"Η γερμανική κυβέρνηση θα πρέπει να καταστήσει σαφές ότι εξακολουθεί να στηρίζει τη δουλειά της Tρόικας στην τωρινή συγκυρία και ότι αυτή είναι δημοκρατικά νομιμοποιημένη, από κοινού με τους άλλους Υπουργούς Οικονομικών της Ευρωπαϊκής Ένωσης", αναφέρεται στο έγγραφο, ενώ τονίζεται ότι η Τρόικα "συνέβαλε σημαντικά σε όλα τα προγράμματα διάσωσης".
Σύμφωνα με το δημοσίευμα, το Ευρωπαϊκό Κοινοβούλιο επεξεργάζεται έκθεση-αξιολόγηση του ρόλου της Τρόικας. Σε αυτή, σημειώνεται, διατυπώνονται κατηγορίες ότι ο ρόλος αυτός δεν είναι ούτε διαφανής, ούτε δημοκρατικά νομιμοποιημένος, ενώ υπάρχουν ισχυρισμοί ότι οι ελεγκτές υποτίμησαν τις κοινωνικές συνέπειες της αυστηρής πολιτικής λιτότητας στις χώρες της Ευρωζώνης που βρίσκονται σε κρίση.
"Για το λόγο αυτό ο βασικός συντάκτης της έκθεσης, ευρωβουλευτής Ότμαρ Κάρας, θέλει να καταργήσει μεσοπρόθεσμα την Τρόικα. Αντ` αυτού αναμένεται να εξελιχθεί ο μηχανισμός διάσωσης ΕΜΣ σε ένα Ευρωπαϊκό Νομισματικό Ταμείο", αναφέρει η εφημερίδα. Αντίθετα, το γερμανικό Υπουργείο Οικονομικών θεωρεί ότι η τρόικα εργάζεται "με τη δημοκρατικά εκλεγμένη κυβέρνηση της πληττόμενης χώρας από κοινού για τους όρους που συνδέονται με την παροχή χρηματοδοτικής βοήθειας", σημειώνεται στο έγγραφο και τονίζεται ότι "τα εθνικά κοινοβούλια δεσμεύονται στενά σ` αυτές της αποφάσεις".
Για το Βερολίνο είναι επίσης σημαντικό ότι το ΔΝΤ παραμένει στη διαδικασία.
"Τα όργανα της Ευρωπαϊκής Έωσης δεν διαθέτουν ακόμα μια ανάλογη υψηλή τεχνογνωσία", επισημαίνεται σχετικά.
Σύμφωνα πάντως με την Handelsblatt, η έκθεση για την τρόικα αμφισβητείται και εντός του Ευρωπαϊκού Κοινοβουλίου.

Secondo la relazione, il Parlamento europeo preparerà una relazione di valutazione del ruolo della troika. In questo rapporto, l'accusa che questo ruolo è né trasparente né legittimità democratica, e non ci sono accuse che i revisori si sono sottovalutate le conseguenze sociali della politica di austerità rigorosa nella zona euro in crisi. "Per questo motivo, l'autore principale del rapporto, Otmar Karas MEP, vuole abolire il mezzo troika. Invece mettere a punto il meccanismo di salvataggio ESM in un Fondo monetario europeo ", ha detto il giornale.
Al contrario, il Ministero delle Finanze tedesco ritiene che la troika sta lavorando "con il governo democraticamente eletto del paese impattato unitamente alle condizioni subordinata l'assistenza finanziaria", ha osservato il documento e ha sottolineato che "i parlamenti nazionali sono tenuti strettamente a quelle della decisioni ". Per Berlino è anche importante che il FMI rimane nel processo. "Le istituzioni dell'Unione europea non ha ancora un elevato know-how proporzionale", ha osservato.
Tuttavia, secondo Handelsblatt, il rapporto della troika e controversa in seno al Parlamento europeo. La troika è "necessario controllare la stabilizzazione dei paesi di bilancio in crisi e non deve essere messo in discussione", dice CSU eurodeputato Markus Ferber, e ha dichiarato che gli europei del Nord e gli altri membri del PPE, come gli olandesi o finlandesi non si rendono conto dell'importanza di dichiarare guerra alla troika, come discusso a Bruxelles.
L'ala sinistra del Parlamento europeo, al contrario, sostiene una determinazione Karas e la relazione critica sul troika si aspetta di ricevere un voto di maggioranza in plenaria in marzo, conclude il rapporto.

Last talks before Troika Inquiry findings are established....
ReplyDelete"Don't blame the fire brigade for fire damage", ECB Exective Board member Benoît Coeuré urged Economic and Monetary Affairs Committee MEPs at a hearing held on Thursday to assess the economic crisis recovery work of the ECB/EU Commission/IMF "Troika". This followed a committee debate on Wednesday about which findings to flag up in the Troika Inquiry report, which the committee will vote on in the last week of February.
Mr Coeuré insisted to MEPs that although lessons must be learnt from how the Troika had operated, matters would have been much worse without it.
In both debates MEPs broadly accepted that reforms in the rescue "programme" countries had been necessary and that the financial crisis had served as a catalyst for them. However many pointed out mistakes in the Troika setup that could have been avoided from the very start, thus lessening the difficulties the countries now faced. These included a lack of accountability, a "one-size-fits-all" approach, and possible breaches of fundamental rights.
When quizzing Mr Coeuré, MEPs focused on the role of the ECB, suggesting that the ECB may have erred in recommending labour law reforms and in strongly resisting suggestions that private investors should take a hit in order to reduce Greece's debt.
Rapporteurs Othmar Karas (EPP, AT) and Liem Hoang Ngoc (S&D, FR) will now lead talks with other MEPs to finalise their findings report which is to be put to a committee vote at the end of February.
