Σύμφωνα με το γερμανικό περιοδικό, η βρετανική υπηρεσία ηλεκτρονικής συλλογής πληροφοριών GCHQ παρακολουθούσε για περισσότερο από τρία χρόνια τις κρατήσεις που γίνονταν σε τουλάχιστον 350 πολυτελή ξενοδοχεία ανά τον πλανήτη.
«Στόχος αυτού του προγράμματος ήταν να ενημερώνεται η GCHQ τη στιγμή της κράτησης για το όνομα της πόλης και το όνομα του ξενοδοχείου στο οποίο σκόπευε να διαμείνει ο ξένος διπλωμάτης» γράφει το Spiegel.
Αυτό επέτρεπε στις υπηρεσίες να... αναλαμβάνουν δράση πριν καν φθάσει ο διπλωμάτης.
Η δράση αυτή μπορεί να ήταν παρακολούθηση του δωματίου του ξενοδοχείου και του ενοίκου, με την τοποθέτηση κοριού στο τηλέφωνό του ή παρακολουθώντας το φαξ του, απόκτηση πρόσβασης στον υπολογιστή του μόλις συνδεόταν με το δίκτυο του ξενοδοχείου, ακόμη και παρακολούθηση των συζητήσεων του πελάτη στο μπαρ του ξενοδοχείου.
Το πρόγραμμα, το οποίο έφερε την ονομασία «Royal Concierge» (Βασιλικός Θυρωρός), χρησιμοποιούσε ως λογότυπο ένα πιγκουίνο -κατ' αναλογία με τις μαύρες και άσπρες στολές που φοράει συχνά το προσωπικό αυτών των πολυτελών ξενοδοχείων-, ο οποίος φοράει κορόνα και βιολετί κάπα και κρατάει μια μπαγκέτα.
Το Spiegel προσθέτει πως δεν γνωρίζει πόσες φορές χρησιμοποιήθηκε αυτό το πρόγραμμα και επικαλείται μια μη κατονομαζόμενη πηγή της GCHQ -το βρετανικό αντίστοιχο της αμερικανικής Υπηρεσίας Εθνικής Ασφαλείας (NSA) της οποίας υπήρξε σύμβουλος ο Σνόουντεν πριν διαφύγει από τις ΗΠΑ- σύμφωνα με την οποία η Υπηρεσία «δεν επιβεβαιώνει ούτε διαψεύδει τους ισχυρισμούς».
Η GCHQ, η οποία έχει την έδρα της στο Τσέλτενχαμ (νοτιοδυτική Αγγλία), παρουσιάσθηκε ως ένας από τους κύριους πρωταγωνιστές των μαζικών υποκλοπών τηλεπικοινωνιών σε όλο τον κόσμο, κυρίως από την εφημερίδα Guardian, η οποία βασίσθηκε σε έγγραφα που δημοσιοποιήθηκαν από τον Σνόουντεν.
Ο τελευταίος διέρρευσε δεκάδες χιλιάδες απόρρητα έγγραφα της NSA και 50.000 της GCHQ.

Der Codename des Programms lautet "Königlicher Portier": Der britische Geheimdienst GCHQ überwacht nach SPIEGEL-Informationen weltweit Hotelbuchungssysteme, um Vertreter anderer Staaten bei Übernachtungen auszuspähen.
Durch das als streng geheim eingestufte Programm "Royal Concierge" ("Königlicher Portier") werden die Analysten des GCHQ tagesaktuell über die Hotelreservierungen und damit die Reisepläne von Diplomaten und Delegationen informiert. Das geht aus Unterlagen des NSA-Whistleblowers Edward Snowden hervor, die der SPIEGEL einsehen konnte.
Das Programm gleicht die Buchungen automatisiert mit E-Mail-Adressen ab und durchsucht sie gezielt nach bekannten Regierungsadressen, etwa mit den Endungen "gov.xx". Die Vorabinformation über die Hotelaufenthalte ermögliche den "technischen Abteilungen" des britischen Dienstes, entsprechende Vorbereitungen zu treffen – wozu den Unterlagen zufolge sowohl das Abschöpfen des Zimmertelefons als auch der dort eingesetzten Computer gehören kann.
Die Ergebnisse von "Royal Concierge" könnten auch die Voraussetzungen für "Humint"-Operationen sein, heißt es in den Dokumenten. Die Abkürzung steht im Geheimdienstslang für "Human Intelligence", also den Einsatz von menschlichen Spionen. Das GCHQ wollte den Vorgang auf SPIEGEL-Anfrage "weder bestätigen noch dementieren".

ReplyDeleteWhen diplomats travel to international summits, consultations and negotiations on behalf of governments, they generally tend to spend the night at high-end hotels. When they check-in, in addition to a comfortable room, they sometimes get a very unique form of room service that they did not order: a thorough monitoring by the British Government Communications Headquarters, or GCHQ in short.
Intelligence service documents from the archive of NSA whistleblower Edward Snowden show that, for more than three years, GCHQ has had a system to automatically monitor hotel bookings of at least 350 upscale hotels around the world in order to target, search and analyze reservations to detect diplomats and government officials.
The top secret program carries the codename "Royal Concierge," and has a logo showing a penguin wearing a crown, a purple cape and holding a wand. The penguin is apparently meant to symbolize the black and white uniform worn by staff at luxury hotels.
The aim of the program is to inform GCHQ, at the time of the booking, of the city and hotel a foreign diplomat intends to visit. This enables the "technical operations community" to make the necessary preparations in a timely manner, the secret documents state. The documents cast doubt on the truthfulness of claims made last week to a committee in parliament by the heads of the three British intelligence agencies: Namely that the exclusive reason and purpose behind their efforts is the battle against terrorism, and to make sure they can monitor the latest postings by al-Qaida and similar entities.
The documents show that the prototype of "Royal Concierge" was first tested in 2010. Germany’s Der Spiegel has published yet another episode of scandalous revelations from the former NSA contractor Edward Snowden, currently enjoying temporary asylum in Moscow.
Constantly on the move, top officials and diplomats prefer to stay in high-end establishments and boutique hotels with premier service standards. And since the number of high-class hotels in the world is finite, British Government Communications Headquarters (GCHQ) came up with the idea of turning them into a huge net to fish for secrets in high-tech style.
After the ‘Royal Concierge’ program underwent testing in 2010, it was readied and put into action.
Documents unearthed by Snowden reveal that over a three-year period GCHQ had an automatic system for singling out people of interest, who made reservations in about 350 upscale hotels worldwide.
Field operatives then allegedly wiretapped the phone and network cables inside the targetted suite, and were potentially able to check into the next door suite in order to eavesdrop the target at the scene.
‘Royal Concierge’ in operation
According to documents seen by Der Spiegel, when a top official or a diplomat makes a reservation using his working e-mail address (or his secretary does) with a governmental domain like .gov, GCHQ gets a notification and decides whether it needs to take ‘action’ or not.
Once a foreign diplomat is booked into a hotel, putting him under the microscope becomes a purely technical objective. Der Spiegel lists an impressive array of spying techniques and capabilities “that seem to exhaust the creative potential of modern spying”. No details, however, are provided.
On occasions, when a guest of special interest checks in, a crack intellgence unit can be deployed who have 'specialist technologies' for spying at their disposal.
