Την ίδια στιγμή, πιθανό θεωρεί το ενδεχόμενο μίας ρωσοουκρανικής κρίσης στο φυσικό αέριο, σαν αυτή του 2009, η Βουλγαρία. Αυτό δήλωσε πρόσφατα ο Βούλγαρος Υπουργός Ενέργειας και Οικονομικών, Dragomir Stoynev, λέγοντας χαρακτηριστικά: «Ανησυχώ για τον δρόμο που έχουν πάρει οι συνομιλίες μεταξύ Ρωσίας και Ουκρανίας, και ελπίζω ότι δεν θα ξαναζήσουμε τον εφιάλτη του 2009».
Σύμφωνα με τον Βούλγαρο Υπουργό, η αφορμή για μια νέα κρίση στην προμήθεια ρωσικού φυσικού αερίου προς την Ουκρανία θα είναι οι υπέρογκες, άνω των 900 εκατ. δολ. οφειλές του Κιέβου προς τη Μόσχα. Ωστόσο, ως πραγματική αιτία για την νέα κρίση ο κ. Stoynev θεωρεί την εμμονή της Ουκρανίας να υπογράψει την συμφωνία συνεργασίας με την Ευρωπαϊκή Ένωση στο Βίλνιους της Λιθουανίας κατά την σύνοδο κορυφής στις 28- 29 Νοεμβρίου.

Ukraine Stops Buying Russian Gas – Agency...
ReplyDeleteMOSCOW, November 11 (RIA Novosti) – Ukraine has stopped buying gas from Russian energy giant Gazprom as of Saturday, Ukraine’s UNIAN news agency reported Monday, citing a Russian energy official.
The head of Russia’s Central Dispatching Department of the Fuel and Energy Complex said Ukraine bought less gas than usual earlier this month before stopping gas purchases completely on November 9.
In the first days of November, Ukraine acquired about 9-10 million cubic meters of Russian gas daily, about 10 times less than the average amount, Nikolai Orlov said.
Alexei Grivach, who heads the Russia-based National Energy Security Foundation think tank, said the move “creates additional risks” for the transit of Russian gas to Europe during the winter season.
Tensions between the countries are running high as Ukraine has repeatedly rejected Russia’s overtures to join a Moscow-led customs union and is due to sign a series of free-trade and association deals with the European Union – a step Russia has called “suicidal.”
Gazprom chief executive Alexei Miller said last week that Kiev owed $882 million for supplies in August, raising fears of another politically tinged gas dispute.

L’Ukraine arrête les importations de gaz russe...
ReplyDeleteLa compagnie ukrainienne Naftogaz arrête d'acheter du gaz russe, écrit mardi le quotidien RBC Daily.
L'Ukraine espère ainsi obtenir des concessions dans ses négociations avec Gazprom et envoie un signal à l'Union européenne, comptant sur son aide dans les pourparlers avec Moscou.
Les experts sont persuadés qu'il n'y aura pas de nouvelle "guerre du gaz" et que les parties arriveront à trouver un compromis dans les semaines à venir.
En octobre Naftogaz a reçu 3,2 milliards de mètres cubes de gaz soit en moyenne 104 millions de mètres cubes par jour. Début novembre les achats ont été divisés par deux et, les 6 et 7 novembre, ils avoisinaient les 9 millions de mètres cubes par jour. Les importations ont cessé à partir du 8 novembre, annonce Interfax, se référant à la Direction centrale de distribution du complexe énergétique. Le service de presse de Gazprom s'est refusé à tout commentaire.
Le vice-premier ministre ukrainien Iouri Boïko avait déclaré qu'en 2013 l'Ukraine achèterait seulement 11 milliards de mètres cubes de gaz russe contre 40 milliards trois ans auparavant.
Par ailleurs, le premier ministre ukrainien Nikolaï Azarov avait déclaré que l'Ukraine pourrait renoncer complètement aux importations de gaz russe si le contrat gazier actuel et les tarifs des hydrocarbures russes n'étaient pas révisés, dénonçant "l’approche formelle" de la Russie sur ce dossier.

Ukraine Plans No Russian Gas Imports Before Year-End – Paper...
ReplyDeleteKIEV, November 12 (RIA Novosti) – Ukrainian state gas company Naftogaz has no plans to resume gas imports from Russia’s energy giant Gazprom before the end of the year, a Ukrainian daily newspaper reported Tuesday.
The falling demand for energy in Ukraine, one of the largest consumers of Russian gas, has been caused by unseasonably warm weather, Kommersant-Ukraina said, citing unnamed sources.
Ukraine, which currently owes Gazprom hundreds of millions of dollars for gas, will review its plan to halt gas imports if the country should need more fuel as a consequence of very cold weather, the newspaper reported. The mild weather is forecast to continue through the end of the year.
