Russia approves Putin request for troops in Ukraine /Video: Валентина Матвиенко (пресс-конференция)

Russia’s upper house has approved on Saturday a request from President Vladimir Putin to use Russian armed forces on the territory of Ukraine.
The approval was after the Federation Council began debating the request.
The extraordinary session began with a speech by Putin’s envoy Grigory Karasin on the need to approve the request, which was also backed by the heads of the Federation Council’s defense and foreign affairs committees.


Unlike most legislation in Russia, the use of armed forces abroad only requires the approval of the rubber-stamp Federation Council without any need for a preliminary okay from the State Duma lower house.

Putin on Saturday submitted his request to the upper house of parliament.
“In connection with the extraordinary situation in Ukraine and the threat to the lives of Russian citizens... I submit to the Federation Council a request to use the armed forces of the Russian Federation on Ukrainian territory until the normalization of the political situation in that country,” the Kremlin quoted Putin as saying in the document.

Russia rejects talks

Russia has also turned down a request by Ukraine to hold talks under the auspices of an agreement that guarantees the country’s territorial integrity, Interfax news agency quoted Ukrainian Foreign Minister Andrij Deshchitsya as saying.
Ukraine had asked for consultations with Moscow after accusing it of deploying its military in the Crimea region.

“We are very worried about today's information that Russia has refused to take part,” Reuters quoted the minister as saying.

On Saturday, Ukraine’s new leader said he did not recognize the authority of the pro-Russian prime minister of Crimea, who claimed power after the region’s parliament was seized by pro-Russian gunmen Thursday.
Interim president Oleksandr Turchynov issued a statement instructing “the cabinet of ministers of Ukraine and other government agencies not to view (Sergiy) Aksyonov as a representative of the Council of Ministers of the Autonomous Republic of Crimea.”

Meanwhile, Aksyonov called on Putin Saturday to help restore “peace and calm” to the Black Sea peninsula, amid a standoff with the new authorities in the capital Kiev, reported AFP.

“Taking into account my responsibility for the life and security of citizens, I ask Russian President Vladimir Putin to help in ensuring peace and calm on the territory of Crimea,” Sergiy Aksyonov said in a statement broadcast in full by Russian state television.
Russia responded by saying it will not ignore Crimea leader’s request for help.
“Russia will not leave this request without attention,” a source in the Kremlin administration was quoted as saying by all Russia’s main news agencies.

Chosen by local lawmakers in the autonomous republic of Crimea, Aksyonov’s appointment was not approved by the new authorities in Kiev who took over after the overthrow of President Viktor Yanukovych last week.
He did not specify what the assistance from Putin and Russia might involve, AFP reported.
In the same address, Aksyonov said that the region’s security forces were now subordinate to him.
“As prime minister of Crimea, I have taken the decision to subordinate directly to me the units of the security forces of the interior ministry, security service, army, navy, tax service and border guards.

“I order all commanders to fulfill only my directives. All those who do not agree I ask to leave the service,” he added.
Poland’s reaction

Radoslaw Sikorski, the Polish foreign minister responded by cutting short his visit to Iran to handle the deepening crisis in Crimea after pro-Russian gunmen seized the government and parliament buildings.
“I have to shorten my visit to Iran due to the developments in Crimea and return to Poland,” Sikorsi told a joint news conference with his Iranian counterpart Mohammad Javad Zarif.
“The situation is getting more critical in Crimea,” he added.
Sikorsi arrived in Tehran on Friday for what had been scheduled as a four-day visit, according to AFP.

    Russian senators are going to ask President Vladimir Putin to consider recalling Moscow’s Ambassador to the US following President Barack Obama’s “aggressive” comments on the situation in Ukraine, the speaker of the chamber said.

    The upper house of the Russian parliament, the Federation Council, has ordered the committee on international affairs to apply to Putin and ask him to recall Moscow’s ambassador to the US, council speaker Valentina Matvienko said.

    “The president will consider the appeal and make a decision,” she said.

    The initiative was put forward by the Federation Council’s vice speaker, Yury Vorobiev, who referred to the President Barack Obama’s speech Friday, in which he said that Russia would have to pay for its policies in Ukraine. In Vorobiev’s opinion, Obama “crossed the red line and insulted the Russian people” and his words were a “direct threat.”

    So far, no decisions have been made on the matter, said the Kremlin’s spokesperson Dmitry Peskov.

    Acting Prime Minister of Ukraine Yatsenyuk accused Russia of trying to disrupt the tourist season in the Crimea. According to the politician, in this way the Russian authorities are trying to make profit for the renewed resort city of Sochi.

    "One of the intentions of the Russian government is to deprive Crimean residents of jobs and wages, to undermine the reputation of the Crimea, to disrupt the holiday season, so that not a single Russian, European, or Belarus citizen went there.     Russian President Vladimir Putin has not yet taken a decision on sending troops to Ukraine, despite winning approval from the Russian upper house of parliament for such a move, Agence France Presse reported the Kremlin as saying Saturday.

    “This is the point of view of the Federation Council (upper house). It is the president who takes the decision. For the moment, this decision has not been taken,” Kremlin spokesman Dmitry Peskov told the RIA Novosti news agency.

    Putin earned the approval after the Federation Council began debating the request.

      The Russian Ministry of Foreign Affairs (MoFA) has commented on Ukrainian far-right group Right Sector leader Dmitry Yarosh’s appeal to Chechen warlord Doku Umarov to take up arms and support anti-Russian forces in Ukraine.

      “Ukrainian neo-fascist Yarosh has sought the help of terrorist Umarov. Does the West put its bets on such ‘democrats’ in Ukraine? Will there be a reaction from there [the West]?” the Russian Foreign Ministry’s commissioner for human rights, democracy and the rule of law Konstantin Dolgov wrote on Twitter on Saturday, March 1.

      Yarosh wrote on his group’s VKontankte page earlier in the day: “Ukrainians have always supported the liberation struggle of the Chechen and other Caucasian peoples. Now it’s the time for you to support Ukraine. As the Right Sector leader I urge you to step up the fight. Russia is not as strong as it seems.”

      During the first Chechen war, Yarosh was fighting against Russian troops in Chechnya on the side of its separatist forces.

    Το ουκρανικό εθνικιστικό κόμμα Σβομπόντα (Ελευθερία) και το ακροδεξιό κόμμα Πράβι Σέκτορ (Δεξιός Τομέας), τα οποία βρέθηκαν στην πρώτη γραμμή των κινητοποιήσεων που οδήγησαν στην εκδίωξη του φιλορώσου προέδρου Γιανούκοβιτς, κάλεσαν το Σάββατο σε «γενική κινητοποίηση» μετά την έγκριση του ρωσικού κοινοβουλίου για στρατιωτική επέμβαση στην Κριμαία.
