator Egemen Bagis has urged the new Merkel administration to strengthen the ongoing cooperation between the two countries rather than wasting time on virtual suggestions not covered by EU acquis.
Bagis, during the second day of his Germany visit, went to Frankfurt from Mannheim to meet Turkish and German entrepreneurs and said the number of Turkish entrepreneurs climbed up to 80 thousand. Bagis underlined that the figures prove the fact that Turks became respectable and equal members of the German society and integration debates have been left behind.
Referring to German Chancellor Angela Merkel’s adamant stance on Turkey’s full EU membership, which consists a proposal of ‘privileged partnership', Egemen Bagis said that they wish a privileged partnership with Germany but not the EU as Turkey and Germany are already in a privileged partnership relationship. Bagis urged Merkel administration to strengthen cooperation and stop wasting time on virtual suggestions that do not exist in EU acquis.
EU Minister Egemen Bagis went on to say that Turkey follows the rise of Islamaphobia in Europe too.
